Ba Ria City (Ba Ria - Vung Tau province) has just released a summary report on compensation and site clearance work for component 3 of the Bien Hoa - Vung Tau expressway, phase 1, section passing through this locality.
Mr. Tran Thanh Dung, Chairman of the People's Committee of Ba Ria City, said that in order to hand over the site for the Bien Hoa - Vung Tau Expressway Phase 1 component 3 project, Ba Ria City issued a decision to reclaim land from 151 households, individuals and organizations with an area of nearly 22 hectares and approved a compensation budget of 318 billion VND.
Currently, all cases in the city whose land has been recovered have demolished their houses, moved their structures, and handed over the land to the project. Of these, 149 cases have received compensation, while 1 household living far away has not yet arranged a time to receive it, and 1 case is waiting for approval of additional funding.

The Bien Hoa - Vung Tau Expressway Component 3 Project Phase 1 has 20 cases with 29 resettlement plots. Ba Ria City has arranged them in the resettlement area of Hoa Long commune and Long Tam ward, in accordance with the general policy that the new place has better conditions than the old place, so all cases have agreed to receive land.
In Phu My town, Mr. Nguyen Van Tham, Chairman of Phu My town People's Committee (Ba Ria - Vung Tau province) said that there are currently only 4 households that have not yet handed over the land. The remaining area of these four households is not much, it is expected that in April 2024, the land acquisition work will also be 100% completed. Phu My town has also carefully prepared for resettlement for people, ensuring that people who give up land for the project have a stable place to live and settle down.
Mr. Nguyen Van Trinh, Director of the Cai Mep - Thi Vai Port Area Traffic Project Management Board, said that the project includes a construction package (package 11 - construction and equipment) constructed by a consortium of contractors Son Hai Group Co., Ltd. - Hoa Binh 479 Joint Stock Company - 703 Investment and Construction Joint Stock Company. It is expected that component project 3 will be completed 3 months ahead of schedule.
Up to now, on the entire route (19.5 km long, with 11 bridges and 1 underpass), the consortium of 3 contractors is simultaneously deploying many construction projects. The consortium of contractors mobilized 350 pieces of equipment and 500 personnel to deploy 15 construction projects.

According to the Long Thanh District People's Committee, the Bien Hoa - Vung Tau Expressway runs through the area for about 28 km, with a total land area that needs to be recovered for the project of nearly 230 hectares. To date, the Long Thanh District People's Committee has approved compensation and support plans for 115 cases with an area of over 60 hectares. The locality has also handed over about 27 hectares to investors for construction.
For the section through Bien Hoa City (about 6 km), the Management Board of the project for compensation, site clearance and resettlement support of Dong Nai province said that Bien Hoa City has approved the compensation and support plan for 34 cases with an area of over 6 hectares and posted the compensation and support plan for 51 cases.
As of mid-March 2024, the total land area handed over to the investor for project construction is 10.5 hectares. The most difficult task in the site clearance work for the Bien Hoa - Vung Tau expressway project is to determine the origin of the land plots and the ownership of some land plots in Bien Hoa, and the boundary of the land acquisition map at some land plots in Long Thanh district has changed and needs to be adjusted.
Assessing the progress of the project's site clearance, Vice Chairman of Dong Nai Provincial People's Committee Vo Van Phi said that it was still very slow. Up to this point, the inventory work has not been completed. Therefore, the units must develop coordination regulations, specify them in implementation procedures, clearly defining the specific responsibilities of each individual. Avoid the situation of "slowness" in performing tasks that slows down the overall progress of the entire project.

According to the acting Chairman of Dong Nai Provincial People's Committee, Vo Tan Duc, the locality has committed to the Prime Minister to complete the site clearance for the Bien Hoa - Vung Tau expressway project before June 30, working urgently, regardless of Saturdays and Sundays.
Regarding the coordination problems between the Dong Nai Province Compensation and Resettlement Support Project Management Board and the Phuoc Tan Ward People's Committee, Mr. Duc directed the Department of Home Affairs to inspect public affairs to handle the staff. If the coordination is not good due to the ward, the Department of Home Affairs will immediately advise on the decision to transfer the Chairman of the Ward People's Committee to another place so that another staff can take his place.
The Bien Hoa - Vung Tau Expressway Project has a total length of 53.7 km (34.2 km through Dong Nai province, 19.5 km through Ba Ria - Vung Tau province), a designed speed of 100 km/h, and a scale of 4 - 6 lanes in phase 1. The completion and expansion phase has a scale of 6 - 8 lanes.
The total investment of the project is nearly 18,000 billion VND, including 3 component projects. Implementation time is from 2022, basically completed in 2025 and put into operation from 2026.
Of which, component project 1 is 16 km long, managed by Dong Nai Provincial People's Committee with a total investment of 6,012 billion VND. Component project 2 is more than 18 km long, managed by the Ministry of Transport with a total investment of 6,852 billion VND. Component project 3 is about 19.5 km long, managed by Ba Ria - Vung Tau Provincial People's Committee with a total investment of 4,964 billion VND.
