Quang Tri airport construction is urgent, ensuring progress

The Quang Tri Airport construction investment project was approved by the Prime Minister in principle for investment and construction under the public-private partnership (PPP) method to meet the increasing demand for air transport, contributing to promoting economic and social development; at the same time ensuring high mobility in defense as well as in rescue work; ensuring national defense and security of the Central region in general and Quang Tri province in particular; in line with the planning and orientation of transport development.

The project is implemented in Gio Quang, Gio Hai and Gio Mai communes, Gio Linh district. This is a key location in the Central region, connecting National Highway 1 - Ho Chi Minh Road and North-South traffic with the East-West Economic Corridor via National Highway 9 and Lao Bao International Border Gate, an important gateway to attract passengers from countries in the Mekong Sub-region to Central Vietnam.

The project covers an area of ​​over 265 hectares, with a total investment of 5,833.9 billion VND in 2 phases; it is invested and built to meet the standards of a level 4C airport (according to the standard code of the International Civil Aviation Organization - ICAO), capable of developing and exploiting Code E aircraft, allowing the exploitation of irregular international flights according to the plan, meeting the exploitation needs of up to 5 million passengers/year and 25,500 tons of cargo/year.

As of the end of February 2025, the progress of site clearance for phase 1 of the project was 239.64ha/265.372ha. Gio Linh District People's Committee regularly coordinates closely with investors to promptly complete site clearance for the remaining area, especially the core area; review and complete the temporary resettlement plan and accelerate the construction of resettlement areas so that people can feel secure, agree, and actively coordinate with local authorities in the process of handing over the site for project implementation. At the same time, directly instruct agencies and units to commit to continue to accompany and support investors in the project implementation process, promptly resolve problems arising in practice.

Immediately after the project groundbreaking ceremony in July 2024, the leaders of Quang Tri province regularly inspected and supervised the progress, promptly removed obstacles to ensure that the key project was implemented quickly and effectively. Departments, branches and sectors increased their forces, assigned leaders of units directly in charge of the project, sent staff to monitor the project progress, reviewed the overall, detailed and implementation plan of each project item and bid package; organized regular meetings with related units to promptly grasp the actual situation, have plans to direct the organization of construction, and disburse according to the assigned capital plan...

Thanks to that, after just over 1 month from the commencement date, the project has completed the clearance of bombs, mines, and explosives at the construction site of the parking lot, the operator's house, the workers' housing area, the cement concrete mixing station, and the service road with a total area of ​​about 62 hectares out of the total 140.56 hectares of land allocated. For the main construction items, including the service road No. 6 with a length of more than 2.4 km, about 1 km has been completed; the internal service roads No. T02, T03, T04, T05 have completed the organic excavation, weathering, and road shaping work; at the same time, the site clearance (GPMB) area of ​​148.1 ha/265.3 ha has been counted and completed (GPMB) (core area: 74.3 ha/136 ha).

Along with the drastic participation of all levels, sectors, investors and construction units also focused on mobilizing human and material resources to ensure the progress of bidding packages, determined to work with the locality to achieve the goal of putting Quang Tri Airport into operation in July 2026.

According to the report of the Provincial Construction Investment Project Management Board, as of March 12, 2025, the total completed land clearance area of ​​the project is 239.64 hectares, including the cleared land of the following items: runway, taxiway, passenger terminal, air traffic control tower, DVOR/DME station and other technical infrastructure works. The remaining land clearance area being implemented is 25.9 hectares, the land clearance volume is mainly for resettlement works, housing, relocation of mausoleums, graves, and schools.

Regarding construction progress, the public service routes No. 2, 3, 4, 5, 8 have completed the crushed stone pavement connecting to the cement concrete mixing station, auxiliary area and parking lot. For the aircraft parking area, excavation of weathered soil, filling of K95 sand, filling of K98 sand, construction of various types of crushed stone... have been carried out and this item has been completed since January 30, 2025 with an area of ​​30,600 ^m2 ; currently continuing to complete the material curb and drainage system items. In addition, the units have completed construction items serving the construction including: Executive Board House, workers' housing, material gathering and processing area, cement concrete mixing station, transformer station...

Recently, the Provincial People's Committee approved the adjustment of the Feasibility Study Report of the Land Acquisition and Site Clearance Project of Quang Tri Airport Project (Phase 1) in Decision No. 3072/QD-UBND dated December 17, 2024; Gio Linh District People's Committee has also completed the approval of the project adjustment, and is appraising the construction drawing design and estimate. After completing the approval, it will proceed with the steps of selecting a construction unit to implement the construction of these items.

For the two schools in Gio Hai commune, the Provincial People's Committee has approved the Feasibility Study Report in Decision No. 2714/QD-UBND dated November 13, 2024 and Decision No. 2710/QD-UBND dated November 13, 2024. In addition, Gio Linh District People's Committee is directing consulting units to prepare technical design documents and cost estimates. After completion, it will be submitted for appraisal and approval and the next steps will be implemented.

Deputy Director of Quang Tri Province's Construction Investment Project Management Board Le Vinh Phu said: "Currently, the Provincial People's Committee, relevant departments and branches and the Provincial Construction Investment Project Management Board are continuing to actively coordinate and support project enterprises to work with central ministries and branches to soon complete the technical design appraisal of project items.

After the Department of Construction Investment and Management, Ministry of Construction completes the appraisal and issues a notice of appraisal of the technical design of the project items, the investor and project enterprise will approve the technical design and construction drawing design of the remaining items of the project to implement construction. For the remaining 25.9 hectares of land acquisition area, Gio Linh District People's Committee is also actively mobilizing people to accept the compensation and support price and agree to the temporary resettlement plan to facilitate the land acquisition work, promptly hand over the land to the investor and the construction unit to implement the project to ensure the schedule and requirements set out.

The Quang Tri Airport construction investment project is being implemented on schedule, demonstrating Quang Tri province's determination to develop transport infrastructure, creating premises and favorable conditions to promote local socio-economic development.
