One of the important contents of this 13th Mid-Term Conference is that the Central Committee will take a vote of confidence for Politburo members and Secretariat members according to the Party's new regulations - Regulation 96 (replacing Regulation 262).
Previously, at the 10th Central Conference of the 11th tenure in January 2015 and the 9th Central Conference of the 12th tenure in December 2018, the Party Central Committee took a vote of confidence for these positions.
However, the difference this time is that the results of the vote of confidence taken according to Regulation 96 are not only a reference information channel in personnel work, but are also used to evaluate cadres, as a basis for planning, mobilizing, appointing, recommending candidates for election, and dismissing cadres.
The mid-term conference of the 13th Party Central Committee took place from May 15-17.
According to Party building experts, with this change, it can be said that Regulation 96 has great practical significance. The results of the vote of confidence become an important criterion for evaluating cadres, and create a sanction for cadres with low prestige and many shortcomings. This new point will contribute to overcoming formality, and at the same time have many impacts on cadre work in general and cadres in particular.

This can also be considered a huge challenge, not only to evaluate the prestige and performance of each leader's assigned duties and tasks, but also to help the leader "self-reflect" and "self-correct". Thereby reminding and creating requirements for the person being voted to improve their leadership and management capacity to successfully complete the assigned tasks.
“ This is a very good thing, aiming to strictly implement the principle of self-criticism and criticism; to raise the responsibility of Party committees, Party organizations, agencies, units, leaders, especially those who are voted for and those who write the vote of confidence. From the results of the vote, each person will see what has been done and what has not been done, thereby drawing lessons to overcome and correct.
Cadres with low credibility must be promptly considered for removal from the planning, resignation, dismissal or assignment to another job lower than the current position without waiting for the end of their term or appointment period, " Mr. Bui Dinh Bon said, hoping that through the voting period, the implementation of self-criticism and criticism will become routine, making the Party increasingly stronger.

In his opening speech at the 13th Mid-Term Conference, General Secretary Nguyen Phu Trong requested: " Resolutely do not allow violations or take advantage of the vote of confidence to cause division and loss of internal solidarity ."
The requirements of the Party leader are also the requirements of the people, because this is an important measure in evaluating, planning, and using cadres. To do this well, it requires scientific, objective, impartial, and strict criteria in the voting process.
In addition, the person being voted for must provide sufficient information about the personal review report, about the results of performing assigned duties and tasks, and at the same time point out the limitations and solutions to overcome them so that voters can understand and thereby have an objective and fair assessment.
Avoid vested interests, factions, and localism in voting
According to Associate Professor Dr. Le Quoc Ly, former Deputy Director of the Ho Chi Minh National Academy of Politics, the vote of confidence depends largely on the sense of responsibility and constructive spirit of the Central Committee members in considering and expressing their trust. Thereby, it correctly assesses the qualities, capacities, specific results in performing assigned duties and the prestige of the Politburo and Secretariat members.
“ The vote of confidence of the Central Committee members for the 21 Politburo and Secretariat members subject to the vote must be based on the spirit of communists, impartial, objective, and put the interests of the nation, people, and interests of the people above all else. The evaluation must be based on very clear criteria.
In which, we must consider factors such as loyalty to the country and the people. At the same time, we must consider the contributions of the officials in their working and leadership positions in the past half term for the Party and the country, whether they have committed any violations or shortcomings... At the same time, we must carefully consider and avoid "group interests", factions, and localism in taking a vote of confidence ", said Mr. Le Quoc Ly.

The former Deputy Director of the Ho Chi Minh National Academy of Politics said that Regulation 96 clearly states that for Politburo members and Secretariat members, the results of the vote of confidence in the Party Central Committee must be made public. For positions elected and approved by the National Assembly and People's Councils, they must be made public on mass media for voters and the people to know. For the remaining positions and positions in the political system, they must be made public at the conference to take the vote of confidence.
In cases where there are more than 50% but less than 2/3 of the votes of confidence are low, the candidate will be removed from the planning for higher positions; consideration will be given to removing the current position, assigning other work or resignation. In cases where there are 2/3 or more of the votes of confidence are low, the candidate will be removed from the current position and assigned to other work (lower) without waiting until the end of the term or appointment period.
“ From the results of the vote, officials who are highly trusted need to try harder, those who have many low confidence votes according to regulations should voluntarily leave the ranks, and should not try to hold on to their positions. Because through this vote, the Party once again needs to consolidate and re-energize its leadership team to move the country forward, ” said Mr. Le Quoc Ly.
