Inappropriate behavior

The incident of Le Viet Hung participating in traffic but the car did not have an inspection sticker, and was stopped by the Traffic Police for inspection occurred on the Lang Son - Bac Giang expressway, at around 3:00 p.m. on April 7, 2025.

According to a video longer than 6 minutes recorded by Le Viet Hung himself and distributed on social media platforms, when the Traffic Police force conducted an administrative inspection, Le Viet Hung expressed an uncooperative attitude, challenging the authorities and the law.

Specifically, after stopping the car and pointing out that the car driven by Le Viet Hung did not have an inspection sticker, the authorities asked Hung to present documents as required by law, including: Vehicle registration, inspection, compulsory civil liability insurance and driver's license.

It is necessary to verify and strictly handle the arrogance and deviation of Le Viet Hung.

The video was recorded and shared by Mr. Le Viet Hung himself, in the context of not being able to present vehicle documents when the Traffic Police requested to check, along with a status line that deviated from the law. Screenshot.

However, instead of cooperating with the authorities, Le Viet Hung did not present the required documents and even challenged the law enforcement officers.

Le Viet Hung: Why do I check vehicle documents?

Traffic police: Our car is not inspected, please pull over to the side of the road.

Police Team Officer: “ Hello! Where is your car for inspection?”

“What about inspection? Is there any problem?”, Le Viet Hung replied.

The traffic police officer calmly explained, "Your vehicle must be inspected before it can be used on the road." He then approached the car driven by Le Viet Hung and pointed out that there was no inspection sticker on the front windshield.

At this time, Le Viet Hung responded in a challenging tone: “That is my business. Why? That is my business. Why? Now you check what you want to check.”

....Then, Le Viet Hung turned to the other officer and continued loudly: What documents do you want to check now? What do you want to check, I will let you check.

When the Traffic Police asked to check the vehicle registration, inspection, compulsory civil liability insurance and driver's license, Le Viet Hung raised his voice in defiance:

“No! I said no. I didn’t bring it. I left it at home. My car doesn’t have any papers. Deal with it. You suddenly saw me and threatened me to come down here. You want to check what papers, I didn’t bring them. I don’t have any papers. How? How? Nonsense…”, Le Viet Hung raised his voice , although throughout the video recorded and distributed by Hung himself, the traffic police officers spoke very slowly and calmly explained.

Notably, near the end of the video, Le Viet Hung also asked the traffic police officer who stopped Hung's vehicle to apologize: "If you don't apologize, I'll stay here and play with you today."

Distributing denunciations online, making comments defaming traffic police

Speaking to reporters from the Industry and Trade Newspaper, a traffic police officer said that because Le Viet Hung did not comply with the request to present relevant documents, the system was verified and determined that the vehicle's registration was still valid.

At the same time, when stopping the vehicle for inspection during the Hung Kings' Commemoration Day holiday, the traffic volume was very high and needed to be controlled, so after checking the alcohol concentration, the authorities reminded and allowed Le Viet Hung to continue driving.

However, Le Viet Hung later posted the video on social media, along with many comments with false information. When social media users gave him feedback, Le Viet Hung, instead of accepting and adjusting, continued to insult and defame the Traffic Police force.

Specifically, when social media users commented on his unprofessional and unkind behavior when working with the authorities, Le Viet Hung insulted the prestige and honor of the authorities, saying: "Why should we be kind (misspelled - PV) to dogs?" "Do you see anyone respecting dogs?"

Not stopping there, Le Viet Hung also spread a petition denouncing the Working Group on social networks, with many unverified information. The most obvious of which is that Le Viet Hung requested the Traffic Police Department, Ministry of Public Security to clarify the matter: "The Working Group did not handle administrative violations, draw up administrative violation records for reported violations, did not temporarily detain vehicles for the acts of driving vehicles without registration, and did not present documents as prescribed by law".

As reported above, after verifying the system, the Traffic Police determined that the vehicle was still registered, and it was a holiday, so the authorities reminded and allowed Le Viet Hung to continue driving.

Therefore, the information Le Viet Hung spread on social networks is completely untrue, leading to bad public opinion, misunderstanding of the nature of the incident, seriously affecting the image of the Traffic Police force in particular and the People's Public Security force in general.

This is evidenced by hundreds and thousands of conflicting comments from social media users, insulting the reputation and honor of law enforcement officers in the Le Viet Hung case and the Traffic Police force.

Need to handle seriously to set an example

Speaking to reporters of Cong Thuong Newspaper, Lawyer Diep Nang Binh, Head of Tinh Thong Luat Law Office, said that according to Point a, Clause 1, Article 101 of Decree 15/2020 of the Government, the act of providing and sharing false information that negatively affects organizations and individuals can be fined from 10 to 20 million VND. In serious cases, violators can be prosecuted under Article 331 of the Penal Code for the crime of "abusing democratic freedoms to infringe upon the interests of the State, organizations and individuals".

“It is necessary to affirm that the act of disseminating unverified videos, accompanied by statements that tend to make accusations, showing signs of distorting viewers' perceptions, needs to be carefully evaluated from a legal perspective to avoid creating a bad precedent,” analyzed Lawyer Diep Nang Binh.

According to Lawyer Diep Nang Binh, if not handled promptly, similar situations may recur: Traffic violators and administrative violators film clips and then label themselves as “supervisors”, thereby changing public opinion and putting unnecessary pressure on those performing their duties.

Lawyer Diep Nang Binh added that the Vietnamese Constitution and laws recognize citizens' right to supervision. However, this right must be accompanied by the obligation to be honest, objective, comply with legal regulations and not harm the honor and reputation of other organizations and individuals.

The 2018 Law on Denunciation, Clause 12, Article 8 clearly stipulates prohibited acts: “Taking advantage of the right to denounce to conduct propaganda against the State, infringe upon the interests of the State; disrupting public security and order; distorting, slandering, and insulting the honor, dignity, and reputation of others.”

“The publication of a clip with unverified information, while the individual who disseminated it is a person showing signs of administrative violations and not complying with requests from law enforcement agencies, not only causes misunderstandings in public opinion but also potentially has a negative impact on public service activities and the image of the authorities,” said Lawyer Diep Nang Binh.

Le Viet Hung’s actions cannot be called “public supervision”, but rather an abuse of civil rights that negatively affects the traffic police force. Deliberately not presenting documents, making insulting statements about the traffic police, then posting edited clips to slander the law enforcement force – these are deviant behaviors that cause bad consequences for society, and need to be severely punished as a deterrent.
