On November 16, Deputy Minister of Transport Nguyen Danh Huy inspected the actual progress of the Hoa Lien-Tuy Loan Expressway project in Da Nang. The project is invested by the Ho Chi Minh Road Project Management Board.
The representative of the construction unit reported that they are currently arranging about 30 construction teams to meet the progress required by the Prime Minister . However, there are still some problems such as site clearance, some places where people obstruct the construction and recent heavy rain.
However, Mr. Phan Van Ton, Chairman of the People's Committee of Hoa Vang District, Da Nang City, said that the site clearance work is basically complete. Specifically, up to now, 11.27km out of a total of 11.47km have been handed over to the investor, with only 2 cases requiring enforcement.
According to Mr. Phan Van Ton, construction units keep complaining about land acquisition problems and people obstructing construction, but in reality that is not the case.
“I have to say frankly that you did not mobilize machinery for construction but the handover of the site is almost complete. After this meeting, I propose to stop discussing the site because there are only two cases that need to be cleared. When you start construction, we will enforce it, but you keep saying that the site is stuck, which is not satisfactory…”, Mr. Ton said.
According to Mr. Ton, in some cases, authorities and functional forces need to organize to ensure security and order during construction, but the construction unit does not coordinate well with the authorities and is not decisive.
The Chairman of Hoa Vang District said that the construction unit requested the government to coordinate to ensure the construction work, but when the government mobilized forces, the construction unit only brought one machine, scraped a little and then stopped. Doing so, the government could not mobilize support forces day after day.
The sign is grand but the construction is poor.
Deputy Minister Nguyen Danh Huy assessed that, through the actual inspection, he felt very sad when the 3 construction units, Truong Son Construction Corporation, Traffic Construction Corporation 5 and One Member Company Limited 17, mobilized machinery and equipment at the project but did not meet the requirements. The construction site was not synchronized and sloppy, as if the machinery was being "showed off".
“The construction signs on the road are very impressive, but the construction site is deserted. The local authorities have handed over the site, but the construction unit has brought in only a few machines. This is not a good way to do it. I request the investor to build on schedule and handle contract violations, and not let this situation continue,” Mr. Huy directed.
At the same time, the Deputy Minister requested Hoa Vang district to support the construction of the locations where the land has been handed over, and to organize the enforcement of the remaining two households to complete the land in November.
In addition, the Ho Chi Minh Road Project Management Board builds a detailed construction schedule, adds 5 construction sites, and any areas that have not been constructed must be supplemented and sent to Hoa Vang district for support during the implementation process.
"I also request that investors and supervisory consultants strictly control quality and costs to prevent waste and loss," the Deputy Minister of Transport requested.
