A cosmetic clinic in District 10, Ho Chi Minh City, has continuously changed its name, has been administratively fined, and now shows signs of violating again.

It is the Cosmetic Clinic of Rita Cosmetic Clinic Co., Ltd. This clinic has changed its name 3 times: Initially registered as Sunny Luxury Co., Ltd., then changed its name to Hanjin's Luxury Co., Ltd. on July 8, 2022, and most recently, on September 28, 2023, changed its name to Rita Cosmetic Clinic Co., Ltd.

On November 12, 2024, the Department of Health Inspectorate received information from Gia Dinh People's Hospital about a case of a patient hospitalized due to cellulitis of the abdominal wall and penis after performing liposuction at a cosmetic clinic.

At 5:30 p.m. the same day, the Department of Health Inspectorate determined the clinic's address at 314 Cao Thang, Ward 12, District 10, Ho Chi Minh City.

The Cosmetic Clinic of Rita Cosmetic Clinic Company Limited is led by Dr. HVT, who is responsible for technical expertise.

The clinic has been approved by the Department of Health to perform 37 technical categories related to cosmetic surgery of the Head - Face - Neck area.

At the time of inspection, the company representative said that the clinic was in the process of changing ownership at the City Department of Planning and Investment and was under repair, not accepting customers for cosmetic services.

However, through actual inspection, the Inspection Team discovered that in the operating room on the first floor there were reports of consumables, recording information that customer NT had performed abdominal "LP" service with a fee of 20,000,000 VND.

According to information from the patient and documents collected during the inspection, the company representative admitted to performing liposuction service for customer NT on November 9, 2024, directly performed by Dr. H. at the clinic address.

Through the initial verification process, the Health Department Inspector determined that the liposuction service at the clinic exceeded the approved scope of technical expertise.

In addition, practitioners do not register to practice medical examination and treatment; advertising medical examination and treatment services has not had its content approved by the competent authority.

The Department of Health Inspectorate will continue to investigate, clarify and strictly handle violations related to medical examination and treatment activities at the Cosmetic Clinic of Rita Cosmetic Clinic Company Limited and related individuals, and at the same time publicly announce the results of the sanctions on the Department of Health's electronic information portal.

Previously, on September 29, 2023, the Department of Health Inspectorate issued Decision No. 332/QD-XPHC, imposing administrative sanctions on the Cosmetic Clinic under Hanjin's Luxury Company Limited at 314 Cao Thang, District 10, for the acts of not posting prices for medical examination and treatment services; making medical examination and treatment records but not recording them fully as prescribed by law.

After the above incidents, the Department of Health recommends that people should be cautious when choosing liposuction services and other cosmetic techniques, and should choose reputable general and specialized hospitals or clinics licensed to operate by the Ministry of Health/Department of Health.

Before doing so, people need to consult and get advice from a doctor. Information about medical facilities and practitioners can be looked up on the application https://thongtin.medinet.org.vn or on the Department of Health's digital transformation system at https://tracuu.khambenh.gov.vn.

The Department of Health also reminds people to carefully check the information of the practitioner who will perform the service for them. If they detect signs of lack of transparency or suspicion about the clinic, people can contact the hotline at 0989.401.155 or use the "Online Health" application to promptly report and help the Department of Health inspectors grasp, prevent, and strictly handle according to the provisions of the law.

In Vietnam, in the face of medical violations and incidents related to cosmetic surgery, the Ho Chi Minh City Health Department has clearly identified 5 groups of solutions.

First of all, tighten compliance with regulations in cosmetic practice, both in terms of cosmetic practice licenses and assessment to allow a medical facility to provide cosmetic services;

Strengthen communication activities, continue to publicly and transparently disclose information about cosmetic establishments that violate the law to raise people's awareness when they need to use cosmetic services;

Standardize professional guidelines and technical procedures of cosmetic specialties. While waiting for the Ministry of Health to continue issuing technical procedure guidelines, the Department of Health will mobilize relevant leading experts to unify and compile guidelines, disseminate, train, monitor, and inspect compliance of all cosmetic clinics in the area;

Recommend the Ministry of Health to supplement legal regulations to strictly control products used in the field of aesthetics (including drugs, supplies, and medical equipment);

Create digital data in the management work in the field of aesthetics, deploy electronic medical records at all specialized aesthetic hospitals, general hospitals with cosmetic surgery or internal aesthetic departments and specialized aesthetic clinics, create a database in the management of aesthetic practice in the City.

Particularly for "underground cosmetic services", the Department of Health Inspectorate clearly identified groups of solutions that need to be focused on implementing, such as encouraging people to monitor and report to state management agencies when discovering individuals and organizations providing unlicensed cosmetic services, "disguised" activities to prevent and handle according to regulations through the "Online Medical" software or through the hotline numbers of the Department of Health (0967.771.010) and the Department of Health Inspectorate (0989.401.155).

Quickly report when receiving suspected cases of complications related to cosmetic surgery: request that hospitals of ministries, branches, hospitals under the Department of Health, and the 115 Emergency Center proactively contact the Special Task Force of the Department of Health (through the Department Inspectorate) to promptly activate the rapid response process.

Coordinate with the Department of Labor, War Invalids and Social Affairs in the assessment and supervision of training and vocational training management activities, according to the Coordination Regulations signed by the two Departments.

Continue to strengthen coordination with departments, branches and localities in state management of establishments operating in the field of unlicensed aesthetics, thereby creating an effective "network" to promptly and thoroughly handle violations of this field.

Handling key and important cases: for cases of repeated intentional violations, the Department of Health will transfer the case to the Ho Chi Minh City Police for handling according to authority.

At the same time, continue to promote the effectiveness of the Special Task Force of the Department of Health in proactively detecting and strictly handling illegal advertisements in the field of aesthetics.
