Every year, there are many electrical accidents nationwide due to kite flying getting entangled in power lines and power stations, causing death or permanent disability to the players. Power grid failures caused by kites disrupt the supply, affecting production and daily life, causing great economic losses.

Nowadays, kite flying is becoming more and more popular both day and night. From a folk pastime, kite flying has become a constant threat to the electricity industry. Large kites, up to meters long, are flown into the sky day and night. Especially when the high-voltage and medium-voltage grid systems are spread everywhere.
Kites today have been improved with large sizes with a width of 2-3m, a length of 4-5m. Materials are made from conductive materials such as battery-powered LED light frames that flash at night, steel straps, and kite strings mixed with conductive glitter.
Finding the kite's owner was difficult because the kite had broken string and was flying from another area.
On the other hand, kite players in areas that are power grid safety corridors do not know the potential danger to themselves. Many people think that kite strings made of nylon or fabric are “non-conductive” and are therefore subjective. In fact, when a kite touches a power line, even if it is an insulating material, thousands of volts of electricity can still be transmitted through the air or through strings wet by rain or dew to the person.
According to Clause 2, Article 15, Decree No. 17/2022/ND-CP of the Government , a fine of 5 ÷ 10 million VND will be imposed for the act of "Flying kites or any object causing power grid incidents", and at the same time, compensation for damages when incidents occur in accordance with State regulations.
