The linear economic model will leave many consequences.
In recent years, the "opening of the way" and "leading the way" of many policies and guidelines have created a driving force to promote the development of Vietnam's marine economy with remarkable achievements. The scale of Vietnam's marine and coastal economic (GDP) accounts for an average of 47 - 48% of the country's GDP, of which the GDP of the "purely marine" economy accounts for about 20 - 22% of the country's total GDP. The marine economy, marine and coastal areas are becoming the driving force for the country's development.
However, the Vietnamese marine economy has been organized and developed over the years with many imprints of a linear economy, with the characteristics of focusing on resource exploitation, production, products and the rest of the products are often discarded after consumption. This model represents a type of extensive development, which may be suitable in the early stages but in the long run leaves many consequences due to resource depletion and the huge amount of waste discharged into the environment.

Resolution of the 8th Conference of the 12th Party Central Committee on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045 (Resolution No. 36-NQ/TW) stated: "Marine economic development has not been harmoniously linked with social development and environmental protection".
There are many reasons, among which, the recognition and analysis of the causes of the current marine economic development model need to be focused on. This is a fundamental issue that is the starting point for the entire process of marine economic development now and in the future. The awareness of effective and sustainable development of the marine economy among officials and people needs to be raised; the concept of the blue marine economy must be understood and applied uniformly in Vietnam.
Circular economic model is a transformation trend
In the process of transforming economic development models, developed countries around the world are paying much attention to the circular economy model, characterized by design, production and service activities that aim to extend the life of materials and eliminate negative impacts on the environment. Circular economy focuses on managing and regenerating resources in a closed loop to avoid creating waste. Resource utilization is carried out in many forms such as repair, reuse, recycling and instead of owning materials, it focuses on sharing or leasing.
To comply with “Zero Waste to Nature”, businesses will have to address issues arising from plastic waste; develop a roadmap to form and promote sustainable business models; develop a circular economy-oriented value chain as well as recommend policies to facilitate the implementation of a circular economy in Vietnam. On a global scale, building a circular economy will help minimize risks of future resource scarcity, address environmental issues as well as open up opportunities for GDP growth worth 4.5 trillion USD by 2030.

The major consequences of the current development of the marine economy are resource scarcity and environmental pollution. That requires a transformation of the development model from broad to deep, from a linear economy with the characteristics of waste discharge to a circular economy with the characteristics of waste reuse.
Need to study and implement a roadmap
Sustainable development of the marine economy is the consistent viewpoint of the Party and the State, and the right and obligation of all organizations, enterprises and people of Vietnam. Sustainable development of the marine economy is based on green growth, biodiversity conservation and marine ecosystems; ensuring harmony between economic and natural ecosystems, between conservation and development, between the interests of coastal and non-coastal localities; strengthening linkages and restructuring sectors and fields towards improving productivity, quality, efficiency and competitiveness; promoting the potential and advantages of the sea, creating momentum for the country's economic development.
The goal of marine economic development by 2030 is to make Vietnam a strong marine nation; the vision by 2045 is that Vietnam will become a strong marine nation, with sustainable development, prosperity, security and safety; the marine economy makes an important contribution to the national economy, contributing to building our country into a modern industrialized country with a socialist orientation.
To achieve the above objectives, it is necessary to study and implement a roadmap for the circular economic model in the development of the marine economy in Vietnam. Promote research, introduce theories and practices of circular economic development in the world to create widespread, complete and correct awareness of this economic model in management agencies, businesses and people. Research and create mechanisms to encourage the implementation of this economic model by providing incentives, tax priorities and other support policies. Build institutions in the direction of creating a foundation for transforming the growth model from breadth to depth, from traditional linear economy to circular economy. Laws must be increasingly improved in the direction of increasing regulations and sanctions to ensure the requirements of sustainable development in the process of economic development in general and marine economy in particular. Strengthen international cooperation, promote the role of the non-state business community in piloting the implementation of the model considered new in Vietnam today.

Sustainable development is an inevitable requirement of Vietnam's marine economy. It is a matter of vital significance not only for fishermen and the business community on the marine economic front but also for the nation. Transforming the growth model is the path to take in the process of sustainable development. On that path, it is necessary to research and apply the transformation of the traditional linear economic model to the circular economic model. This is a trend that should not be delayed.
The marine economy is considered an important driving force of the economy, having strategic significance for the cause of building and defending the Fatherland. That driving force can only be strongly and sustainably promoted under the condition that the exploitation and promotion of the values of the sea must be carried out in a sustainable manner.
Faced with the increasingly scarce decline of marine resources and the negative impacts of the current marine economic development on the environment and living space, research on the transition from a linear economy to a circular economy is an urgent requirement.
