Departments, branches, localities and units focus on implementing flood response
(Haiphong.gov.vn) - The Chairman of the City People's Committee has just issued Official Dispatch 06/CD-CT requesting Chairmen of District People's Committees, heads of Departments, branches, agencies and units to focus on responding to floods.
According to the National Center for Hydro-Meteorological Forecasting and the Hai Phong City Hydro-Meteorological Station: Currently, the water level on the Luoc and Van Uc rivers is rising. The Lach Tray, Bach Dang, and Cam rivers fluctuate with the tide and are affected by rising upstream flood levels. The highest water level at 7:00 a.m. on September 11 on the Luoc river at Chanh Chu station was 3.16m, 0.16m above alert level 2; on the Van Uc river at Trung Trang station was 2.29m, 0.01m below alert level 2; on the Cam, Lach Tray, and Bach Dang rivers, the water level is gradually rising and is below alert level 1.
In the next 6-12 hours, the water level at Chanh Chu station will continue to rise and remain above alert level 2 to alert level 3; at Trung Trang station, the water level will rise and reach approximately alert level 3; at Kien An, Cua Cam, and Do Nghi stations, the water level will gradually rise and reach above alert level 1. In the next 12-24 hours, the water level at Chanh Chu station is likely to reach above alert level 3; at Trung Trang, the water level will gradually fall following the tidal trend and will be below alert level 1.
Warning of flood risk, possibility of other natural disasters: Risk of flooding in low-lying areas along rivers, causing landslides in areas along the Luoc River, Cam River, Lach Tray River, Bach Dang River and Van Uc River. Natural disaster risk level: level 3.
The telegram requires the People's Committees of districts to regularly monitor and update developments and flood situations, promptly inform organizations and people operating on rivers, riverbanks, river storms, aquaculture facilities, water transport vehicles, ferry terminals, and riverside ferries to proactively take preventive measures to ensure safety. It is strictly forbidden for boats to anchor on the dike slopes, dike embankments, and electric poles on the riverbanks, affecting the safety of the dike and the power grid. It is strictly forbidden for vehicles exceeding the permitted load to run on the dike.
Organize inspection, review and practical implementation of dike protection plans; plans to protect key vulnerable points, especially locations where incidents have occurred; unfinished construction works according to the "four on-site" motto to be proactive and ready to respond to all situations.
Proactively review and prepare plans to evacuate people and move assets to safe places when necessary; prepare safe evacuation points, ensure adequate accommodation, food, drinking water, and medicine for people; instruct people to understand the procedures and operations when there is an evacuation order, ensuring that no people are left behind. Proactively arrange forces and vehicles in key areas to be ready to promptly handle situations from the first hour. Strengthen the inspection of the dike system, strictly carry out patrolling and guarding to protect dikes in the area. Review and have plans to ensure drainage in urban areas, residential areas and agricultural production areas, especially construction works that affect drainage; prepare plans to drain water, protect agricultural production, low-lying areas, urban areas and industrial parks.
Directing grassroots information and communication agencies to increase propaganda, dissemination, and guidance for people on how to recognize and respond to heavy rain, thunderstorms, tornadoes, lightning, strong gusts of wind, and landslides to minimize damage.
Assign the Department of Agriculture and Rural Development to coordinate with the Project Management Board of Agricultural and Rural Development Projects and localities to inspect the implementation of safety measures for dikes, unfinished construction works, and review operating procedures to ensure proactiveness when incidents occur. Instruct localities to implement safety measures for rice and crops, and handle dike incidents.
The City Military Command, the City Police, and the City Border Guard Command proactively arrange forces and means to prepare plans to support the evacuation and relocation of people from dangerous areas, and organize rescue when situations arise. The City Police direct the Waterway Traffic Police to increase patrols, requiring vehicle owners to anchor in the right places, ensuring flood escape corridors and waterway traffic safety on rivers. Strictly handle violations.
Assign the Department of Tourism to ensure safety for vehicles, tourists and residents at tourist sites and areas; the Department of Health to coordinate with localities to handle issues related to environmental sanitation, domestic water sources, disease prevention, food hygiene and safety, etc. caused by floods; the Department of Transport to coordinate with the City Police to arrange forces to regulate traffic on flooded routes.
The Irrigation Works Exploitation One Member Co., Ltd. and Hai Phong Drainage One Member Co., Ltd. coordinate with relevant agencies and units to operate the main drainage works to the maximum to lower the water level of the irrigation and drainage systems; arrange personnel to inspect and clear local congestion points; closely monitor the development of rain and floods, implement plans to ensure the safety of culverts under the dike; be ready to deploy flood prevention and control plans for key works and key flood areas. Organize to clear the flow, remove duckweed, trash, clear barriers, and obstacles on canals and drainage culverts on streets and residential areas. Urgently inspect and fix incidents caused by damaged works to ensure flood drainage; deploy forces, vehicles, materials, and equipment to carry out flood prevention according to the approved plan./.
