Accordingly, Deputy Prime Minister Tran Hong Ha requested the Ministry of Finance, the Ministry of Justice , the People's Committee of Ho Chi Minh City, and the People's Committee of Dong Nai province to study and give opinions on the report and recommendations of the Ministry of Construction. Written opinions of the agencies must be sent to the Ministry of Construction before April 20. Based on the opinions of the ministries, agencies, and localities, the Ministry of Construction will synthesize and propose specific plans and report to the Prime Minister for consideration and decision before April 25. Deputy Prime Minister Tran Hong Ha also noted that the implementation must ensure the principle of the shortest, fastest, and most effective route according to the direction of the Prime Minister.
Previously, on March 18, the Ministry of Construction sent a report to the Prime Minister on the railway connecting Tan Son Nhat and Long Thanh airports; assigned the competent authority to study and implement the Thu Thiem - Long Thanh Railway Project.
According to the Ministry of Construction, implementing the direction of the Prime Minister, the Ministry has coordinated with the People's Committee of Ho Chi Minh City to study the railway route connecting the two airports in the dossier adjusting the general planning of Ho Chi Minh City to 2040, with a vision to 2060. Accordingly, two railway routes connecting the two airports will be planned, including: urban railway route No. 6 connecting Tan Son Nhat Airport with the Thu Thiem - Long Thanh railway route (Phu Huu intersection), then sharing the infrastructure of the Thu Thiem - Long Thanh railway route connecting to Long Thanh Airport, with an investment roadmap before 2030; Urban railway line No. 2 connects Tan Son Nhat Airport to Thu Thiem station, then follows the Thu Thiem - Long Thanh railway line to connect to Long Thanh Airport, with an investment schedule before 2030. Also according to the Ministry of Construction, currently, Ho Chi Minh City's planning has determined that urban railway line No. 2 and urban railway line No. 6 will be invested by the Ho Chi Minh City People's Committee.
For the Thu Thiem - Long Thanh railway project, the Ministry of Construction is taking the lead in preparing for investment. This is an urban railway line, about 42km long, designed with double tracks, 1,435mm gauge, designed speed of 120km/h with 20 stations, transporting passengers from Ho Chi Minh City, Dong Nai province to Long Thanh Airport. The total investment is expected to be about 3.5 billion USD. The project's pre-feasibility study report has solicited opinions from localities, and the Ministry of Construction is finalizing the pre-feasibility study report to submit to the National Assembly for approval of the investment policy in October 2025.
However, to ensure consistency, synchronization and early implementation of the project, the Ministry of Construction agreed in principle to assign the Ho Chi Minh City People's Committee as the competent authority to invest in the project. At the same time, assign the Ho Chi Minh City People's Committee as the competent authority to report to the Prime Minister for decision in accordance with the provisions of Article 30 of the Law on Public Investment. In case of being assigned as the competent authority, the Ho Chi Minh City People's Committee will receive all existing research results of the Thu Thiem - Long Thanh Urban Railway Project to continue to carry out investment preparation and implementation.
