Regarding the industry and trade sector, the National Assembly requests the Government, the Prime Minister, ministries, ministerial-level agencies, the State Audit and relevant agencies to focus on implementing the following contents:
Strengthen trade promotion, expand and diversify foreign markets in conjunction with improving product quality, deeply participating in regional and global supply chains. Closely coordinate with industry associations to promptly resolve difficulties and problems in production, transportation and export of goods.
Improve the capacity of trade representative agencies, promote trade, promptly update regulations and policies of foreign markets, provide information and recommendations to industry associations and export enterprises.
In 2024, issue a set of indicators to evaluate the implementation results of Free Trade Agreements (FTAs) in localities. Focus on information work, early warning of trade defense lawsuits against Vietnam's export goods and timely support for businesses to respond and protect their interests in lawsuits; promptly apply trade defense measures against imported goods into Vietnam to protect domestic production sectors, especially key agricultural and industrial production sectors, according to regulations and in accordance with international commitments.
Prepare necessary conditions to support businesses to effectively exploit opportunities of the United Kingdom of Great Britain and Northern Ireland participating in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). Reform administrative procedures, effectively operate the online Certificate of Origin issuance system and the Self-Certification of Origin mechanism.
In addition, continue to improve the law on e-commerce and protect consumer rights. Promote decentralization and delegation of authority in management, supervision and resolution of online disputes in e-commerce activities. Research, supplement and improve regulations on authentication of individual seller accounts and provision of information on e-commerce applications.
Promote the campaign “Vietnamese people prioritize using Vietnamese goods”. Strengthen propaganda activities so that consumers carefully research product information and sellers in transactions on the internet. Strictly control the origin and source of goods in e-commerce; fight against commercial fraud, anti-competitive behavior and unfair competition, production of counterfeit goods, goods that infringe intellectual property rights.
Strengthen the application of technology in the management and supervision of websites and e-commerce applications and strictly handle violations of the law; ensure correct, full and timely collection and prevent tax losses in e-commerce, business on e-commerce platforms, and business on cross-border e-commerce platforms.
Strengthening connection and data sharing among ministries, sectors and localities to exploit information and protect consumer rights in e-commerce.
Continue to research and perfect policies and laws on industrial development; build a supporting industry development program for the period 2026 - 2035, focusing on developing smart electronics, automobiles, mechanics and automation, high technology, textiles, footwear and leather industries associated with the green economy. Have solutions for human resource development, research, design, technology transfer, digital transformation application, and capacity building of supporting industry enterprises.
Perfecting policies to attract organizations and individuals to invest and participate in developing rural industrial production, promoting agricultural mechanization, processing agricultural and forestry products; building large-scale industrial parks serving agriculture.
Focus on developing deep processing of key and advantageous agricultural products. Develop manufacturing and assembly industries, attract multinational corporations to invest in large-scale projects in Vietnam, gradually expand to foreign markets to maximize the advantages of signed FTAs. Develop and implement policies to encourage the use of domestic supporting industrial products and mechanical industry.
