Urgently arrange the apparatus and personnel
On January 1, 2025, Resolution No. 1286/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units (CAUs) of Hanoi City for the period 2023-2025 took effect. Accordingly, the arrangement affects 109 communes, wards and towns; after the arrangement, 53 CAUs at the commune level will be reduced and 56 new CAUs at the commune level will be formed.
The new administrative units will officially come into operation in January 2025, in which the Party organization will perform leadership and direction functions from January 1, 2025; the civil servant team will still operate normally.
In fact, before December 31, 2024, all 20/20 districts, towns and cities with commune-level administrative units subject to this phase of arrangement have completed the organization of the announcement of the introduction of 56 Party Committees of new communes and wards. For wards, because there is no longer a People's Council, the Chairman of the District People's Committee will appoint the Chairman and Vice Chairman of the Ward People's Committee and announce it at the announcement ceremony.
For districts, the convener of the People's Council meeting of new communes has been appointed to hold the meeting right after the 2025 New Year. At this meeting, the Chairman, Vice Chairman of the People's Council and People's Committee, and members of the People's Committee at the commune level will be elected.
On the morning of December 30, 2024, Hai Ba Trung District simultaneously held the Announcement Ceremony of Resolution 1286/NQ-UBTVQH15 and the decisions to establish the Party Committee - administrative unit of 4 new wards: Bach Khoa, Bach Mai, Dong Nhan, Thanh Nhan. The Standing Committee of the District Party Committee divided 4 delegations of district leaders to attend the wards. The announcement ceremony was held in a solemn, exciting atmosphere, in accordance with regulations.
In the program held simultaneously in 4 wards, representatives of the District Party Committee's Organization Board and the District People's Committee's Internal Affairs Department announced Resolution 1286/NQ-UBTVQH15 and decisions on the establishment of the Ward Party Committee; appointing the Ward Party Committee Secretary and Deputy Secretary; appointing the Ward People's Committee Chairman and Vice Chairman; and transferring civil servants. The district leaders respectfully presented decisions on personnel work, presented flowers to congratulate the Party Committee and government of the new wards and delivered a speech assigning tasks.
According to the Thanh Xuan District Department of Internal Affairs, on December 26, 2024, the district also held a ceremony to announce Resolution 1286/NQ-UBTVQH15, deciding to establish the Ha Dinh Ward Party Committee and the Thanh Xuan Bac Ward Party Committee on the basis of merging Kim Giang Ward into Ha Dinh Ward, Thanh Xuan Nam Ward into Thanh Xuan Bac Ward.
At the launching ceremony, the district announced the decision to appoint the positions of Chairman and Vice Chairman of the People's Committee of Thanh Xuan Bac and Ha Dinh wards, and handed over the decision and tasks to the appointed staff. The arrangement and launching of the two new wards were organized systematically and scientifically, ensuring the stability of the apparatus and the settlement of work related to the people.
On the afternoon of December 30, 2024, Ba Dinh District Party Committee also announced the decision to establish Truc Bach Ward Party Committee, on the basis of merging the entire natural area and population of Nguyen Trung Truc Ward into Truc Bach Ward, with the new name Truc Bach.
“The Party Committee, government, Fatherland Front, and socio-political organizations of Truc Bach ward have developed and issued operating regulations, ensuring immediate focus on implementing tasks, without interruption of work from January 2, 2025, especially work related to administrative procedures (TTHC), converting people's documents according to regulations" - Chairman of the People's Committee of Truc Bach ward (new) Le Tat Thanh shared.
According to Resolution 1286/NQ-UBTVQH15, Hai Ba Trung District merged 7 wards into 4 wards. Implementing the partial merger of Cau Den Ward into Bach Khoa Ward, the old nameplate "Headquarters of the Party Committee - People's Committee of Bach Khoa Ward" from January 1, 2025 was replaced by a new nameplate "People's Committee of Bach Khoa Ward". After the merger, the headquarters of the People's Committee of Bach Khoa Ward is still at 39 Le Thanh Nghi Street (headquarters of the old People's Committee of Bach Khoa Ward), while the Party and mass organizations of the ward moved to the headquarters of the Party Committee - People's Committee of the old Cau Den Ward in Dinh Dai Alley (Bach Mai Street)...
In Trung Tu ward (Dong Da district), the arrangement and nameplate of the headquarters of the Party Committee - People's Committee - Vietnam Fatherland Front Committee of Trung Tu ward has been replaced with a new nameplate "Headquarters of the Party Committee - People's Committee of Phuong Lien ward - Trung Tu".
Similarly, other wards and communes in the districts subject to merger have all arranged and relocated their headquarters to new wards and communes in a spacious, suitable and compliant manner to officially operate from the beginning of January 2025.
