Ho Chi Minh City – Moc Bai Expressway has met the conditions for investment policy approval.
This is the opinion of the Interdisciplinary Appraisal Council on the contents of the Pre-Feasibility Study Report of the Investment Project to build the Ho Chi Minh City - Moc Bai Expressway (Phase 1) under the PPP method.

According to information from the Investment Electronic Newspaper - Baodautu.vn, the Inter-sectoral Appraisal Council has just sent an official dispatch to the Government leaders regarding the investment policy of the Ho Chi Minh City - Moc Bai Expressway Construction Investment Project under the PPP method.
In this document, the Interdisciplinary Appraisal Council stated that in the Appraisal Result Report No. 2286/BC-HDTĐLN dated March 27, 2024, it fully stated the appraisal contents according to the provisions of the PPP law for the Ho Chi Minh City People's Committee to implement and complete the Project's Pre-Feasibility Study Report (in which it synthesized and requested the Ho Chi Minh City People's Committee to explain, clarify, and complete the Project's Pre-Feasibility Study Report).
The Project's pre-feasibility study report, after being explained and supplemented with Submission No. 3447/TTr-UBND dated June 21, 2024, has been fully completed by the Ho Chi Minh City People's Committee according to the Council's requirements. In which, the Ho Chi Minh City People's Committee affirmed that the Project's pre-feasibility study report and related documents have been explained, clarified, and completed according to the Council's appraisal results and ensure sufficient conditions for submission to the Prime Minister for consideration and decision on the Project's investment policy according to regulations.
The dossier requesting the decision on the investment policy of the Project of the Ho Chi Minh City People's Committee submitted to the Prime Minister includes: Submission No. 3447; Draft decision on the investment policy of the Prime Minister; Project pre-feasibility study report (updated and completed according to the Appraisal Report No. 2286/BC-HDTĐLN dated March 27, 2024 of the Council); Appraisal report on the Pre-feasibility Study Report No. 2286/BC-HDTĐLN dated March 27, 2024 of the Council and legal documents related to the Project.
Thus, the Project dossier of the Ho Chi Minh City People's Committee submitted to the Prime Minister for decision on investment policy has fully complied with the provisions of Article 16 of the PPP Law.
Based on the results of the Request for Council members' opinions on the Project's Pre-Feasibility Study Report attached to Document No. 3447 of the Ho Chi Minh City People's Committee, by July 17, 2024, 11/13 Council members agreed to approve (accounting for 84.6%), of which 7 members agreed to approve without other opinions, 4 members agreed to approve and had additional opinions, 2 members from the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development have not voted.
Thus, the Project meets the conditions for approval according to the provisions of Point d, Clause 3, Article 10 of Decree No. 35/2021/ND-CP dated March 29, 2021 of the Government detailing and guiding the implementation of the Law on Investment under the PPP method.
The interdisciplinary appraisal council agreed with the Ho Chi Minh City People's Committee that the Project's pre-feasibility study report, attached with Submission No. 3447 of the Ho Chi Minh City People's Committee, was qualified for the Prime Minister to decide on the investment policy.
“The Ho Chi Minh City People's Committee is requested to take responsibility for the contents and accuracy of the information and data stated in Submission No. 3447, the Complete Project Pre-Feasibility Study Report and related documents,” the official dispatch of the Interdisciplinary Appraisal Council said.
In Submission No. 3447, Mr. Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee, said that the Project's Pre-Feasibility Study Report and related documents have been explained, clarified, and completed according to the appraisal results of the Interdisciplinary Appraisal Council in Appraisal Report No. 2286/BC-HDTDLN dated March 27, 2024; ensuring sufficient conditions for submission to the Prime Minister for consideration and decision on the Project investment policy according to regulations.
According to the proposal of the Ho Chi Minh City People's Committee, the project has a starting point intersecting with Ho Chi Minh City Ring Road 3 in Cu Chi District, Ho Chi Minh City; the end point connecting to National Highway 22 (at Km53+850) in Ben Cau District, Tay Ninh Province.
The total length of the project route is about 51 km, of which the section through Ho Chi Minh City is about 24.7 km and the section through Tay Ninh province is about 26.3 km.
According to the Road Network Planning for the period 2021 - 2030, with a vision to 2050, the Ho Chi Minh City - Moc Bai Expressway has a scale of 6 expressway lanes, but in phase 1 of the Project, the route has a scale of 4 expressway lanes, a roadbed width of 25.5m; land clearance is carried out at one time according to the scale of 6 expressway lanes for the entire route.
The route starts from Ho Chi Minh City Ring Road 3, the expressway runs parallel to the Trans-Asia Highway (National Highway 22) and is about 2 km to 4 km to the right of National Highway 22 (to the North). The section through Ho Chi Minh City reaches Provincial Road 8, the route turns right to avoid Dong Du Military Zone (the route is > 650m from the K75 ammunition depot) then turns left at about Km16+000, the route runs parallel to the planned railway and passes through Tay Ninh province.
In Tay Ninh province, the route goes straight to Go Dau area (Km38+700); here it turns left at an angle of about 370 to intersect with National Highway 22B at about Km41+000, then the route continues to turn left at an angle of about 600, crosses the Vam Co River and intersects with National Highway 22 at Km53+850.
Rest stops on the route (located on both sides of the route), expected to be in Trang Bang town, Tay Ninh province. In the highway construction project, only the location and cost of site clearance are planned. Construction costs and operating costs of the service stations will be invested in the form of socialization.
Preliminary land use demand of the Project is about 409.3ha; preliminary total number of affected households is about 566 households. The clearance scope of the Ho Chi Minh City - Moc Bai Expressway Construction Investment Project (phase 1) will be carried out at once according to the scale of 6 expressway lanes.
The total preliminary investment of the Project is 19,617 billion VND, including: construction and equipment costs of 9,273 billion VND; project management costs, investment consulting costs, other costs (including project preparation costs of about 45 billion VND) of 695 billion VND; costs of compensation for site clearance, support, resettlement and relocation of technical infrastructure (including contingency costs) of 6,774 billion VND; contingency costs for construction volume, equipment and price inflation of 1,594 billion VND; interest during construction is 1,281 billion VND.
In this Project, the State capital participation is 9,674 billion VND, accounting for 49.31% of the total investment; the capital of investors and PPP project enterprises is 9,943 billion VND (including 12.45 billion VND of project preparation costs according to Clause 1, Article 73 of the PPP Law, pre-arranged from the City Budget and will be reimbursed by the selected investor), accounting for 50.69% of the total investment of the Project.
