At an online meeting with localities and units on organizing groundbreaking and inauguration ceremonies for works and projects to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day on the afternoon of April 17, Deputy Minister of Construction Nguyen Danh Huy emphasized: Organizing groundbreaking and inauguration ceremonies online simultaneously in all three regions of the North - Central - South on April 19 is an event of special significance, receiving special attention from the Prime Minister.

Relevant units need to continue to proactively prepare all material and technical conditions, organize groundbreaking, inauguration, technical traffic opening, and closing ceremonies for works and projects under their management according to the general scenario that has been given, ensuring solemnity and economy; proactively arrange technical conditions for online connection to all works and projects.

Localities need to ensure good security, order and traffic safety during groundbreaking, inauguration, technical traffic opening and closing ceremonies of works and projects, especially at key points with the participation of Party and State leaders.

In Ha Tinh, two North-South Expressway component projects in the East phase 2021-2025, Bai Vot - Ham Nghi and Ham Nghi - Vung Ang, invested by Thang Long Project Management Board (Ministry of Construction), will hold a technical traffic opening ceremony on April 19.

The location for the technical opening ceremony of these two expressways is the expressway intersection with National Highway 8 - the connection point between Dien Chau - Bai Vot expressway and Bai Vot - Ham Nghi expressway in Thanh Binh Thinh commune, Duc Tho district.

It is known that at this time, the Thang Long Project Management Board is coordinating with agencies and units to conduct a survey of the location, set up a tent to serve the technical traffic opening ceremony; determine the direction of vehicle movement to the ceremony location; and check the conditions.

According to the Thang Long Project Management Board (Investor of the two projects Bai Vot - Ham Nghi and Ham Nghi - Vung Ang - Ministry of Construction), the final days are the "sprint" phase - mainly completing auxiliary items, traffic connections, service roads, and residential roads.

Contractors have increased their manpower and machinery to the maximum, working in 3 shifts continuously to finish on time. Quality control and labor safety have also been tightened, especially at night. "We consider this not only a professional task but also a political responsibility. Contributing to the completion of the project on April 30 is also our way of showing gratitude for the day the country was reunited," said a representative of Thang Long Board.

Urgently complete the final items

The Bai Vot - Ham Nghi project has its starting point connecting with the Dien Chau - Bai Vot project in Thanh Binh Thinh commune, Duc Tho district, Ha Tinh province. Previously, to open the Dien Chau - Bai Vot route, the National Highway 8A intersection constructed by Vinaconex was put into operation on April 30, 2024.

On National Highway 8A, authorities have set up toll stations for vehicles traveling from this location to the northern provinces. According to Traffic Police Task Force No. 5 (Traffic Police Department - Ministry of Public Security), after the Bai Vot - Ham Nghi Expressway is open to traffic, authorities will remove the barriers so that people can travel.

According to the Thang Long Project Management Board (Ministry of Construction) - the investor of the Bai Vot - Ham Nghi project, the project will open the main route on April 26. Of the total 35km, contractors have basically laid the last layer of asphalt concrete; at this time, contractors are calculating each day to complete items such as: installing median strips, painting lines, guardrails... The project's construction output has reached 85.5% compared to the design drawings.

The Bai Vot - Ham Nghi project is being constructed by a joint venture between the Vietnam Construction and Import-Export Corporation and the Ministry of National Defense's 319 Corporation. Of the total 35km of main route, the project encountered difficulties when it encountered 19km of weak ground that required a long wait for loading. However, up to now, the work has basically been under control, just waiting for the day of opening the route.

Mr. Tran Dinh Ngan - Executive Director of Bai Vot - Ham Nghi project (Corporation 319) informed that the unit is responsible for constructing 10 large bridges, intersections and 12km of the main route of the project. Up to now, the bridges, intersections and 12km of the main route have been basically completed; the intersection connecting with Ha Tinh city has been more than 95% completed.

It is known that on the evening of April 17, contractors were still working through the night to complete the remaining items in time for the opening of traffic. An engineer from Corporation 319 shared: "The unit has completed the main route and is currently paving the final 3km of road leading to the expressway. Workers and engineers take turns working through the night. Every hour that passes shortens the distance to the opening day."

Similarly, the Ham Nghi - Vung Ang project has a length of 54km passing through the localities of Ha Tinh province: Thach Ha, Cam Xuyen, Ky Anh district and Ky Anh town. The project is divided into 2 packages, up to now the output of both packages has reached 89% and 87% respectively according to the design drawings.

Many sections of the two projects Bai Vot - Ham Nghi and Ham Nghi - Vung Ang have been completed many months ahead of schedule.

The final point of the Ham Nghi - Vung Ang project is the intersection connecting with National Highway 12C, constructed by Construction Company 368. At this time, the intersection worth nearly 300 billion VND has been basically completed. According to the leader of Company 368, the intersection only needs to be completed by installing traffic safety signs.

The 107.28km-long North-South Expressway project through Ha Tinh is implemented in two phases, of which the Dien Chau - Bai Vot section of the 2017 - 2020 phase has been completed and put into use.

With the 3 sections of Bai Vot - Ham Nghi, Ham Nghi - Vung Ang and Vung Ang - Bung in the 2021 - 2025 period, Ha Tinh needs to reclaim 912 hectares of land of all kinds with nearly 9,500 affected households, excavate more than 1,000 graves, build 26 resettlement areas, 4 cemeteries, relocate many other works and technical infrastructure...

Up to now, the province has handed over 99.99% of the land; completed the construction of 26 resettlement areas, 4 cemeteries; approved the confirmation and granted the right to exploit 13 mineral mines for construction materials.

As expected, by April 26, the two expressway component projects through Ha Tinh, Bai Vot - Ham Nghi and Ham Nghi - Vung Ang, will open their main routes to serve people during the April 30 and May 1 holidays.
