Departments, branches, units and localities urgently deploy response work to Storm No. 3
(Haiphong.gov.vn) – In the face of the complex developments of Storm No. 3 with strong intensity, at the same time directly affecting Hai Phong city. On the afternoon of September 5, Chairman of the City People's Committee Nguyen Van Tung chaired a meeting with functional departments, units and localities to listen to the work of Storm prevention. Also attending the meeting were Vice Chairmen of the City People's Committee, members of the Steering Committee, Chairmen of the People's Committees of districts.
According to the report of the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense, by 3:00 p.m. this afternoon, September 5, Storm No. 3 continued to strengthen and reached super storm level. To proactively respond to the storm, the City People's Committee has issued Documents and Official Dispatches directing sectors, localities and units to urgently carry out storm prevention tasks.
The City Border Guard Command has directed units to use the TKCN information system to coordinate with families of ship owners, captains, and owners of aquaculture cages to notify and guide fishermen and vehicle owners, especially offshore fishing vessels, to grasp the storm's developments so that they can proactively move to avoid it. As of 5:00 a.m. on September 5, 2024, 1,794 vehicles with 5,219 workers; 173 cages with 285 workers; 24 watchtowers with 14 workers are operating and anchored.
The Department of Agriculture and Rural Development has focused on urging localities and units to organize the protection of agricultural and aquatic production; inspect and reinforce dike and irrigation works; strengthen dike inspection, prepare human resources, materials and means for dike protection, promptly handle dike incidents from the beginning of the hour, ensuring safety for dike routes.
In Bach Long Vi island district, forces have been mobilized to reinforce houses and warehouses, and mobilize vehicles to move to the mainland to avoid the storm. Cat Hai district has directed and arranged for boats to be anchored at safe shelters, and mobilized 100% of people on aquaculture rafts to move to safe shelters before 5:00 p.m. on September 5; the district's authorities and functional agencies have notified tourists to move to the mainland until 12:00 p.m. on September 6, 2024 (currently there are about 2,000 tourists, including about 1,500 international tourists and more than 500 domestic tourists).
After listening to the report of the Department of Agriculture and Rural Development (Standing Agency of the City's Steering Committee for Natural Disaster Prevention and Control - Search and Rescue and Civil Defense) and the opinions of the delegates attending, the Chairman of the City People's Committee concluded and directed, requested members of the City's Steering Committee for Natural Disaster Prevention and Control - Search and Rescue and Civil Defense, Chairmen of District People's Committees and Heads of Departments, branches, agencies and units in the city to strictly implement the direction of the Prime Minister in Official Dispatch No. 87/CD-TTg dated September 5, 2024 on focusing on emergency response to storm No. 3 in 2024.
The Chairman requested the Inspection Teams according to Notice No. 232/TB-UBND dated September 5, 2024 of the City People's Committee to urgently inspect and urge storm prevention work in localities; focusing on inspecting preparation work according to the "four on-site" motto, vulnerable areas, vulnerable dyke locations in the areas: Cat Hai, Dinh Vu, Do Son, Tien Lang; aquaculture cages and mooring of boats at storm shelters, especially large boats near bridges; apartment buildings, dilapidated houses in districts: Ngo Quyen, Le Chan, Hong Bang, Kien An.
The Chairman requested to implement the sea ban from 11:00 on September 6, 2024 until further notice. Assign the People's Committees of districts to evacuate residents from apartment buildings, dilapidated houses, low-lying areas, water transport vehicles that have returned to their anchorages, and aquaculture cages on rivers, at sea, and in bays from 12:00 on September 6, 2024, to be completed before 20:00 on September 6, 2024.
The Chairman emphasized that in case localities cannot arrange temporary shelters for households, the Department of Construction will direct Hai Phong Housing Management and Trading Company Limited to arrange unoccupied apartments for people to take temporary shelter.
The Department of Education and Training is assigned to direct schools that have a plan to serve as temporary shelters for evacuees to let students stay home from 12:00 on September 6, 2024, and other schools to let students stay home from September 7, 2024 until the storm passes.
The Department of Agriculture and Rural Development is assigned to review local needs for storm prevention and control materials and advise on providing materials for storm prevention and control localities./.
