Video: International hospital project is slowly being built on prime land in Hue City
The land of more than 2,500 square meters located at the intersection of Hung Vuong - Nguyen Tri Phuong - Ly Thuong Kiet - Ngo Quyen - Hoang Hoa Tham in the center of Hue City (Thua Thien - Hue) has long been considered the golden land of the ancient capital of Hue. However, after many investors, this land has not been used effectively, causing many people to feel regretful and angry.
According to VTC News reporters, the land was initially assigned to Song Da Real Estate Company as the investor, implementing the project of a 5-star hotel complex - international conference center and office building and started construction in 2003. The project was then transferred to VIWASEEN Hue Investment and Construction Joint Stock Company, and then this company continued to transfer it to Thanh Dat Housing Trading Joint Stock Company.
By 2017, after 15 years (2003 - 2017) of sluggish investment, the project continued to be transferred to Hue International General Hospital Joint Stock Company to invest in an international specialized hospital - hotel project. The Chairman of the People's Committee of Thua Thien-Hue province at that time also issued a document agreeing in principle to allow the conversion of the function from a supermarket project, office building, hotel, conference center... (under construction at No. 2 Nguyen Tri Phuong, Phu Hoi Ward, Hue City) into an international specialized hospital - hotel project.
After the conversion of the function, the investor also started to construct the project and also carried out many important items. However, after that, for a long time until now, the project has fallen into a state of "inaction".
It is known that according to the committed schedule, the project must be completed and put into operation in the first quarter of 2021. However, the project has not been completed by the deadline, so the People's Committee of Thua Thien-Hue province has extended the land use term by 24 months. With the condition that the land use extension period expires, if Hue International General Hospital Joint Stock Company has not completed the project and put it into use, it will handle violations and advise the Provincial People's Committee to reclaim the land in accordance with the provisions of law. This project was then also under special supervision of the Provincial People's Committee due to slow progress.
According to VTC News reporters in early November 2023, there were no construction workers at the project. Many items were still in disarray, some foundation areas were waterlogged and covered with green moss. Some walls and ceilings had not been plastered, some pillars still had exposed iron and steel.
Faced with construction delays and project delays, the Department of Planning and Investment of Thua Thien-Hue province recently had a meeting with Hue International General Hospital Joint Stock Company to announce the establishment of a team to inspect the project's construction progress.
At the meeting, the representative of the inspection team said that the slow progress of the international specialized hotel and hospital project was monitored by the People's Council of Thua Thien-Hue province and a resolution was issued to include it in the list of issues that need to be inspected and handled. The Provincial People's Committee also issued a document requesting the Department of Planning and Investment to inspect and report on solutions.
The leader of Hue International General Hospital Joint Stock Company said that the project is behind schedule due to many objective and subjective reasons, such as the impact of the COVID-19 epidemic and capital mobilization by businesses.
According to the leader of Hue International General Hospital Joint Stock Company, the company has invested more than 250 billion VND in the project so far. The project has basically completed the rough construction items with a scale of 2 basements, 15 floors above ground on an area of more than 2,500m2 and is continuing to be completed. Currently, the company has a capital plan to continue investing.
"This is the only project in Thua Thien-Hue that up to now only uses capital from the enterprise and has not borrowed any money. This is a passionate project and we are doing it for real, so we commit to investing in accordance with the law and progress according to the province's requirements in the coming time," the leader of Hue International General Hospital Joint Stock Company pledged.
Hue International General Hospital - Hotel Project is invested by Hue International General Hospital Joint Stock Company; the People's Committee of Thua Thien-Hue province granted the first investment policy decision in 2017, the first adjustment in 2018. The total investment capital of the project is about 400 billion VND.
The project has a land use area of 2,577.8m2, capacity of 260 hospital beds, including medical examination and treatment and rehabilitation areas; high-class standard accommodation rooms for patients' relatives and catering and meeting service areas...
According to the committed schedule, the project must be completed and put into operation in the first quarter of 2021. However, up to now, this project is still behind schedule, so the People's Committee of Thua Thien-Hue province has granted a 24-month extension.
