On November 3, the Minister of National Defense issued Circular 82/2023/TT-BQP regulating the adjustment of monthly allowances for soldiers and people working in secretarial work who receive salaries similar to those for soldiers who have been demobilized, discharged, or quit their jobs.

1. Subjects eligible for monthly subsidy

- Demobilized and discharged soldiers who are receiving monthly allowances according to the provisions of Decision 142/2008/QD-TTg on implementing the regime for soldiers who participated in the resistance war against the US to save the country with less than 20 years of service in the Army who have been demobilized and discharged and returned to their localities; Decision 38/2010/QD-TTg on amending and supplementing Decision 142/2008/QD-TTg.

- Soldiers and people working in secretarial work receive salaries similar to those of soldiers who have been demobilized, discharged from the army, or quit their jobs and are receiving monthly allowances according to the provisions of Decision 62/2011/QD-TTg on regimes and policies for those who participated in the war to protect the Fatherland, performed international missions in Cambodia, and helped Laos after April 30, 1975 and have been demobilized, discharged from the army, or quit their jobs.

2. How to calculate monthly allowance for demobilized and discharged soldiers

Article 3 of Circular 82/2023/TT-BQP stipulates an increase of 12.5% ​​on the monthly allowance for June 2023 for the subjects specified in Section 1, according to the following formula:

Monthly allowance received from July 2023 = Monthly allowance received at June 2023 x 1.125

The monthly allowance level for the subjects mentioned in Section 1 after additional adjustment is as follows:

- From 15 years to under 16 years, the subsidy level is 2,285,000 VND/month;

- From 16 years to under 17 years, the subsidy level is 2,388,000 VND/month;

- From 17 years to under 18 years, the subsidy level is 2,494,000 VND/month;

- From 18 years to under 19 years, the subsidy level is 2,598,000 VND/month;

- From 19 years to under 20 years, the subsidy level is 2,700,000 VND/month.

3. Funding for monthly subsidy adjustment

The budget for implementing monthly allowance adjustments for the subjects specified in Circular 82/2023/TT-BQP is guaranteed by the state budget. The Ministry of Finance ensures the budget at the request of the Ministry of Labor, War Invalids and Social Affairs to authorize the Department of Labor, War Invalids and Social Affairs of provinces and cities to pay to the subjects.

4. Continue to apply the old calculation method and adjustment level until December 19, 2023

Article 7 of Circular 82/2023/TT-BQP clearly states that the calculation and adjustment of monthly allowances for military personnel and people working in secretarial work receiving salaries will continue to be implemented as for military personnel who have been demobilized, discharged, or quit their jobs according to the provisions of Joint Circulars or Circulars of the Minister of National Defense issued before December 19, 2023 for cases where competent authorities decide to receive monthly allowances according to Decision 142/2008/QD-TTg, Decision 62/2011/QD-TTg from December 19, 2023, ensuring consistency in beneficiaries and monthly allowance levels for subjects corresponding to the effective period of each document.

Circular 82/2023/TT-BQP takes effect from December 19, 2023. The provisions of Circular 82/2023/TT-BQP are implemented from July 1, 2023.
