Author Minh Phuc - Vietnam Agriculture Newspaper with Work: Series of 5 articles: Widespread illegal vaccines and veterinary drugs, House Association won B Prize, Reportage Prize, Investigative Reportage, Journalism, Notes (Printed Newspaper):
An industrialized and modernized country cannot do without a safe food source.
Our country's livestock industry has experienced major pandemics, especially the avian influenza pandemic with the A/H5N1 strain. Since its appearance in late 2013, Vietnam has had 106 confirmed cases of A/H5N1 infection in humans, of which 52 have died.
Other dangerous diseases on livestock such as foot and mouth disease, blue ear disease, African swine fever, lumpy skin disease... annually cause losses to livestock farmers of thousands of billions of dong. A country moving towards industrialization and modernization cannot do without a safe food source. Because this is a factor that affects the height, intelligence, and stature of Vietnamese people. And to have a biosafe livestock industry, controlling input materials and veterinary drugs is extremely important.

In early 2022, I decided to delete all my personal information on Zalo to post pictures and articles about raising chickens and pigs. Many of my friends were quite shocked. Some ordered some country chickens to enjoy. That was also the time when I started my journey to investigate the problem of buying and selling smuggled vaccines, veterinary drugs, and raw antibiotics on the market.
To make myself look dirty, like the previous times I played a role to do a series of investigative articles about “super dirty frozen pig hearts” at wholesale markets in Hanoi; “Hair-raising” technology for making dirty fat; infiltrating a series of counterfeit goods capitals;... I grew curly hair that covered my forehead, went a whole week without shaving, and actively exposed myself to the sun to tan my skin. When I put on an old shirt and jeans full of scratches, I truly became a country boy.
With that appearance, I rode my motorbike to the key livestock and poultry farming areas of Hanoi such as Ba Vi, Ung Hoa (Hanoi) to... buy illegal vaccines. That was also the title of the first article in the investigative series "Smuggling veterinary drugs are rampant" (Part 1: I went to buy illegal vaccines). The business entities, farm owners, production facilities, and seed suppliers illegally buying, selling, and using vaccines, veterinary drugs, and raw antibiotics in Ninh Binh, Bac Ninh, Hung Yen, and Hanoi were also recorded by the reporter's hidden camera.
They admitted that the vaccine was produced abroad and smuggled across the border by "hand-carrying". Witnessing up close thousands of chickens and ducks just a few days old being injected with vaccines of unknown origin and unverified quality, I was truly shocked.
The series of investigative articles on the proliferation of illegal vaccines and veterinary drugs has pointed out one of the important reasons leading to the recent lax management of the purchase and use of veterinary drugs due to the breakdown of the veterinary system, the reduction of support allowances for veterinarians or the merger into the District Agricultural Service Center.
Actually, when doing an investigation topic, no one thinks about creating a work to compete in a contest. Because investigation always contains risks, success or failure depends on many objective conditions. But fortunately, the investigation topic achieved good results, was recognized by society, especially among many impressive works, fortunately my work was selected by the Vietnam Agriculture Newspaper Association to participate in the Contest and was highly appreciated by the Council. This is a great honor and pride for me personally.
Author Nguyen Van Hai (Thien Van) - People's Army Newspaper Journalists Association with Series of 4 articles: Preventing and combating policy corruption - Important and urgent issues today won C Prize for News, reflections, interviews (Printed Newspaper):
Creating the power of public opinion in the fight against corruption and negativity
Since the end of 2021 and the first months of 2022, public opinion has reflected a lot on the situation of loopholes, localism, and "group interests" in the process of building policies and laws, negatively affecting the socio-economic development of the country. Realizing that policy corruption is a burning issue and of great concern to public opinion, I have developed an outline for a series of interviews with the title: "Preventing and combating policy corruption - A current urgent and important issue".