Most convenient for organizations and citizens
In the districts, due to the organization of the People's Council of the commune, the People's Council of the new communes will hold a meeting right after the New Year 2025 to elect the Chairman, Vice Chairman of the People's Council, People's Committee and positions of members of the People's Committee at the commune level.
With 10 communes subject to rearrangement, to ensure that from January 1, 2025, Party organizations, authorities and agencies of commune-level administrative units after rearrangement are ready to operate, Gia Lam District Party Committee has issued decisions to establish commune Party Committees; appoint members of the Party Executive Committee, Standing Committee, and positions of Secretary and Deputy Secretary of the commune Party Committee. At the same time, introduce personnel for the People's Councils of communes to elect positions of People's Councils, People's Committees of communes...
At the ceremonies announcing the new administrative units, the leaders of the districts all requested the leadership apparatus, the team of cadres, civil servants, public employees (CBCCVC), non-professional cadres, the political system, villages, and residential groups (TDP) in communes and wards to strengthen solidarity, without distinguishing between new and old people; stabilize the organization to ensure continuous operation from January 1, 2025, without affecting all activities, daily life, and production of people and businesses.
In particular, it is required to immediately issue operating regulations and assign tasks to each officer and civil servant in the unit; develop programs and plans in all areas of work and focus on implementing tasks, not to interrupt work, especially work related to the implementation of administrative procedures, converting documents for people according to regulations...
Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Hai Ba Trung District Tran Quyet Thang said that the district leaders have requested the Party Executive Committees of the four new wards to focus on leading and directing the Vietnam Fatherland Front and socio-political organizations, associations and unions to perfect their organizational apparatus in accordance with the instructions; focus on directing the Party Congresses of Party cells for the 2025-2027 term and prepare for the Party Congress of the wards for the 2025-2030 term.
“We request the Party Executive Committees of the wards to coordinate with relevant agencies to arrange and assign staff, non-professional workers in the ward in accordance with their capacity, qualifications, and job positions; pay attention to implementing policies for staff who are transferred or have to leave due to reorganization; direct the handover to ensure strict security and maintain continuous operations of all agencies and units in the ward political system. At the same time, the Party Committee, People's Committee, agencies in the ward political system and the residential groups must do a good job of ensuring political security, social order and safety, urban order, and preparing to serve the people to welcome the Lunar New Year 2025 safely and happily" - Mr. Tran Quyet Thang emphasized.
Notably, to ensure the rights and not disrupt people's lives due to changes in administrative boundaries, implementing the direction of the City, departments and branches have provided specific instructions on converting personal documents, according to the plan to resolve administrative procedures without collecting fees or charges.
The City Police have requested that the district, commune and ward police, in addition to handling the case at the district-level police “one-stop shop”, will organize mobile teams to go to villages and residential areas and work overtime to support the conversion of citizen identification cards, driver’s licenses and related documents, etc., so that all people are given the most convenience.
If the work requirements have not been changed, the documents will remain intact and will not be affected. The police also coordinate with the post office and the bank, especially in VNeID, which still accepts payment for related financial procedures.
In particular, Director of the Hanoi Department of Home Affairs Tran Dinh Canh said that in this arrangement, the city is very concerned about the elderly who are receiving social benefits and are receiving monthly benefits from the district's policy of having a new citizen identification card/VNeID, in which the City Police will coordinate with the State Bank and commercial banks to resolve this issue well, without any delay. The city has a large number of meritorious people and people receiving monthly benefits paid via bank cards, and this 2025 Tet benefit will still be implemented synchronously and will not be affected.

"I have been working in the residential area for 15 years, so at the time of the transfer of the old ward to the new ward (part of Cau Den ward merged into Bach Khoa ward), I, as well as the cadres and people of Cau Den ward, could not help but feel sad. However, up to now, after 2 days of working and living in the new ward apparatus, because we have been thoroughly informed and widely propagated since March 2024, we no longer need anything, we all trust in the policies of the Party and the State, with the mindset of being ready to start working in the new ward, clearly realizing that the merger of administrative units will help the leadership and direction work better, and the locality will have conditions to develop more strongly. In the past 2 days, we have not received any feedback from the people regarding the settlement of administrative procedures. From the meetings before the merger of the ward, people were clearly informed that they would be given maximum convenience, no fees and charges when they later want to convert documents due to changes in administrative boundaries, so "I am completely at ease, with no worries" - Ms. Ta Thi Mien, Party Cell Secretary of Residential Group No. 17, Bach Khoa Ward (formerly Residential Group No. 6, Cau Den Ward, Hai Ba Trung District).
