There is a civilized and elegant Hanoi

Program No. 06/CTr-TU of the Hanoi Party Committee on “Cultural development, improving the quality of human resources, building elegant and civilized Hanoians in the period of 2021-2025” identifies cultural development as an important and regular task of the entire political system. How does the professor assess the current issue of cultural development and people in Hanoi?

As the capital of the country, the issue of cultural development and building elegant and civilized Hanoians has been and is being considered important by the Party Committee and people of Hanoi, as one of the key tasks in the process of innovation of the capital and the country.

It can be said that the elegance of Hanoians is the foundation for integration, harmony and diversification among ethnic groups in the community and in the world today. It is also from this factor that Hanoians can integrate deeply but not dissolve. Because it is the unique and distinct cultural identity of Hanoians that has existed for a long time.

Society has changed a lot, the young generation is more and more confident in their words and actions. They can no longer keep their calm and composed. Perhaps, they are partly influenced by modern life, by technology, and partly by family education.

Although that is not all, it is a part of today's youth. Therefore, the development of culture, people in general, Hanoi in particular is extremely important in today's era.

What do you think about the civilization and elegance of Hanoi people?

Hanoians choose for themselves a simple, modest lifestyle; unhurried and slow in communication and behavior. It is not an exaggeration to say that Hanoians behave in a civilized, elegant manner, and have a civilized, polite lifestyle. They show elegance in their speech.

With long-standing families in Hanoi with many generations living together, they have a fairly typical lifestyle from family activities, behavior between members, to educating children. Hanoians live sincerely. In my opinion, that is a good virtue that young people today should learn. In particular, Hanoians have a high sense of responsibility, are reasonable, and do not have the habit of being jealous of others. Perhaps, that is the factor that makes Hanoians elegant.

Modern society has changed so much, family cultural traditions are no longer the same as before. Family members have independent lives. They respect each other's privacy, not bound by feudal etiquette. Although they do not live together in the same house, it can be said that Hanoians still value family and in my opinion, that is a beautiful and valuable cultural trait.

Cultural development - the first task of the program covering many important contents such as cultural environment, cultural heritage, tourism... once again shows the consistency of the goal of making culture truly become a solid spiritual foundation of society, the driving force for sustainable development of the Capital, in your opinion?

As early as 2017, before the Hanoi Party Committee's Program 06-CTr/TU on "Cultural development, improving the quality of human resources, building elegant and civilized Hanoians" for the period 2021 - 2025 was implemented, the Hanoi People's Committee issued two sets of codes of conduct including: "Code of conduct for cadres, civil servants and public employees in agencies under the city" and "Code of conduct in public places, to preserve and promote the cultural identity of Hanoians" with the goal of propagating and disseminating cultural standards of Hanoians. This shows the thorough concern of the city's leaders in building civilized and elegant Hanoians.

After more than 5 years of implementation, it can be said that the two codes of conduct have contributed to changing the awareness and actions of the people of the capital, gradually forming a new cultural pattern. Determining that building culture and people is always one of the priorities of Hanoi, at the same time, the city is also spreading the two codes of conduct more widely to many agencies, departments, branches and localities in the area.

Culture has a broad connotation with many different understandings, related to all aspects of human material and spiritual life. Culture is the material and spiritual values ​​remaining after time, voluntarily passed down from generation to generation by the social community through a series of events in daily life.

In my opinion, young people must strive to become cultured people. The education of the elegant and civilized beauty of the people of the capital in the new era also needs to change to suit the times, both preserving the traditional features but still suitable for the present, especially the strong impact of technology.

From your family's experiences, in your opinion, how does family serve as the first educational environment to shape each person's personality?

I was fortunate to grow up in a family where my mother was originally from Hanoi. We learned many things from our parents. They were loving, humble and straightforward. We in turn wanted to pass on those qualities to our children.

Therefore, I highly appreciate the value of family in building a civilized and elegant person. Young people are in their growing age so they need to learn good things and eliminate bad habits. Remember that in life, sometimes we still have to do things that we feel shy about, still have to meet people we don't like and need to restrain ourselves from doing things that we really want to do.

Can you tell us about the stories and memories of your time in the capital?

I returned to Hanoi right after the Capital Liberation Day (October 10, 1954). Later, I still imagined the atmosphere of that day like the lyrics of the song "Marching to Hanoi" by musician Van Cao:

"The army marched like waves

Layer upon layer of troops marched forward.

We went to listen to the joy when the enemy surrendered, the flags of the past fluttered in the streets...

The five city gates welcome the advancing army/Like a flower platform welcoming the blooming of five peach petals…”

Back then, we entered university without taking any exams, because at that time there weren’t many students taking the exams. We lived in the Vietnam campus (where the University of Technology is now). We only ate sweet potatoes and cassava for breakfast, then walked four times a day to go to school at 19 Le Thanh Tong. Yet, we all studied hard and later became key cadres of many universities and research institutes.

Capital culture in the "flow" of integration

In the current period of international integration, how necessary is it to apply the achievements of the 4.0 Industrial Revolution to the work of preserving, maintaining and promoting cultural values, from your perspective?

The process of globalization and international economic integration leads to globalization and international integration of culture, requiring the preservation and promotion of national cultural identity. The Industrial Revolution 4.0 brings opportunities for the development of the digital economy, digital society, digital culture, smart production and services.

Nowadays, we have talked a lot about developing creative industries, “cultural industries”. Developing the “cultural industry” is a major and important trend in the cultural policies of countries around the world and our country today.

We are living in the digital age, science is changing life, however, there are many things that need to be maintained, which are cultural values. Therefore, the young generation must contribute to preserving and spreading the cultural values ​​of the nation and people.

Besides knowledge, young people need to develop time management skills, communication and social relationship handling. Time gives everyone the same opportunity, but the way we treat and use time is different. Someone said, time is the most valuable coin in your life...

According to you, how can Hanoi's goal of "cultural development for the perfection of human personality, and building people to develop culture" achieve more positive results?

It can be affirmed that, at present, Hanoi is a melting pot of many cultural forms in the period of international integration. Therefore, it is necessary to harmonize the old and the new, to preserve modern customs and ways of thinking alongside the behavior of the ancients.

From there, to successfully carry out the important political task, especially in the strategy of building and defending the Fatherland, which is to develop the capital Hanoi "Cultured - Civilized - Modern" mentioned in Resolution No. 15-NQ/TW of the Politburo on the direction and tasks of developing the capital Hanoi to 2030, with a vision to 2045, signed and issued by General Secretary Nguyen Phu Trong in May 2022.

In my opinion, the media plays an important role in propaganda and social orientation. Therefore, it is necessary to strongly spread the civilized and elegant lifestyle not only to each citizen living in the capital but also to international friends, bringing Hanoi's identity into international integration.

The Party and the State always attach importance to the cause of cultural development associated with the completion of personality and the building of new people. General Secretary Nguyen Phu Trong also emphasized: “People hold a central position in the development strategy; cultural development and human development are both the goal and the driving force of the innovation process; education - training and science - technology development are the top national policies; environmental protection is one of the vital issues, the criterion for sustainable development; building happy and progressive families as healthy and solid cells of society, and achieving gender equality are the criteria for progress and civilization”.

Therefore, we see that, to build an increasingly developed society, the human factor always plays a key role because typical people represent its social development. History often calls it "the era" and "the people of the era".

We have both time and opportunity in our hands, but the human factor always plays the most important role. As beloved Uncle Ho advised: “For the benefit of ten years, we must plant trees, for the benefit of a hundred years, we must cultivate people”. Without training and preparation, we will lose a successor force, a source of intelligence necessary to build and develop the country.
