The Ben Luc - Long Thanh Expressway from the starting point of the intersection with the Ho Chi Minh City - Trung Luong Expressway to National Highway 1 has been completed. However, the 250m temporary connecting section between the two routes has been under construction for more than 2 months and is still not finished.
Urgent project, slow construction
On the morning of December 15, Deputy Minister of Transport Le Anh Tuan inspected the construction of the 250m section connecting Ben Luc - Long Thanh Expressway with Ho Chi Minh City - Trung Luong Expressway.

The Ben Luc - Long Thanh Expressway, the first section connecting to the Ho Chi Minh City - Trung Luong Expressway, has been completed for several months. However, the section connecting the two expressways has not been completed yet. This section is 250m long, also known as branch A1.
Previously, on October 16, Deputy Minister Le Anh Tuan inspected this section. The project management board and the contractor committed to speed up the progress to complete and hand over by the end of November. At that time, the sand foundation was being constructed on this connecting section. The progress then continued to be "flooded". The contractor promised to complete it by December 20, but to this day the roadbed has not been completed.
Mr. Pham Hong Quang, General Director of Vietnam Expressway Corporation (VEC), said that the items implemented by VEC have been completed and are ready to be put into operation whenever the connecting route is completed. However, for the past 2 months, the billion-dollar expressway is still waiting for 250m of connecting section.
At the construction site, the atmosphere was gloomy, the entire stretch of road was almost devoid of machinery. A few workers were scraping the pavement.
Mr. Nguyen Dinh Hung, Commander of Tam Son Investment Joint Stock Company (Phu Tho), said that there is still a layer of crushed stone with a volume of about 1,000 cubic meters, but for the past 3 weeks, the stone purchased at Tan Cang mine has not been available.

Meanwhile, Mr. Tran Thien Truc, Deputy Director of the Department of Transport of Long An province, informed that today the barge carrying rocks arrived. It took 2 weeks to complete the foundation, then the asphalt concrete layer took another 10 days.
"We are urging the Project Management Board and contractors to complete the project by December 31, then paint the lines, protect the lanes and hand it over to the Vietnam Expressway Corporation for exploitation to connect the two expressways," said Mr. Truc.
However, when the Deputy Minister turned to ask the contractor's commander, he hesitated and did not dare to make a definite promise.
The project is urgent but the construction site is quite deserted, without construction equipment.
Next, check branch A - the main connection from Ben Luc - Long Thanh expressway to Trung Luong expressway, the approach road and overpass of the Ring Road 3 project through Long An province. The overpass (constructed by Trung Thanh company) has completed the bridge deck, and is still installing railings, expansion joints, and then paving with asphalt concrete. However, there are very few workers working, there is no "3 shifts, 4 shifts" atmosphere as directed by the Prime Minister.
The road section, also constructed by Tam Son Company, is still sluggish. It has been 2 months since mid-October, when Deputy Minister Le Anh Tuan inspected, and the construction site has not seen much progress. Although the loading has been completed, the mobilization of sand for foundation construction is very slow. On the morning of December 15, when the inspection team inspected, there were no machines or construction equipment in this category.
Too impatient, Deputy Minister Le Anh Tuan called the Vice Chairman of Long An Provincial People's Committee to request closer direction on progress.
Contractors who do not complete as committed will be warned.
Mr. Dinh Manh Duc, Deputy Director of the Department of Construction Investment Management, said that with the existing items, if the units of the Ministry of Transport implement them, it will only take one month to complete the entire project to connect the two highways.
Explaining the progress of branch A, Mr. Tran Phat Dao, Deputy Director of the Investment and Construction Management Board of Ring Road 3 through Long An, said that according to the contract, branch A must be completed by the first quarter of 2025, so it is difficult to urge the contractor to shorten the progress.
Branch A connects the main Ben Luc Expressway with Trung Luong Expressway, and is scheduled to be completed by the first quarter of 2025. The leader of the Department of Construction Investment Management said that with the current construction site having completed the bridge deck and roadbed, it only takes 1 month of concentration to complete the whole thing.
At the construction site, Deputy Minister Le Anh Tuan noted that the implementation of the Beltway 3 projects through Long An was better than in other localities. However, the work arrangement was not really reasonable. The projects that needed to be accelerated for connection had not yet mobilized machinery and human resources to focus on construction.
The Deputy Minister noted that Ho Chi Minh City Ring Road 3 is a key project, so the progress must be strictly controlled, construction must be carried out in "3 shifts, 4 teams", not following the contract but must shorten the progress.
The Deputy Minister said that many expressway sections across the country are competing to shorten the progress by several months. Long Thanh airport is also required to shorten the progress by 8 months to complete and put into operation soon. Why is a branch of the expressway's connection road being sluggishly constructed for several months?
With the 250m section - branch A1 temporarily connecting the two expressways, the Deputy Minister requested that it be completed and put into operation by December 31. He requested that the contractor, Tam Sa Investment Joint Stock Company, be closely monitored. If this time it is not completed as committed, a warning notice will be issued.
Regarding branch A - the main branch connecting the two expressways, the Deputy Minister requested the Long An Provincial Project Management Board and the two contractors Tam Sa and Trung Thanh to mobilize maximum human resources and equipment for construction. Do not base the contract on the completion date of the first quarter of 2025, but shorten the progress as soon as possible. Because this is a very meaningful route for the people of Long An and Ho Chi Minh City, helping to reduce traffic congestion on the Trung Luong Expressway through Binh Chanh (Ho Chi Minh City).
The Ben Luc - Long Thanh Expressway is 57.8km long, connecting Long An - Ho Chi Minh City - Dong Nai, with a total investment of nearly 30,000 billion VND. According to the plan, the section from Trung Luong Expressway to National Highway 1 (Binh Chanh, Ho Chi Minh City) and from Phuoc An Port, Nhon Trach to National Highway 51 (Dong Nai) will be opened to traffic first.
