Focus on creating sustainable livelihoods
In Cao Bang, the Lo Lo ethnic group has about 2,300 people, accounting for 52.3% of the total Lo Lo population in the country. They live in the communes of Hong Tri, Kim Cuc, Co Ba of Bao Lac district and Duc Hanh commune of Bao Lam district. These are the two most remote and disadvantaged districts of Cao Bang province.
With resources from ethnic programs and policies, in recent years, Cao Bang province has made efforts to implement projects and plans to develop the socio-economy and improve the lives of the Lo Lo ethnic group. In particular, the province has prioritized infrastructure investment and production development support to create sustainable livelihoods.
In addition to general policies for ethnic minorities, implementing the Project to support the socio-economic development of ethnic minorities with very few people in the period of 2016 - 2025 according to Decision 2086/QD-TTg, Cao Bang province was allocated 37,047 billion VND by the Central Government. From this capital source, the province has invested in 5 infrastructure projects (roads, community houses, teachers' houses, domestic water supply works) in hamlets with a large population of Lo Lo people, including: Ca Dong, Ca Pen A of Duc Hanh commune, Bao Lam district; Khau Chang, Khau Ca of Hong Tri commune and Khuoi Khon of Kim Cuc commune, Bao Lac district.
In addition, Cao Bang province has supported the Lo Lo ethnic minority areas with 1,030,411 anise, cinnamon, and cassia trees; 354 breeding cows; supported 169 households to build livestock pens; supported equipment for community houses, established and maintained art troupes, restored the production of musical instruments and ethnic costumes; researched and restored Lo Lo ethnic festivals and wedding ceremonies of the Lo Lo people in the province; and preserved the traditional cultural village of the Lo Lo ethnic minority in Khuoi Khon hamlet, Kim Cuc commune (Bao Lac).
According to Mr. Be Van Hung, Head of the Ethnic Minorities Committee of Cao Bang province, with these investment and support programs and projects, the lives of the Lo Lo ethnic people in the area have been improved both materially and spiritually; especially the guaranteed production conditions have contributed significantly to increasing income and reducing the poverty rate among the Lo Lo ethnic people in the province.
For example, Khuoi Khon hamlet, Kim Cuc commune (Bao Lac district), the whole hamlet has 62 households, with nearly 300 people, 100% of whom are Lo Lo ethnic people. Previously, 50% of households in the hamlet were poor or near-poor households. With practical investment and support policies and the efforts of the people, by the end of 2023, the hamlet will have only 10/62 poor households.
The goal of rapid and sustainable poverty reduction for the Lo Lo ethnic group has become more favorable since Cao Bang province implemented the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2030 period (National Target Program 1719) in the area. As one of the 14 ethnic groups with specific difficulties according to Decision No. 1227/QD-TTg, in addition to benefiting from the general policies implemented locally, the Lo Lo people also benefit from direct investment from Sub-Project 1 - Project 9 under National Target Program 1719.
Cultural preservation associated with tourism development
According to the Head of the Ethnic Minorities Committee of Cao Bang province, Mr. Be Van Hung, in the process of implementing Sub-project 1 of Project 9 under the National Target Program 1719 to invest in and support the Lo Lo ethnic people, Bao Lam and Bao Lac districts have focused on implementing the "dual" goal; that is, both ensuring the preservation of traditional cultural identity and aiming to create sustainable livelihoods.
For example, in Bao Lam district, the District Culture and Communication Center was assigned to implement Sub-project 1 of Project 9. According to Ms. Nguyen Thi Mai, Deputy Director of the Center, the unit has organized classes to teach traditional Lo Lo ethnic crafts such as: weaving, embroidery, and fabric weaving in Duc Hanh commune with the participation of 288 students; the class has the direct participation of 48 artisans to teach weaving, spinning, cutting, sewing, embroidering, and patching techniques on traditional costumes and weaving.
“In addition to opening vocational training classes, the unit coordinates with sectors and localities to organize propaganda in forms such as using loudspeakers to propagate on mobile cars; creating reports to preserve and develop the traditional cultural beauty and customs of the Lo Lo ethnic group; organizing art performances, dramatization...,” said Ms. Mai.
In particular, to exploit the potential and advantages in localities, promote the traditional cultural identity of ethnic minorities, and implement the National Target Program 1719, Cao Bang province has invested in and upgraded tourist attractions in areas where many Lo Lo ethnic people live. Community tourism spots have been and are breathing new life into the work of rapid and sustainable poverty reduction for ethnic communities with special difficulties in Cao Bang province.
Notable among them is Khuoi Khon hamlet, Kim Cuc commune (Bao Lac district). In 2020, the Project "Preserving the traditional culture of the Lo Lo ethnic group associated with developing the community tourism site of Khuoi Khon hamlet, Kim Cuc commune, Bao Lac district, Cao Bang province" was approved by the Ministry of Culture, Sports and Tourism, with a total investment of 5 billion VND.
From this source of capital, Bao Lac district has supported the renovation and repair of 5 traditional houses, a community cultural house and some other auxiliary works. People have also been trained and provided with knowledge and experience in sustainable development of community tourism, improving the service quality of homestays, thereby aiming to turn Khuoi Khon into a traditional cultural village associated with the development of community tourism.
In Bao Lam district, to support the community tourism site in Ca Dong hamlet, Duc Hanh commune, in 2023, the district allocated 500 million VND from the capital of the National Target Program 1719 to invest in an internal walking route in the hamlet. The invested route has been combined with a cruise tour on the hydroelectric reservoir, creating favorable conditions for tourists to stop and explore the masterpieces bestowed by nature.
In 2024, implementing Plan No. 1955/KH-UBND dated July 1, 2024 of Bao Lam District People's Committee on implementing breakthrough content on sustainable tourism and service development, Ca Dong hamlet continues to invest in Lo Lo ethnic traditional cultural house; Homestay; dining room and souvenir room displaying Lo Lo heritage and building infrastructure such as renovating the road to Bat cave, Duc Hanh commune, phase 2, steps and railings...
In addition, Bao Lam district continues to invest in building roads to check-in points and sightseeing areas in Ca Dong hamlet, Duc Hanh commune, phase 2; investing resources to build Bat Cave, Duc Hanh commune, phase 2 to build roads and railing stairs to Bat Cave.
According to Mr. Nong Van Luong, Vice Chairman of Bao Lam District People's Committee, along with infrastructure investment, the district is interested in supporting the construction and development of Lo Lo ethnic handicrafts such as brocade weaving, knitting... creating traditional products such as clothes, hats, scarves, betel bags, pillowcases, phone bags...
