Commenting on the draft Strategy for the Development of Vietnam's Logistics Services by the Ministry of Industry and Trade, the Vietnam Chamber of Commerce and Industry (VCCI) stated that it basically agrees with the necessity of developing and promulgating the Strategy, Action Program, and the viewpoints and orientations for the development of the logistics services industry.

However, to further refine the Draft, VCCI believes that Section I, Legal Basis for Strategy Development in the Draft Submission, mentions Party Resolutions and documents from the National Assembly and Government related to the logistics services sector. However, this section does not mention Decision No. 1658/QD-TTg dated October 1, 2021, of the Prime Minister approving the National Strategy on Green Growth for the period 2021-2030, with a vision to 2050, and Decision No. 882/QD-TTg dated July 22, 2022, of the Prime Minister approving the National Action Plan on Green Growth for the period 2021-2030.
Specifically, the National Strategy on Green Growth for the period 2021-2030, with a vision to 2050, has set specific goals for greening economic sectors, including the development of green logistics centers. The National Action Plan on Green Growth has also identified 6 groups of tasks and activities and 18 specific tasks and activities in the field of transportation and logistics services.
Therefore, VCCI believes that consideration should be given to adding the National Strategy on Green Growth and the National Action Plan on Green Growth to Section I: Legal Basis for Strategy Development in the Draft Submission.
Section II.2, "Specific Objectives," of the draft Strategy identifies the establishment of "modern logistics service centers on par with international standards…", with at least 5 centers in the 2025-2035 period and at least 8 centers by 2045. To align with the Green Growth Strategy, the Vietnam Chamber of Commerce and Industry (VCCI) suggests adding specific figures for green logistics centers to Section II.2 of the draft Strategy and integrating this content into relevant projects and tasks within the draft Action Program.
According to VCCI, the development of green logistics is currently an important trend and requires the participation of businesses. Therefore, consideration should be given to adding to the Draft Strategy and Draft Action Program the task of researching and developing policies and laws to encourage and promote businesses towards developing green logistics, especially for small and medium-sized enterprises, such as: providing tax incentives, encouraging the use of alternative energy sources in road transport, encouraging the shift to multimodal transport models, and establishing carbon credits to protect and control greenhouse gas emissions…
