Presenting the Government's Proposal, Deputy Minister of Planning and Investment Do Thanh Trung stated that, with the goal of building specific and outstanding mechanisms and policies to create an effective legal basis to promote potentials and advantages, create breakthroughs, resolve bottlenecks and bottlenecks in the city's socio-economic development, contributing to the construction and development of Ho Chi Minh City by 2030 with a vision to 2045 as set out in Resolution No. 24-NQ/TW, Resolution No. 31-NQ/TW of the Politburo and Resolution No. 81/2023/QH15 of the National Assembly.

The resolution stipulates piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City on investment management; finance, state budget; urban and environmental resource management; priority industries and occupations to attract strategic investors to the city; science and technology management, innovation; and organizational structure of the Ho Chi Minh City and Thu Duc City governments.

Overview of the meeting.

The draft Resolution stipulates that the Ho Chi Minh City People's Council is allowed to allocate increased local budget revenue for new programs, projects and tasks after allocating sufficient local budget capital for programs, projects and tasks within the total medium-term public investment capital of the local budget; allocating public investment capital to support poverty reduction, job creation, etc.

The draft Resolution regulates the pilot model of urban development according to the orientation of transport development (TOD); regulates the expansion of the fields that can apply investment under the public-private partnership method for investment projects in the fields of sports, cultural industry, museums, relics and cultural heritage; regulates that the city can apply BOT contracts for investment projects in the construction, upgrading, expansion and modernization of existing road works.

The city is allowed to implement investment projects under the BT Contract; decide to use city budget capital and arrange investment preparation capital, annual budget estimates to pay investors based on the value and progress specified in the BT Contract.

The draft Resolution stipulates priority industries to attract strategic investors; conditions that strategic investors must meet; procedures for project registration and selection of strategic investors; and incentives that strategic investors are entitled to.

The draft Resolution stipulates the transfer of the state management function on food safety; stipulates that the City People's Council decides on the structure of the number of cadres and civil servants in wards, communes and towns; decides on the number, titles, and policies of non-professional workers in wards, communes and towns; decides on the allocation of the city budget to spend on increased average income at a level not exceeding 1.8 times the salary scale and position.

Discussing at the meeting, delegates all expressed their support and believed that having outstanding policies is necessary not only for the City but also for the Southern Key Economic Zone and the whole country.

Delegates also said that the scope of proposed policies is quite broad, covering many areas; some new policies directly impact the budget, life, society and contain many regulations different from current laws. Therefore, to have a solid basis for decision-making, it is recommended that the impact assessment report be specific about both the positive aspects and the difficulties, challenges, and unfavorable impacts during implementation; more details are needed on output results; especially policies that impact budget revenue and expenditure; and implementation resources.

Delegates also emphasized that new policies need to be "breakthrough" and "outstanding" in accordance with the spirit of Resolution 24-NQ/TW, Resolution 31 of the Politburo, Resolution No. 81/2023/QH15 of the National Assembly, but also need to be feasible, focused, not spread out; avoid taking advantage of policies causing loss and waste.
