On September 30, the Standing Committee of the National Assembly's Committee on Culture and Education worked with the Ministry of Education and Training on the results of the implementation of tasks in 2024, the expected work program in 2025, the state budget plan for 2024, and the state budget estimate for 2025.
At the meeting, the Standing Committee highly appreciated the positive results of the education sector in the 2023-2024 school year.
In addition, a number of issues were also discussed by the Standing Committee of the National Assembly's Committee on Culture and Education, requesting the Ministry of Education and Training to clarify, such as those related to teaching Vietnamese to overseas Vietnamese; the difference in choosing high school graduation exam combinations; gradually making English the second language in schools; building school culture; academic integrity. Along with that are the issues of disbursement and investment in education; building the Law on Teachers; extra teaching and learning; admission to grade 10...
Speaking at the meeting, Minister of Education and Training Nguyen Kim Son emphasized a number of major achievements of the education sector in the past year. Regarding the tasks for 2025, according to the Minister, there are still many tasks ahead, especially the group of tasks to implement the Education and Training Development Strategy to 2030, with a vision to 2045; organizing the high school graduation exam in 2025, summarizing the first phase of implementing the 2018 General Education Program. The Ministry of Education and Training also prioritizes resources to complete the development of the Law on Teachers, resolutions of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old and innovating the preschool education program...
The first problem, and according to the Minister, the most challenging and difficult problem, "the education sector cannot solve it on its own", requiring the support and coordination of the National Assembly's Committee on Culture and Education, is the work of streamlining after junior high school, recruiting students to grade 10, and solving school places for students.
Explaining the tension in the entrance exam for grade 10 in many localities, the Minister mentioned the reason for the viewpoint on streaming and career guidance; in many localities, there is not necessarily a shortage of places to study but a shortage of public schools, especially public schools with good quality; there is fierce competition for public schools with quality, good teachers, and low costs. Meanwhile, localities have no basis to build schools because of regulations on streaming rates for high school.
The Minister hopes that the National Assembly's Committee on Culture and Education will speak up to adjust macro policies to help ensure places in public schools for students after graduating from junior high school.
The report of the Ministry of Education and Training also pointed out some shortcomings and limitations. The shortage of teachers is still common in many localities, the recruitment of localities is still slow, not recruiting all the assigned positions, affecting the assurance and improvement of education quality, especially the requirement to arrange enough teachers for subjects according to the 2018 General Education Program.
There is still a shortage of schools and classrooms in some localities, especially in urban areas, industrial parks, export processing zones, ethnic minority and mountainous areas, and areas with particularly difficult socio-economic conditions. The scale of university training has increased but is concentrated in sectors and fields with high potential for socialization such as economics, finance or sectors with large human resource needs, while basic science and social science sectors are not attractive to learners...
In his concluding remarks, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh requested the Ministry of Education and Training to continue reviewing policies and strategies on education and training; continue to persevere in implementing fundamental and comprehensive innovation in education and training according to Conclusion No. 91 of the Politburo; and recommend that the Government soon issue the Education and Training Development Strategy to 2030, with a vision to 2045.
The Ministry of Education and Training needs to continue to focus on state management of education and training, strengthen inspection and examination, and aim to resolve emerging and pressing issues. Along with that, we need to continue to develop school culture; ensure fairness in education; continue to combat the disease of achievement, and implement the viewpoint of real learning, real exams, and real talent...
In the coming time, the National Assembly's Committee on Culture and Education will conduct thematic supervision on the development of high-quality human resources.
