Recently, the Department of Education and Training of Hanoi, Ho Chi Minh City and Nghe An proposed that the Ministry of Education and Training adjust the time to organize the 2025 high school graduation exam earlier than expected.

The proposal was made by localities in the context that the whole country is implementing the arrangement and merger of provinces and cities and completing district-level tasks according to Conclusion 127/2025 of the Politburo and Secretariat on implementing research and proposing to continue arranging the organizational apparatus of the political system.

The Director of the Nghe An Department of Education and Training said that it is necessary to move the exam schedule forward so that students can feel secure and, importantly, ensure the rights of students and ensure the quality of learning. According to the Ho Chi Minh City Department of Education and Training, these adjustments aim to ensure the rights and psychological stability of students, while facilitating the preparation work of localities to organize the exam safely, seriously, and in accordance with regulations.

Regarding this issue, Prof. Dr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management (Ministry of Education and Training) said that the Ministry always prepares plans and can be completely flexible to suit objective conditions. However, this is a very big issue and must be studied and considered before making a decision.

“Our country is in a period of very strong changes, the high school graduation exam is always prepared early, from afar. As we know, this is a national exam and takes place simultaneously in all 63 provinces and cities. Also because the exam takes place simultaneously, it is impossible for each locality to have a different exam schedule. Therefore, if the exam schedule is changed, it must be changed simultaneously, not just in a few localities."

According to Mr. Ha, the preparation for the high school graduation exam is decentralized to each province. “Therefore, if there is a shift, this must be carefully calculated. Currently, the leaders of the Ministry of Education and Training have no information on this issue,” Mr. Ha emphasized.

According to Mr. Ha, in case of relocation, it is in the spirit and principle of having the least impact on the entire system, including the candidates.

"If the exam takes place at one time and some other work takes place at other times, the work will be very prolonged and may affect future admissions work," said Mr. Ha.

Before the news of merging provinces, some candidates also expressed concern about whether there would be changes in priority policies in university admissions or regional priority points.

Regarding this, Associate Professor Dr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education (Ministry of Education and Training) affirmed that, up to this point, for university admissions, all regional priority points, subjects and priority options are being applied according to the regulations of previous years.

Mr. Dung said he will advise the leaders of the Ministry of Education and Training on how to handle the delay in applying the policy in the case of local mergers taking place before the time of school admissions - around the end of July. "We are advising on all changes (if any) related to the merger of localities that will be applied from next year and not immediately applied in 2025," he said.

According to the 2024-2025 school year plan, the 2025 high school graduation exam is expected to take place on June 26-27. This is also the first school year that students nationwide will take the high school graduation exam according to the 2018 General Education Program.
