Van Phong - Nha Trang Expressway is ready to open 70km on April 19

(Chinhphu.vn) - The State Inspection Council for Construction Acceptance has approved the results of the acceptance of 70km of the North-South Expressway project, Van Phong-Nha Trang section. This is also one of the important traffic projects selected by the Government to open to traffic to celebrate the 50th anniversary of the liberation of the South and national reunification. The expressway is expected to be opened to traffic on April 19.

70km Van Phong - Nha Trang Expressway ready to open to traffic on April 30

The State Inspection Council for Construction Acceptance (the Council) has just met to evaluate the results of the investor's completed acceptance of the North-South Expressway Component Project, Van Phong - Nha Trang section.

Finished 8 months ahead of schedule

Reporting to the Council, Mr. Tran Dinh Tuyen, Deputy Director of Project Management Board 7, said that the Van Phong - Nha Trang component project has a total route length of about 83.35km. The starting point of the project is at Km 285+000, connecting the southern entrance road of Co Ma tunnel (in Van Ninh district, Khanh Hoa province); the end point is at Km 368+350, connecting the starting point of the Nha Trang - Cam Lam expressway (in Dien Khanh district, Khanh Hoa province).

The scope of the completed project items proposed for consideration and approval of this acceptance test result is a 70.35km section; 28 bridges of various types; 32.54km of residential access roads, 15.96km of level crossings; 1.8km of National Highway 1A restoration road and 1.84km of National Highway 27C restoration road.

In addition, there are also 463 horizontal drainage culverts; 69 residential underpasses; 3 interconnecting intersections: Van Gia, Highway 26 intersection, Highway 27C intersection; traffic safety system and lighting system.

Project Management Board 7 commits to organizing construction in accordance with the approved design documents; collecting complete project completion documents and organizing acceptance of completed project items in accordance with legal regulations.

The investor said that the project's unaccepted construction items include: a 13km main route (from Km 285+000 - Km 298+000), residential access roads, level crossings, and cross drainage culverts; 6 bridges; 1 interchange; traffic safety and lighting systems; rest stops; intelligent transportation systems (ITS); toll stations and vehicle load control works.

Project Management Board 7 plans to complete all remaining work and put it into operation before June 30, 2025, as directed by Deputy Prime Minister Le Thanh Long. Thus, the Van Phong - Nha Trang expressway project has "finished" 8 months ahead of schedule.

Based on the results of the actual inspection, the minutes of acceptance of construction items, reports of the investor, design consultant, supervision consultant, quality inspection unit and opinions of the Expert Team, the Council approves the results of the investor's completed acceptance of the reported items.

Closely monitor traffic during the initial stages of operation.

The Council also noted that in the initial stages of operation, investors need to closely monitor traffic volume, vehicle load, the effectiveness of the sign system and traffic conditions on the route to promptly adjust traffic organization measures to ensure safety and smooth operation.

At the same time, it is necessary to proactively detect and handle damages and defects (if any) to ensure the quality, longevity and aesthetics of the project according to the design. The investor needs to coordinate with the operating unit to strictly implement the maintenance and repair process according to regulations.

In addition, the review and handover of the residential access road to the local authorities also needs to be completed soon. Local authorities at all levels are requested to coordinate and support in the organization of exploitation and ensure traffic safety when the project is put into use.

The Council requested the investor to urgently deploy the construction of the remaining items such as rest stops, toll stations, intelligent transportation systems (ITS) and vehicle load control stations. While these projects are not yet completed, there must be appropriate management and exploitation plans to promptly handle situations that arise during operation.

Deputy Minister of Construction Le Anh Tuan, Vice Chairman of the Council, requested the Vietnam Road Administration to urgently review and approve the traffic organization plan; coordinate with the investor to hand over and receive the completed 70.35km to put it into operation soon, meet the travel needs of the people and promote the investment efficiency of the project.

The investor fully accepts the recommendations and promptly organizes industrial cleaning of the entire route, deploys solutions to ensure smooth traffic flow to serve the opening of traffic on April 19. At the same time, accelerate the progress of remaining items such as rest stops, toll stations, intelligent transportation systems (ITS) ... to synchronize infrastructure and improve operation quality.

For the remaining 13km of the Van Phong - Nha Trang expressway, Project Management Board 7 said that the first 13km of the route (from Km285+00 - Km298+00), the output reached about 81% of the contract value, basically in line with the original plan. The remaining volume of this section is about 240 billion VND, focusing on the remaining asphalt concrete surface layer and 60% of the traffic safety items.

A representative of the contractor Vinaconex said that Vinaconex has completed nearly 100% of the work, exceeding the schedule committed to complete on April 30 as directed by the Prime Minister. Many workers did not take a holiday on the occasion of the Hung Kings' death anniversary to continue working, the unit has added more workers to construct the four cones of bridge 562H1. This is an additional item, so the contractor is rushing to complete the construction before the project opens to traffic on April 30.

The North-South expressway project, Van Phong - Nha Trang section, has a total length of more than 83km.

Starting point at Km 285+000, connecting the southern entrance road of Co Ma tunnel (Van Ninh district, Khanh Hoa province).

The end point is at Km 368+350, connecting the starting point of the expressway section Nha Trang - Cam Lam (Dien Khanh district, Khanh Hoa province).

Total investment is nearly 12,000 billion VND. The project is invested by Project Management Board 7 (Ministry of Construction).
