At the discussion session on the results of monitoring the settlement of voters' petitions sent to the 4th session of the 15th National Assembly, a number of National Assembly deputies expressed their opinions related to the Law on Health Insurance.

National Assembly Deputy Tran Thi Thanh Lam (National Assembly Delegation of Ben Tre Province) expressed her opinion that the Ministry of Health is currently finalizing the draft Law on Health Insurance (amended). According to the delegate, the development of the draft Law on Health Insurance (amended) is the opinion of the majority of voters in many localities. On the other hand, it is necessary to amend the Law on Health Insurance to be consistent with the provisions of the Law on Medical Examination and Treatment. From there, the shortcomings such as scope, benefits, and levels of health insurance will be quickly overcome.

According to delegate Lam, the revised Law on Health Insurance needs to focus on a number of contents, such as: Completing the law regulating prices for medical examination and treatment services; quality of medical examination and treatment using health insurance cards; regulations on examination tables; quotas and adjusting the number of hospital beds to suit the actual needs of medical examination and treatment of the people; there needs to be a policy to reduce interest rates on student loans...

National Assembly Deputy Mai Van Hai (Thanh Hoa Province National Assembly Delegation) said that many voters made recommendations regarding the implementation of Prime Minister's Decision 861 on approving communes in areas 3, 2, and 1 in ethnic minority and mountainous areas. In particular, after the implementation of this decision, health insurance (BHYT) and lunch support policies will also greatly affect students' learning.

Faced with the above reality, delegate Mai Van Hai suggested that after voters' recommendations are considered and classified as under the authority and responsibility of ministries and branches, they need to be examined and considered to have specific plans to resolve voters' recommendations; limiting general explanations and responses.

Also making recommendations related to this issue, National Assembly Delegate Dinh Ngoc Quy (National Assembly Delegation of Gia Lai Province) gave an example, for example, Decision 861 affects not only the people but also the Government's Report shows that in 2022, health insurance cards alone must go through mobilization channels and sponsors to help people with about 2.8 million cards. This greatly affects the completion of not only the rate target but also the sustainability of health insurance.

Also related to voters' opinions on health insurance, National Assembly Delegate Tran Thi Thanh Huong (National Assembly Delegation of An Giang Province) mentioned that students' participation in health insurance at school is higher than that of households, in cases where households have many people.

While waiting for the law to be adjusted, with the viewpoint that whatever is beneficial to the people must be done with all our might, voters of An Giang province request that the Government and the National Assembly pay attention immediately in this 5th session to have specific instructions to remove shortcomings related to this issue.

According to delegate Tran Thi Thanh Huong, the resolution of the session should first include the policy that people have the right to choose where to participate in health insurance at school or at home, and that students are not required to participate in health insurance at school to reduce the burden on households in the upcoming 2023-2024 school year.
