Bien Hoa - Vung Tau Expressway is 53.7km long, including 3 component projects with the scale of phase 1 including 4-6 lanes depending on each section with a total investment of 17,829 billion VND. The project is assigned to the Ministry of Transport, Dong Nai and Ba Ria-Vung Tau provinces as the managing agencies.
The project was approved by the National Assembly in December 2022, after which the Ministry of Transport and Ba Ria-Vung Tau province approved the feasibility reports of component projects 2 and 3, respectively. However, it was not until mid-February 2023 that Dong Nai province completed the above procedures for component project 1, three months behind schedule.
At the stage of selecting contractors for 5 packages in 3 component projects, there is still one package in component project 1 that is in the process of selecting a contractor. It is expected to be completed in October this year.
In addition, site clearance for the expressway also faces many difficulties. According to the Ministry of Transport, in November 2022, Dong Nai and Ba Ria-Vung Tau provinces were assigned to carry out site clearance for the project.
However, after more than half a year, these two localities have only handed over 114/452 hectares of land (25.30%) to component project 3. The compensation for component projects 1 and 2 has not been carried out yet.
“With limited clean land area, component project 3 cannot be implemented at the project site…”, said the Ministry of Transport.
Faced with this situation, although the project component 1 was started last June, it was left there after it was completed due to lack of land. As for the project component 2, the contractors only stopped at mobilizing machinery and equipment, building camps, approving input materials; surveying, creating construction drawings... Initially, the contractor only carried out some items of site clearance and organic excavation.
Similarly, component project 3 is still preparing and implementing the items of site clearance, excavation, embankment, bridge and box culvert. The cumulative volume of work done is about 1.6% of the contract value.
Explaining the delay in handing over the site, the two provinces of Dong Nai and Ba Ria-Vung Tau said that the main reason was that the human resources at the agencies and units carrying out the site clearance work of the province were not able to meet the workload. The compensation price for site clearance has not been approved by the People's Committee of Dong Nai province.
Component project 1 passes through a security and defense land area, so it must undergo adjustment procedures. Component projects 1 and 2 pass through land areas managed by Dong Nai Rubber Corporation that have not been recovered yet, due to disagreement on other support amounts.
Even up to this point, the resettlement areas serving the site clearance of component projects 1 and 2 have not been built, leading to insufficient conditions to carry out site clearance work according to regulations. Therefore, the progress of site handover in 2023 is difficult to achieve.
Another difficulty of this project is the increase in capital. According to the two provinces of Dong Nai and Ba Ria-Vung Tau, after actual counting, the cost of site clearance increased by about 3,674 billion VND. Of which, component project 1 increased by about 1,195 billion VND, component project 2 increased by about 1,489 billion VND, and component project 3 increased by 990 billion VND.
The Ministry of Transport said the above cost increase resulted in the total project investment increasing by about VND3,665 billion compared to the preliminary total investment approved by the National Assembly in Resolution 59/2022.
