With the nature of a "Heritage City", a land with a rich history and culture, upgrading Thua Thien Hue province to a centrally-governed city will be an opportunity for development while still preserving the unique features of Hue, this is also the driving force for the development of the Central region.

At the discussion, delegate Duong Van Phuoc - Deputy Head of the National Assembly Delegation of Quang Nam province said: "Considering the conditions, bases, political and legal foundations, the establishment of Hue City directly under the Central Government is consistent with the instructions and orientations of the Central Executive Committee, the Politburo and the Resolution of the National Assembly Standing Committee on the standards of administrative units and classification of administrative units in the case of establishing urban administrative units with heritage conservation elements".

From the practice after the establishment of the previous centrally-governed cities such as Da Nang City and Can Tho City, it can be seen that these localities have developed remarkably, becoming the main driving force of the region and the whole country, the urban face has completely changed, and the development potential has been maximized.

Delegate Duong Van Phuoc said that this is the basis for the early establishment of Hue City under the Central Government. At the same time, he believed that when Hue City becomes a city under the Central Government, it will have more positive changes in socio-economic development, ensuring security and defense, and especially preserving and promoting the values of the ancient capital's cultural heritage.

The migration and resettlement of the population in the Imperial City of Hue is an extremely complicated and difficult task, requiring a huge amount of resources and going through many stages. Hue has successfully completed the first phase of the migration and resettlement with more than 5,000 households. However, there are still more than 700 households in the second phase along with other restoration work.

Therefore, delegate Duong Van Phuoc suggested that the Central Government should support and accompany Thua Thien Hue to complete the set requirements, soon restore the original state of the ancient capital of Hue; there should be special, outstanding mechanisms, suitable to reality so that Hue City can develop quickly, strongly and sustainably.
