On the afternoon of April 17, at the headquarters of Traffic Police Team No. 6 (Traffic Police Department of Hanoi City Police), many people came to contact the police after receiving a notice of "cold fine" from the traffic police.
A motorcyclist driving in the wrong direction on Pham Van Dong Street was recorded by a traffic police camera.
Waiting for his turn to work, Mr. Pham M. (born in 2004) said that he had long thought that the camera system in Hanoi, in addition to its traffic monitoring function, only recorded fines for cars, so he somewhat disregarded the law. Once, while riding his motorbike, even though the traffic light had turned red, he was complacent because he did not see any police force.

After arriving at the police station, Mr. M. was able to review the images and was quite surprised to see that his entire traffic violation was clearly recorded by the traffic police camera, from the time, location to the license plate number of the vehicle he was driving.
For not obeying traffic light signals, the authorities fined Mr. M. 5 million VND and deducted 4 points from his driver's license.

The story of "cold fines" continues with the case of Mr. BDH when he rode a motorbike without a helmet and carried a passenger without a helmet on Dong Ngac Street (Bac Tu Liem District, Hanoi). This behavior was recorded by a camera and sent to the violation handling system. After receiving the notice from the police, Mr. H. went to work and paid the fine according to regulations.
In the past 3 days alone (from April 15-17), Traffic Police Team No. 6 has fined 17 motorbike drivers for traffic violations.

Talking to CAND Newspaper reporters, Lieutenant Colonel Pham Van Chien (Captain of Traffic Police Team No. 6), the application of "cold fine" camera technology in the work of monitoring and handling traffic violations has brought about very good results in recent times when it has created a deterrent for individuals who lack awareness and disregard the law for a long time, who, as long as they do not see a traffic police station, brazenly run red lights, drive in the wrong direction, or go on the sidewalk... The advantages of cameras are very clear, but being fixed at some routes and intersections is also a weakness in the work of ensuring traffic safety.
From the practical experience in the field, in addition to the surveillance camera system at the main intersections, Traffic Police Team No. 6 has increased the force using specialized recording equipment to control in other areas. Thanks to that, many violations have been detected in time, thereby improving the effectiveness of handling, contributing to preventing traffic accidents.
Hanoi Traffic Command Center, which monitors the capital's traffic situation and records violations via cameras.
Regarding the work of monitoring and handling traffic violations through the "cold fine" camera system, Lieutenant Colonel Truong Song Thanh (Captain of the Traffic Command and Traffic Light Control Team) said that on average, each month, the unit detects 500-700 violations through professional equipment. Cold fines not only help raise awareness of traffic participants but also contribute to reducing the burden on the patrol force directly at the scene.
In addition, when people discover violations of traffic safety order, they can send images and video clips to the Zalo page "Hanoi Traffic Police Department" to report. The functional unit said it will receive, verify and handle them in accordance with legal regulations.
