Commenting on the draft Strategy for developing Vietnam's logistics services of the Ministry of Industry and Trade, the Vietnam Federation of Commerce and Industry (VCCI) said that it basically agrees with the necessity of developing and promulgating the Strategy, Action Program and viewpoints and orientations for developing the logistics services industry.

However, in order to continue to perfect the Draft, VCCI believes that Section I. Legal basis for strategy development in the Draft Submission has stated the Resolutions of the Party and documents of the National Assembly and the Government related to the logistics service sector. However, this section has not mentioned Decision No. 1658/QD-TTg dated October 1, 2021 of the Prime Minister approving the National Strategy on Green Growth for the period 2021 - 2030, vision 2050 and Decision No. 882/QD-TTg dated July 22, 2022 of the Prime Minister approving the National Action Plan on Green Growth for the period 2021 - 2030.
In particular, the National Strategy on Green Growth for the period 2021 - 2030, with a vision to 2050, has set specific goals on greening economic sectors, including identifying the development of green logistics centers. The National Action Plan on Green Growth has also identified 6 groups of tasks and activities and 18 specific tasks and activities in the field of transportation and logistics services.
Therefore, VCCI believes that it is necessary to consider adding the National Strategy on Green Growth and the National Action Plan on Green Growth to Section I. Legal basis for developing the strategy in the Draft Submission.
In Section II.2 of the specific objectives in the draft Strategy, it is determined to build "modern logistics service centers on par with international standards...", including at least 5 centers in the period 2025-2035 and at least 8 centers in the period up to 2045. To be consistent with the Green Growth Strategy, according to VCCI, it is necessary to consider adding specific numbers of green logistics centers to Section II.2 of the draft Strategy and integrate this content into related projects and tasks of the Draft Action Program.
According to VCCI, the development of green logistics is currently an important trend and it is necessary to encourage the participation of enterprises. Therefore, it is necessary to consider adding to the Draft Strategy and Draft Action Program the task of researching, developing policies and laws to encourage and promote enterprises towards the development of green logistics, especially for small and medium enterprises such as: Having tax incentives, encouraging the use of alternative energy sources in road transport, encouraging the change of transport modes according to the multimodal transport model, building carbon credits to protect and control greenhouse gas emissions, etc.
