Today (November 10), the draft Law on the Capital (amended) was officially submitted to the National Assembly. On the sidelines of the National Assembly, National Assembly deputies shared their expectations for the amendment of this draft Law.
Talking to Nguoi Dua Tin , delegate Tran Van Lam (Bac Giang delegation) emphasized that the capital Hanoi is the heart of the whole country, so people all want to build and develop the capital worthy of its position and role.
“The development of the capital is always a source of pride for localities across the country. If the capital of Vietnam can stand shoulder to shoulder with the capitals of other countries, then Vietnam can stand shoulder to shoulder with other countries,” said Mr. Lam.
Therefore, Mr. Lam believes that contributing ideas to complete the draft Law on the Capital (amended) is to contribute to the overall development of the Capital, thereby creating a spreading force and driving force for the development of the whole region and the country.
Mr. Lam said that amending the Capital Law is an opportunity to fundamentally and comprehensively evaluate the process of implementing the Law over the past 10 years; clearly point out the limitations and weaknesses. From there, propose solutions to overcome them fully, comprehensively, effectively and feasiblely.

“I would like to emphasize that the capital is unique to the whole country and Hanoi cannot be like any other locality. If there is a slight similarity, it can be compared to Ho Chi Minh City. However, Ho Chi Minh City cannot be completely identical to the capital. Therefore, the completion of the Law on the Capital (amended) must propose specific policies, suitable to the position and role of the national political and administrative center, a major center of culture, science, education, economy and international transactions, creating a legal corridor for the capital to develop quickly and effectively,” Mr. Lam added.
Mr. Lam expects the development of the Capital to create a driving force that will spread to the region and the whole country. To do so, according to the delegate, the amendment of the Capital Law must be considered in the overall organic relationship with localities in the region, the region and the whole country.
“This requirement can be resolved through the planning contents set out in the draft Law. The planning of the Capital must create interconnectivity so that the Capital can share with localities many development resources and receive in return the sharing and contributions. For example, relocating some polluting factories, enterprises, large hospitals, universities... to surrounding areas to reduce the load on the Capital,” Mr. Lam suggested.
"Expectations for a leading Capital"
National Assembly Deputy Tran Hoang Ngan (Ho Chi Minh City delegation) said that submitting the draft Law on the Capital (amended) to the National Assembly for consideration at the 6th Session of the 15th National Assembly is very important because Hanoi and Ho Chi Minh City are two special national cities, these two cities are deciding 45% of the total budget revenue of the whole country.
“More importantly, the capital Hanoi and Ho Chi Minh City are the face of the country, the gateway for international exchange and integration, especially the capital Hanoi. Therefore, we need the most favorable institutions and the strongest decentralization for the capital Hanoi. The people of the whole country always trust and expect Hanoi to be a leading capital,” said delegate Tran Hoang Ngan.
From the difficulties, obstacles and shortcomings arising in the implementation of the Capital Law in recent times, Mr. Ngan proposed to continue decentralization and stronger decentralization for the Capital Hanoi.
In addition, through the implementation of Resolution No. 98 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, Mr. Ngan said that there are many contents that a special urban area needs to apply.
“These contents have been updated in the draft Law on the Capital (amended) such as urban development in the direction of public transport (TOD), decentralization in planning adjustment, organizational apparatus... Therefore, I am confident that the draft Law presented at the Session will be supported and approved by the delegates,” the delegate expressed.

Delegate Pham Van Hoa (Dong Thap delegation) pointed out that there is only one capital city, Hanoi. Among 63 provinces and cities in the country, only Hanoi has the Capital Law. The Capital Law promulgated in 2012 created a breakthrough for Hanoi to move forward to a new step. However, after 10 years of implementation, the implementation of the 2012 Capital Law has revealed many difficulties and limitations, requiring early amendments to suit reality and meet development requirements.
Expressing his approval of the regulations on the mechanism for attracting, promoting talents, and developing high-quality human resources of the Capital stated in the draft Law, Mr. Hoa emphasized that attracting and "retaining" talents should be aimed not only at people in the country but also at people abroad, not only those from Hanoi but also from all provinces, cities and overseas Vietnamese who want to come to Hanoi to live and work.
Therefore, there needs to be relatively specific mechanisms and policies for all subjects, so that everyone coming to Hanoi can feel a humane urban government with a spirit of openness.
“I believe that the city will have clear and specific treatment policies that are suitable for its reality and budget. The most important and core thing is that these policies must have outstanding treatment, much better than other places so that talented people can develop their capacity and contribute to the development of the capital,” said Mr. Hoa .
