The Can Tho City Construction Investment Project Management Board is actively coordinating with localities to carry out site clearance and investment procedures to ensure conditions for the commencement of the Chau Doc - Can Tho - Soc Trang Expressway Phase 1 (section through Can Tho City) in June 2023. The Board is also preparing to launch an architectural competition for the City People's Committee headquarters (Can Tho City Administrative Area) to implement this project in the near future.

Ensure construction of the expressway section begins in June 2023

The Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project Phase 1 is approximately 188km long and passes through 4 provinces and cities: An Giang, Can Tho, Hau Giang and Soc Trang. The Central Government has assigned the localities to be the investors and implement the construction, with 4 component projects; of which, Component Project 2 - the section passing through Can Tho City is invested by the Can Tho City Construction Investment Project Management Board.

The Component 2 project, section 2, through Can Tho City, is approximately 37.42km long (the starting point is in Thanh Quoi Commune, Vinh Thanh District and the end point is in Truong Xuan B Commune, Thoi Lai District), with a total investment of VND 9,725 billion from the central and local budgets, and implementation period is 2022-2027. This is a grade I traffic project, phase 1 of construction investment includes 4 lanes, with a road surface width of 17m, design speed of 100km/h (operational speed of 80km/h).

Mr. Phan Minh Tri, Deputy Director of the Can Tho City Construction Investment Project Management Board, said: For component project 2, the Board has submitted the technical design of the project to the Ministry of Transport for appraisal and as a basis for approval. After the technical design is approved, the Board will select a contractor and sign a construction contract. In addition, to ensure the project starts in June 2023, the Board is actively coordinating with localities in site clearance. The City People's Committee has just approved the compensation land price in 3 districts where the project passes through. The Board is waiting for the districts to set the price and approve the compensation and support funds to proceed with payment to the people. Strive to reach 70% of the site by June 30, 2023, and complete the project site clearance before December 2023...

Can Tho City People's Committee has also approved specific land prices to calculate compensation when the State reclaims land for the Chau Doc - Can Tho - Soc Trang Expressway Project, Phase 1 (section through Can Tho City), in the districts of Co Do, Thoi Lai, Vinh Thanh. Specifically, the City People's Committee approved the prices of residential land, agricultural land and non-agricultural land to calculate compensation at specific locations in Co Do district (including Thanh Phu, Dong Thang, Dong Hiep communes, Co Do town). In Thanh Phu commune, the adjacent land plot or different plot but adjacent and with the same owner as the land plot adjacent to the rural traffic road along Bon Tong canal (section 0-50m) is 1.85 million VND/m2 for residential land, 676,000-700,000 VND/m2 for agricultural land (land for growing annual and perennial crops)...; Land plot adjacent to provincial road 919 (section 0-50m) residential land 4.24 million VND/m2, agricultural land 2.624-2.65 million VND/m2...; Land plot adjacent to provincial road 921 (section 0-50m) residential land 4 million VND/m2, agricultural land 2.474-2.5 million VND/m2... Residential land, agricultural land and non-agricultural land prices in Thoi Lai district (including Dong Thuan, Truong Xuan, Truong Xuan B communes); land prices in Dong Thuan commune, adjacent land plots or different plots but adjacent and with the same owner as land plots adjacent to rural traffic routes along Dong Phap and Ngan Nhat canals (section 0-50m) residential land 1.5 million VND/m2, agricultural land 646,000-670,000 VND/m2...; adjacent to Thoi Lai - Dong Binh road on the left (section 0-50m), residential land 2.8 million VND/m2, agricultural land 1.374-1.4 million VND/m2...

According to the Management Board of Can Tho City Construction Investment Project, Component 2 Project is expected to have about 1,008 affected cases (including 266 cases in Vinh Thanh, 384 cases in Co Do, 358 cases in Thoi Lai), with a total affected measured area of ​​252.78 hectares. To date, the inventory of 1,008 cases has been completed; compensation, support, and resettlement plans for 938 cases have been approved...

Architectural competition for the City People's Committee headquarters

At the end of April 2023, the People's Committee of Can Tho City approved the Project to adjust the detailed construction planning at a scale of 1/500 of Tay Do Cultural Center, Can Tho City (in Decision No. 1074/QD-UBND). The adjusted detailed construction planning at a scale of 1/500 of Tay Do Cultural Center has an area of ​​about 69.37 hectares, located in Hung Phu ward, Cai Rang district; the North and West border Can Tho River, the East border Quang Trung Street, the South border Vo Nguyen Giap Street (from Can Tho River to IC3 intersection).

The nature of the planning area is the concentrated administrative area of ​​Can Tho City and the Tay Do Cultural Center; including: the city-level office system; headquarters of political and social organizations, public service units in the city, cultural works, service - commercial works associated with the activities of the administrative - cultural area, urban public spaces, urban public transport hubs.

The administrative area concentrates on arranging about 21 working offices of the city's departments, branches and sectors; ensuring continuity, coordination in implementation according to functions and tasks; connecting infrastructure, suitable for public asset management solutions of each agency and unit according to current legal regulations... The Tay Do Cultural Center area is mainly concentrated in the area along the Can Tho River and the IC3 intersection area, promoting the landscape advantage from the Can Tho River to maximize the cultural characteristics of the river area, creating a buffer space connecting the city's administrative area and the commercial service exploitation area, arranging the construction blocks to create highlights but not obscuring the view towards the Can Tho River for the areas inside the land. Urban commercial - service area: arranged along the land adjacent to Quang Trung Street and Vo Nguyen Giap Street to support the Tay Do Cultural Center area.

Project to adjust detailed construction planning at scale 1/500 of Tay Do Cultural Center.

The City People's Committee also assigned the Department of Construction to manage the detailed construction planning adjustment project at a scale of 1/500 for the Tay Do Cultural Center. The Director of the Can Tho City Construction Investment Project Management Board deployed the investment project on the basis of the approved detailed construction planning adjustment project at a scale of 1/500 for the Tay Do Cultural Center. On May 10, the Cai Rang District People's Committee coordinated with the Can Tho City Department of Construction to organize a conference to announce the detailed construction planning adjustment project at a scale of 1/500 for the Tay Do Cultural Center to relevant agencies, organizations and individuals for information and implementation.

According to Mr. Phan Minh Tri, Deputy Director of the Can Tho City Construction Investment Project Management Board, on the basis of the detailed construction planning adjustment project at a scale of 1/500 of the Tay Do Cultural Center approved by the City People's Committee, the Board is completing the investment policy dossier for the technical infrastructure project of the administrative area, expected to be submitted soon. Including the following items: permanent house; gate, fence; leveling; internal road and yard; landscape lake; power supply system; overall lighting system; overall water supply and drainage system; wastewater treatment system; fire prevention and fighting system... Implementation time: 2023-2025. In addition, the Board is preparing to launch an architectural competition for the City People's Committee headquarters; to ensure architectural consistency between the City People's Committee headquarters, the working block of specialized agencies, city departments in particular, as well as the entire administrative area in general. The Board strives to complete the selection process in 2023, approve the project in 2024 and possibly start construction in 2025.
