On the afternoon of March 15, Minister of Transport Nguyen Van Thang and his delegation had a working session with the People's Committee of Binh Thuan province regarding the construction progress of two expressway projects: Dau Giay - Phan Thiet and Phan Thiet - Vinh Hao.
Working with the delegation were Mr. Doan Anh Dung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Phan Van Dang, Permanent Vice Chairman of the Provincial People's Committee and representatives of relevant departments and branches.

Reporting at the meeting, Mr. Phan Van Dang, Permanent Vice Chairman of the Provincial People's Committee, said that up to now, the project's site clearance work has completed 100% of compensation, support and resettlement for 2,684 households and organizations; completed construction of 5/5 resettlement areas; completed relocation of technical infrastructure works (phase 1) affecting the project's construction site.
According to the report of the Department of Construction Investment Management, Ministry of Transport, up to now, the site handover has been basically completed. Currently, the only remaining problems in Binh Thuan province include: 1 household and 2 low-voltage power lines affecting the construction of the overpass of the Vinh Hao - Phan Thiet project, 9 high-voltage power positions of 500kV.
At the Phan Thiet - Dau Giay project, the accumulated volume to date has reached 85.99%, basically meeting the requirements. At the Vinh Hao - Phan Thiet project, the volume has reached 75.61% of the contract value, 8.17% behind schedule.
Up to now, the construction progress is slower than required, especially the construction of access roads to overpasses and service roads.
In addition to objective reasons, the main reason is that contractors are financially weak. Especially since the beginning of 2023, contractors have no longer mobilized financial resources for the construction site as before, leading to no longer working in 3 shifts or 4 shifts.
On October 28, 2022, the Ministry of Transport issued an official dispatch requesting the Project Management Boards to preside over, together with design consultants, supervision consultants, contractors and localities, to organize inspections and review of the entire service road system and works within the scope of the entire project, propose synchronous solutions to avoid arising problems during the subsequent construction process as well as exploitation and use.

However, at present, the Phan Thiet - Dau Giay section project has not been implemented by the Thang Long Project Management Board. It is recommended that the Ministry of Transport direct the Thang Long Project Management Board to soon coordinate with the People's Committees of Ham Thuan Nam and Ham Tan districts to review the proposed contents of the Binh Thuan Provincial People's Committee to add to the project.
Regarding the re-issuance of licenses to exploit 6 material mines for the embankment project of the Vinh Hao - Phan Thiet Expressway, the Provincial People's Committee has assigned the Department of Natural Resources and Environment to preside over, work with relevant units and guide the submission of applications for re-issuance of mineral exploitation licenses; requesting contractors to fully fulfill their financial obligations before being re-issued mineral exploitation licenses by the Provincial People's Committee.
In addition, in parallel with the preparation of the application for re-issuance of the above-mentioned mining license, regarding difficulties and problems related to the approval of remaining mineral reserves, the Provincial People's Committee is currently considering and asking for guidance from the Ministry of Natural Resources and Environment.
Speaking at the meeting, Mr. Doan Anh Dung, Chairman of the Provincial People's Committee, said that Binh Thuan province is looking forward to the project coming into operation. The project will have a great impact on the socio-economic development of Binh Thuan province.
Especially in 2023, Binh Thuan province will host the National Tourism Year, so we hope that the project will be inaugurated on April 30, 2023 as directed by the Prime Minister.
Regarding site clearance, the Provincial People's Committee is directing localities to urgently relocate remaining items such as: power lines, houses, and residential roads.

In his concluding remarks at the meeting, Minister Nguyen Van Thang assessed that these two projects are of great importance in economic development, creating regional connectivity that directly benefits the two provinces of Dong Nai and Binh Thuan.
Up to now, the two projects have made much more positive progress. However, we must not be complacent, especially the Phan Thiet Vinh Hao project, which is behind schedule. If we do not try, the possibility of not completing the project on schedule is very real.
The reason is that some contractors have not arranged enough human resources, machinery, equipment, and finance to work in 3 shifts and 4 crews. In addition, the lack of earth materials, mainly related to the construction of the access roads and bridges in both projects, has also slowed down the construction progress.
The Minister also requested contractors to arrange enough human resources, machinery, and finance to organize construction in 3 shifts and 4 teams to speed up the construction progress but still ensure quality, standards, and regulations. Promptly report to the Project Management Board when problems arise.
The Minister also requested Binh Thuan province to coordinate in resolving the recommendations raised by the Project Management Board regarding site clearance and relocation of technical infrastructure within the project implementation area.
For the remaining household, more drastic measures are needed. We cannot let one household affect the construction progress of this very important project.
Vinh Hao - Phan Thiet Expressway.
Regarding the embankment materials, the Minister requested the province to issue a document stating the difficulties in implementing Point 25, Part I, Resolution No. 31/NQ-CP dated March 7, 2023 of the Prime Minister on the regular Government meeting in February 2023 and request the Government to adjust the content to promptly resolve the embankment issue for the two projects.
At the same time, Binh Thuan is requested to review all damaged locations on local roads and irrigation works due to the construction of the North-South Expressway project in the area, then coordinate with the Project Management Board to restore them.
Previously, on the morning of March 15, Minister of Transport Nguyen Van Thang and his delegation inspected the two expressway projects Dau Giay - Phan Thiet and Phan Thiet - Vinh Hao from Dong Nai province to Binh Thuan.
Acknowledging the efforts of contractors, Minister of Transport Nguyen Van Thang also pointed out the limitations when the construction of overpasses and service roads is still slow, and contractors have not yet had solutions to mobilize finance to ensure project progress.
The Minister asked contractors to focus human resources and means to speed up construction progress.
The Minister requested the Project Management Board, supervision consultants, and contractors to pay attention to preparing documents so that payment can be made as construction progresses.
In particular, the remaining construction volume is quite large, so units need to consider completing procedures, removing obstacles to disburse construction volume; immediately increase human resources and machinery to carry out construction simultaneously to speed up progress and ensure quality according to the Prime Minister's direction.
The Minister also affirmed that he will not delay the completion time of the Vinh Hao - Phan Thiet and Phan Thiet - Dau Giay projects, and is determined to put them into operation before April 30, 2023.
