On the morning of October 24, continuing the 6th session of the 15th National Assembly, the National Assembly discussed in Groups the results of the implementation of the 2023 socio-economic development plan; the expected 2024 socio-economic development plan; the implementation of the 2023 state budget, the state budget estimate, the 2024 central budget allocation plan... The delegation of National Assembly deputies of Binh Thuan province participated in the discussion in Group 15.
Through discussion, National Assembly delegates basically agreed with the content of the Government's reports as well as the Economic Committee's Verification Report.
Participating in the discussion, National Assembly member of Binh Thuan province Dang Hong Sy affirmed that in 2023, major projects will be put into operation, including the North-South expressway, which has created positive changes contributing to socio-economic development. However, up to this point, internal roads and local roads have been severely damaged due to the large volume of vehicles transporting construction materials. More notably, in the rainy season, the roads are flooded, potholes are invisible, and people have many accidents. Voters are very upset and continue to petition the Ministry of Transport to promptly direct construction units to overcome...
In addition, Provincial National Assembly Deputy Dang Hong Sy expressed his interest in journey monitoring devices for fishermen. According to Deputy Sy, the Government should have a policy to support the purchase of journey monitoring devices so that fishermen can feel secure going out to sea and the relevant agencies can easily control the fishing process of fishermen. Explaining this issue, Deputy Sy said that currently in the process of socio-economic development, the lives of fishermen are becoming more and more difficult while the number of fishermen nationwide is very large. In Binh Thuan, there are 1,945 fishing boats over 15m that must be equipped with journey monitoring devices, while a journey monitoring device costs from 20,000,000 to 28,000,000 VND. Along with that, fishermen have to pay a monthly subscription fee of about 230,000 VND to 285,000 VND/device. Thus, fishermen have to spend money to buy journey monitoring devices and also have to pay an additional subscription fee. In the face of the above situation, in Binh Thuan, under difficult budget conditions, only 10,000,000 VND/device is supported. In addition, the province is also studying monthly subscription support for ship owners with navigation devices.
On the other hand, the country currently has 10 enterprises that have been approved by the Directorate of Fisheries of the Ministry of Agriculture and Rural Development to provide voyage monitoring equipment. However, in reality, in the past, each enterprise has provided and maintained it in different ways. Meanwhile, currently, voyage monitoring equipment loses signal and communication when going to sea, and the main reason is that the equipment does not ensure quality. Therefore, delegate Sy suggested that the Government and the Ministry of Agriculture and Rural Development soon have specific policies to remove difficulties for fishermen. In particular, a regulation on the standards of voyage monitoring equipment must be issued soon to ensure efficiency and quality to help fishermen. In addition, there should be a policy to support voyage monitoring equipment, only collecting monthly fees. At the same time, when the equipment is damaged for maintenance, the supplier must support the equipment to replace it promptly; If we wait 3 months for maintenance to be completed, fishermen will not be able to go to sea, especially during the Southern fishing season.
Regarding the policy of supporting 2% interest rate in the 40,000 billion VND package under Resolution 43 through commercial banks to support production and business enterprises. Delegate Sy said that this is a good policy, the Government has issued Decree 31 but by August 2023, only 781 billion VND had been disbursed. The rate of enterprises accessing this policy is very low. Business households cannot access this policy. Lending procedures are very cumbersome. Therefore, Delegate Sy suggested that it is necessary to do a better job of disseminating Resolution 43 so that enterprises can access loans for business. On the other hand, it is necessary to amend the conditions for lending capital under Decree 31 to make it most convenient for business households to access capital sources...
National Assembly delegate of Binh Thuan province Bo Thi Xuan Linh expressed agreement with the report of the Government as well as the inspection agencies. Regarding the shortcomings and limitations, delegate Linh said that during the process of meeting voters, the people of Binh Thuan province were very interested in reflecting on the situation of agricultural and rural development. Regarding product production, voters are currently facing many difficulties, especially dragon fruit - the main crop of Binh Thuan province, but prices and output are unstable. Therefore, delegate Linh expressed her hope that the Government needs to pay more attention and direct more closely so that product production is stable and people's lives are improved.
Regarding the implementation of the three national target programs, delegate Linh suggested that the Drafting Committee consider including this content in the Government's report and which sector is responsible for implementation. Regarding the low disbursement results of public investment capital up to now, delegate Linh suggested that the Government should clearly analyze the causes and limitations in order to have more drastic solutions.
Regarding the issue of public health care, according to delegate Linh, there are still many difficulties in the lack of medicine, facilities, medical equipment, medical examination and treatment conditions, preventive medicine... In particular, voters are very upset about the serious lack of medical facilities, delegate Linh hopes that the Government needs to have solutions to solve this situation. Also according to delegate Linh, in the Government's report, there is no assessment of the issue of illegal, unreported and unregulated (IUU) fishing. Delegate Linh suggested adding this content so that the Government can have drastic direction to soon remove the yellow card in the near future...
Regarding the field of education, vocational training and job creation have also received special attention from voters in recent times. According to delegate Linh, although the Education and Training sector has made many efforts, there is still a shortage of teachers in each place and locality, especially foreign language teachers, IT teachers, and teachers of ethnic minority languages. Notably, currently in areas where ethnic minority languages are taught, there is a shortage of textbooks, and some areas do not have textbooks to teach. Therefore, delegate Linh suggested that the Government should study and find solutions to solve this problem soon.
On the other hand, the number of unemployed university graduates is increasing. This is a burden for families and the whole society. This issue has been widely reported by voters, but so far there has been no solution to solve this situation. Therefore, Delegate Linh suggested that the Government and the Ministry of Education and Training should soon take action to find a solution to overcome the unemployment situation of university graduates...
