(Dan Tri) - The Ministry of Education and Training requires the Departments to coordinate with functional units to have appropriate plans to guide and support teachers in carrying out administrative procedures to register for extra teaching in accordance with regulations.
The Ministry of Education and Training (MOET) summarizes 1 month of implementing Circular 29 regulating extra teaching and learning.
The Ministry assessed that Circular 29 has initially created positive changes in awareness and management methods of extra teaching and learning. To continue effective implementation, the Ministry has made a number of recommendations to localities and educational institutions.
Specifically, the Ministry requires the Departments of Education and Training to coordinate with functional units to have appropriate plans to guide and support teachers, organizations and individuals to smoothly carry out administrative procedures according to regulations to register for extra teaching and learning in accordance with regulations.
In the long term, the Department of Education and Training will advise local Party committees and authorities to allocate budget resources and increase the mobilization of social resources to build enough schools so that all students of universal education age can go to school, reducing pressure on enrollment, especially in big cities, industrial zones, and densely populated areas.
In addition, the Ministry also requires that the setting of test questions, regular and periodic assessments, entrance exams at the beginning of the level, entrance exams for grade 10... must be consistent with the requirements of the 2018 General Education Program, and not put pressure on students to study extra.

Schools need to conduct surveys and classify students' levels to have plans for class placement and teacher assignment according to the subject. From there, there will be plans to organize review and training for students with unsatisfactory learning results. Absolutely do not organize review indiscriminately, not for the right subjects, ineffectively, causing waste.
The Ministry proposed to build a learning support model in schools under the guidance of teachers, organizing self-study sessions for students to enhance their self-study and research capacity based on teachers' guidance.
Depending on the actual situation and each stage, localities and schools can consider launching a self-study movement, making "self-study" results a competition and evaluation target.
According to the assessment of the leading education agency, after one month of implementation, Circular 29 has had a positive impact on the awareness and actions of managers, teachers, students, and parents.
Localities, schools, teachers, and parents are more aware of the consequences and harms of widespread extra teaching and learning on the physical and mental health and comprehensive development of students, as well as wasting family time and finances; affecting the quality of formal teaching, forming a mindset of major and minor subjects...
Parents also clearly recognize the role of the family in coordinating the management and education of students, which cannot be left to the school; promoting the spirit and determination of students to self-study at home.
The team of managers and teachers have a fuller and clearer awareness of the responsibility and importance of formal teaching, the responsibility in supporting students to ensure the quality of education; the responsibility and importance of equipping students with the awareness of self-study, autonomy, and self-awareness in educational activities.
Besides the achieved results, after one month of implementing Circular 29, there are still localities that are slow to issue guidance documents and promulgate local regulations, leading to confusion in implementation.
The direction for educational institutions to adjust their school's educational plans to comply with the Circular's regulations in some places was not timely and ready from the time the Circular was issued; leading to the sudden cessation of extra teaching in schools, affecting the psychology of students and their parents.
There are also other objective problems such as lack of school facilities; parents of students rely on schools and teachers because they do not have enough time and knowledge to tutor their children; they expect high academic performance from their children; and exam pressure; students are not really proactive in learning and cannot study on their own...
