In Dong Ha city, there are currently 3 industrial clusters (ICs), but none of them has invested in building a wastewater treatment system as well as automatic and continuous wastewater monitoring. This reality causes many consequences and needs to be addressed by all levels and sectors soon.

Information from Dong Ha City People's Committee said that Dong Le Industrial Park has been operating since 2010, with a planned area of ​​10 hectares, currently has 19 investment projects in production and business, with a 100% occupancy rate; Ward 4 Industrial Park has been operating since 2015, with an area of ​​1.85 hectares, with 7 production projects, with a 100% occupancy rate; 9D Industrial Park has been invested in construction since 2010, with a planned area of ​​33.4 hectares, a production area of ​​21.26 hectares, and has so far invested in phase 1 infrastructure on an area of ​​9.7 hectares. Currently, only 3 enterprises are carrying out procedures to invest in production facilities.

These 3 industrial parks do not have a wastewater treatment system or automatic, continuous wastewater monitoring system and are currently managed and operated by the Center for Industrial Cluster Development, Industrial Promotion and Public Services of Dong Ha City.

The current situation at the Dong Le and Ward 4 Industrial Parks shows that wastewater generated from the operations of enterprises is discharged directly into the environment without being treated, creating the risk of environmental pollution, affecting the livelihoods and daily life of people; at the 9D Industrial Park, the lack of a wastewater collection, treatment, and automatic wastewater monitoring system is one of the main reasons discouraging businesses with ideas to invest in developing production and business here...

In contact with reporters, many business owners in Dong Le Industrial Park, Ward 4 said that investing in a wastewater collection and treatment system requires large investment and operating costs while production enterprises are mainly small-scale, so it is very difficult for businesses to invest their own capital.

“We hope the government will soon invest in a wastewater collection and treatment system here to not only ensure the synchronization of infrastructure and avoid environmental pollution, but also create favorable conditions for us to expand production and business activities,” a business owner in Dong Le Industrial Park suggested.

Talking to reporters about this issue, Director of the Center for Industrial Cluster Development, Industrial Promotion and Public Services of Dong Ha City Phan Xuan Hung said: The 3 industrial parks do not have a wastewater treatment system as well as automatic and continuous wastewater monitoring, so accepting investment projects here, especially CCN 9D, is not in accordance with the provisions of Decree No. 08/2022/ND-CP of the Government detailing a number of articles of the Law on Environmental Protection.

“In order to gradually improve the infrastructure of industrial parks in the area, the unit has advised the City People's Committee to report the current status and propose the Provincial People's Committee and the Department of Industry and Trade to study and submit to the Provincial People's Council for consideration and adjustment of Resolution No. 39/2020/NQ-HDND of the Provincial People's Council on promulgating the Program to support investment in technical infrastructure of industrial parks in the province for the period 2021 - 2025.

Specifically, it is proposed to increase the level of support for investment in industrial parks, and at the same time add content to support the construction of wastewater treatment systems and automatic monitoring stations at industrial parks to ensure compliance with the provisions of the Law on Environmental Protection 2020," Mr. Phan Xuan Hung added.

The Law on Environmental Protection 2020 (effective from January 1, 2022) stipulates that all industrial parks must invest in a centralized wastewater treatment system. If any industrial park does not have a centralized wastewater treatment system, it must invest in accordance with regulations within 24 months.

Thus, in Dong Ha city, although the deadline has passed according to regulations, all 3 industrial parks in the area have not yet invested in centralized wastewater treatment systems. This reality makes attracting businesses to invest in expanding production and investing in new projects in these 3 industrial parks very difficult and impossible.

Promoting investment in technical infrastructure of industrial parks to create favorable conditions to attract investment in industrial development to solve employment for workers, shift economic structure, and create the main driving force to increase local budget revenue sustainably is the consistent policy of Quang Tri province in general and Dong Ha city in particular. To implement, many mechanisms and policies have been issued. However, in reality, the implementation still faces many barriers and difficulties because investment resources from the state budget, enterprises and socialization have not kept up with the requirements.

In order for industrial parks in Dong Ha city to complete technical infrastructure, attract more and more enterprises to invest in production and business, ensure environmental protection requirements and sustainable development, all levels and sectors need to prioritize investment resources from the budget.

At the same time, there are practical mechanisms and policies to attract and encourage economic sectors to invest in building wastewater treatment systems, automatic monitoring stations and other essential infrastructure at Dong Le Industrial Zones, Ward 4 and 9D. Only then will the industrial sector of the provincial capital's central urban area have a new development step, creating momentum for Dong Ha to develop rapidly and sustainably.
