The Quang Ngai - Hoai Nhon Expressway is being constructed by the contractor Deo Ca Group with all human resources and equipment. However, due to land clearance problems in the section through Quang Ngai province and some other reasons, the construction progress of the project has been affected.

On April 12, arriving at the construction site of the Quang Ngai – Hoai Nhon expressway through Quang Ngai province in blazing hot weather, we witnessed hundreds of workers, technical staff and vehicles on duty working hurriedly.
At Hanh Thuan commune, Nghia Hanh district (Quang Ngai), the construction unit started grading crushed stone to prepare for asphalting the first kilometers of the Quang Ngai - Hoai Nhon expressway.
Mr. Tran Dai Xuan, Director of XL2 package, said that although the section passing through Quang Ngai province has not yet been handed over the entire route, the units at the construction site are still trying to construct in places where the site clearance has been completed.

At tunnel number 3, the largest tunnel through the North-South expressway, 3.2 km long, connecting the two provinces of Quang Ngai and Binh Dinh, people and vehicles are still working non-stop. Construction in the tunnel through the mountain is truly a feat for the engineers, officers and technical workers here, in the hot, sunny conditions. Not to mention the roar of vehicles, dust, cement, muddy water... inside the tunnel. All for the quality and progress of this national project.

According to a representative of Deo Ca Group, the contractor of the Quang Ngai – Hoai Nhon expressway project, the mountain tunnel No. 3 has complex geology, so the construction is very careful to ensure quality and safety. Up to now, the left tunnel has reached 796/3,200 m, and the right tunnel has reached nearly 854/3,200 m.
In the contract with the investor, tunnel No. 3 will be completed after 42 months of construction, but Deo Ca Group is expected to open this road tunnel earlier than planned, in June 2025.

In addition to the above mentioned tunnel No. 3, the contractor also completed and opened the mountain tunnel No. 1 (610 m long) and tunnel No. 2 (698 m). Both of these tunnels are 1-3 months ahead of schedule and are being used as service roads to transport and coordinate materials along the entire route, helping to speed up the construction progress of the entire project.
On the Quang Ngai - Hoai Nhon expressway, there are 77 bridges, 586 culverts, 81 underpasses, the largest of which is the bridge over the Ve River, 610 m long. Currently, the contractor has constructed 58/77 bridges, and built 3.3/12.1 million m3 of roadbed; achieving about 22% of the total volume.
20 locations with limited space
Up to now, the contractor Deo Ca Group has mobilized 43 construction teams, mobilized nearly 3,200 personnel, and more than 1,100 machines and equipment at the construction site. Accordingly, 3 packages (XL1, XL2, XL3) organize construction in 3 shifts, and for the construction of the tunnel through the mountain, engineers and workers take turns working continuously and non-stop 24/7 at the construction site.
Location still stuck with land in Pho Phong commune, Duc Pho town (Quang Ngai)
According to the 2024 plan, the contractor will construct with a cumulative output of about 7,500 billion VND, including completing the road surface, tunnel lining, and equipment of mountain tunnel No. 1 and tunnel No. 2; constructing 60/77 bridges (priority given to overpasses), completing the roadbed embankment, and constructing a part of the asphalt concrete.
However, the biggest difficulty currently is that the section through Quang Ngai province is stuck with land acquisition. While Binh Dinh province has handed over 100% of the land, Quang Ngai province has only reached 95%.

In total, Quang Ngai province has about 20 locations where the site clearance has not been completed, with 87 households yet to be relocated, of which the most difficult are at critical locations such as: the first intersection of the route in Nghia Ky commune, Tu Nghia district (Quang Ngai), the overpass of National Highway 24, Eo Gio bridge, and Song Quan bridge of Duc Pho town (Quang Ngai). Not to mention the technical infrastructure works on this expressway are also slow to be relocated.
Mr. Tran Dai Xuan, Director of XL2 package, added that many of the above-mentioned locations that have not been relocated have slowed down the project's construction process.

In addition, according to the contractor Deo Ca Group, in Quang Ngai province, the licensed reserves are 5.3m3 of fill soil and 0.24 million m3 of sand. However, the compensation costs of some mines are about 3 times higher than the regulations, and there is no access road, so in reality the reserves of the mines being exploited are only 3.2 million m3 of soil and 0.1 million m3 of sand.
Not to mention, according to the technical design, the project will utilize 90% of the rock from the tunnel excavation to serve the cement concrete work, crushed stone grading and roadbed materials, but because the geology of tunnel 2 and tunnel 3 is different from the technical design documents, there is a lack of rock material for concrete, the contractor must spend money to buy from commercial mines.
