Cai Xa Cong Port is located in Ha Phong Ward, Ha Long City, Quang Ninh Province. This is a fishing port included in the Planning of the system of fishing ports and storm shelters for fishing vessels for the period 2021-2030, with a vision to 2050, approved by the Prime Minister. |
This area is sheltered from the wind, convenient for fishermen fishing in the waters of Ha Long City, Quang Ninh and other areas to bring their boats in to avoid storms because it is sheltered by the surrounding mountains. |
Along with the Ha Long City project to bring fishermen from the sea ashore, Cai Xa Cong fishing port was built about 200 meters from the resettlement area to make it convenient for fishermen to bring their boats ashore to anchor. |
Currently, Cai Xa Cong port is a fishing port and a place where fishermen bring their boats here to reside. However, according to Tien Phong newspaper, this fishing port is currently in a state of having very few fishing boats anchoring, only a few small fishing boats. |
A port keeper said that although it is a storm shelter port, in reality, for many years the structure has been degraded and cannot meet the needs of the people. The channel leading to the boat mooring area at the port has silted up, making it difficult for fishermen to move their watercraft in and out of the port. |
In 2022, the authorities will measure the port's entrance channel. Accordingly, the channel height is about -0.5m to +0.5m, not ensuring the channel depth to serve ships. Some small boats can enter, but large fishing vessels for long periods cannot enter. |

Also due to the difficult access to the port, recently many fishermen have had to move their vehicles to Sa To fishing port, Cao Xanh ward, Ha Long city to anchor. Although the move takes a lot of time and wastes fuel, they have no other choice. |
Not only is the Cai Xa Cong Port area silted up, it has also deteriorated due to being built a long time ago. The stone steps are very slippery and many places are damaged. The infrastructure in the port is poorly invested and not synchronized. |
In addition, the route connecting Tran Quoc Nghien Street to Cai Xa Cong Port is only a rural traffic route with a length of about 860m, a road surface width of about 7m, and a cement concrete structure, not ensuring traffic for large trucks to enter. |
Mr. Le Hong Hai, Secretary of the Party Committee of Ha Phong Ward, shared that with the absolute advantage of the location for anchoring and sheltering from storms and the urgency of building a multifunctional fishing port soon, the ward hopes that the province and city will soon invest in the project to realize the needs of the people. |
A representative of the Ha Long City People's Committee said that the city is building and making a detailed plan at a scale of 1/500 for the Hon Gai Fishing Port Project, combining a storm shelter and a fishing logistics area. The project will dredge and clear the flow of streams and fish ponds in the downstream area and the Cai Xa Cong boat anchorage area; build a provincial-level storm shelter for about 600 boats; build a new fishing logistics area; an ancient fishing village museum; a waiting room for tourists and boat crew; a parking lot; a traffic system... The total estimated cost is about 600 billion VND. |
