Chairman of Hanoi People's Committee Tran Sy Thanh has just requested relevant units to focus on removing difficulties and obstacles for the project to invest in building a road surrounding the Chu Van An memorial site (Thanh Tri district). This is a project implemented under the BT (build-transfer) form, approved in 2011, started in 2014 but is still unfinished.

Accordingly, in April 2011, the Hanoi People's Committee approved the project of the road surrounding the Chu Van An Memorial. The project includes a 2.5km main road and a 1.1km secondary road, expected to be completed and put into use in 2014. However, in May 2014, the project was started with a total investment of 1,475 billion VND, expected to be completed in 36 months. However, up to now, the project is still unfinished.

There are many reasons for the project's delay, such as difficulties in site clearance. In addition, the City People's Committee added the item "Complete intersection between Route 1 and Route 70" (previously the old project only had a direct overpass), the D400 clean water pipeline item and some other items (photo: Large sewer pipes were placed by the construction unit at some locations on the route to prevent cars from moving).

To resolve the difficulties and obstacles of the project, Chairman Tran Sy Thanh assigned the Department of Natural Resources and Environment to urgently guide the Thanh Tri District People's Committee to implement the land allocation limit in the resettlement area, and report to the city if it exceeds its authority. The Ha Dong District People's Committee and Thanh Tri District People's Committee must speed up the progress of site clearance related to the project.

Regarding the Phan Trong Tue intersection (Route 70), Chairman Tran Sy Thanh requested that the problem must be resolved by June 2025 at the latest. Chairman Tran Sy Thanh also agreed in principle to extend the BT contract, and to study and sign an appendix to extend the BT contract until the end of the first quarter of 2026. In the photo: An uncapped pipeline on an unfinished route.

It is expected that if the "bottleneck" in the GPMB of the intersection of Highway 70 is resolved, the project will be completed soon.