I interviewed four experts, including: Major General, Doctor of Law Nguyen Mai Bo, former Standing Member of the National Defense and Security Committee of the 14th National Assembly, former Deputy Chief Justice of the Central Military Court; Master of Law Nguyen Manh Cuong, Deputy Chairman of the Judicial Committee of the 15th National Assembly; Doctor of Law Ho Quang Huy, Director of the Department of Inspection of Legal Normative Documents, Ministry of Justice; Associate Professor, Doctor Vu Cong Giao, Head of the Department of Constitutional Law and Administrative Law, Faculty of Law, Vietnam National University, Hanoi.

Through the in-depth analysis and criticism of experts (from the perspective of judiciary, legislature, executive, and science), the series of articles contributes to clarifying the manifestations of local interests and "group interests" in the work of building policies and laws; strictly warning about the negative consequences they cause; dissecting objective and subjective causes; at the same time proposing and advising solutions to prevent and stop the risk of policy corruption in our country today.
This is the first time the public has published a series of in-depth interviews on policy corruption - a serious and urgent issue today, thereby contributing to creating the strength of public opinion in the fight against corruption and negativity of the Party, State and our people. The interview opinions of experts are also a useful reference channel for members of the Drafting Committee to draft the "Regulations of the Politburo on controlling power, preventing and combating "group interests", corruption and negativity in law-making work".
I am very happy to feel that my efforts have been recognized and honored by the National Press Awards Council. But more importantly, through this series of articles, we want to contribute a serious and scientific critical voice so that the authorities and responsible people have more practical and useful reference information to continue to improve mechanisms, policies and laws, not to create "loopholes" right from the policy-making stage in order to create a favorable legal corridor to contribute to promoting the country's socio-economic development in a healthy and sustainable manner.
Author Nguyen Thi Thu Hoa - News Department, Voice of Vietnam Journalists Association with the work: Overcoming the war won the A Prize for News, reflections, interviews, comments, special articles, talks, and general radio topics (Radio):
Vietnamese people will always join hands to share, support and take care of each other.
The work "Overcoming the War" records the story of Vietnamese people in Ukraine who had to evacuate from Ukraine when the war broke out. At that time, the Covid 19 epidemic was still complicated, the journey of Vietnamese people living in Ukraine and millions of Ukrainian people was very difficult, there were many touching stories in that journey. At that time, the Head of the News Department assigned our group of reporters, along with 2 permanent reporters of the Vietnam Youth Federation in France, to go to the Polish border and a permanent reporter in the Czech Republic to go to the Romanian border to welcome Vietnamese people evacuated to those countries; some transferred to a third country or returned to Vietnam.
Journalist Nguyen Thi Thu Hoa.
Two correspondents based in France and the Czech Republic were present to record very touching stories about the journey of the Vietnamese people through the war. They have lived in Ukraine for a long time, some of them had to leave their relatives - those were families whose sons had to stay behind to do military service. They had to leave behind all their assets accumulated over many years, and they could not even bring money. Because in times of bombs and bullets like that, the first thing to do is to save your life.
When there is coordination between 2 permanent residents in Poland and Romania, and we here - the people who directly come up with ideas, scripts, plans to connect the clues to build stories into a complete and consistent work with a plot is very difficult. Meanwhile, there are only 3 weeks to broadcast - this is an unimaginable time that makes me extremely confused. The time zone difference between countries is 6-7 hours and we can only communicate via the internet, some details, or missing characters we have to contact again but in some cases, by then, they are no longer there.
At that time, in addition to the Covid 19 epidemic, the weather was also very harsh, it was the beginning of spring but it was still very cold, there was heavy snow, there was no means of transportation, and evacuation was very difficult.
The Government, the Ministry of Foreign Affairs, and embassies of various countries have taken many timely actions to support our people. Along with that, the spirit of helping each other from the heart of Vietnamese people in countries such as Romania, Poland, and Slovakia has provided a lot of support. Showing the spirit of national solidarity in the most difficult circumstances, Vietnamese people will always join hands to share, support, and take care of each other - that is also the message of the work "Overcoming the War".
Vietnam has experienced fierce wars, the Vietnamese people understand better than anyone the loss and pain of war, so we always long for peace to return in Ukraine as well as in war zones around the world.
