Emulation movements create strong motivation to help Thai Binh break through and rise up.

During his lifetime, President Ho Chi Minh emphasized: "Emulation is patriotism, patriotism requires emulation, those who emulate are the most patriotic people". Emulation and rewards are important driving forces for development. On the occasion of the 75th anniversary of President Ho Chi Minh's call for patriotic emulation (June 11, 1948 - June 11, 2023), Thai Binh Newspaper reporters interviewed comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council on the results of patriotic emulation movements in the province in the past time and the requirements for emulation and reward work in the coming time.

Reporter: Could you please tell us about the meaning and importance of President Ho Chi Minh's call for patriotic emulation?

Comrade Nguyen Khac Than: We all know that after the August Revolution in 1945, the French colonialists had the ambition to use force to re-establish their domination over our country. Faced with the fate of the country hanging by a thread, President Ho Chi Minh clearly realized that mobilizing the strength of the entire Vietnamese people was essential to carry out the urgent tasks of the revolution. On June 11, 1948, Uncle Ho issued a call for patriotic emulation. He called out: “With the indomitable spirit and endless strength of our nation, with the patriotism and determination of our people and army, we can win, we will definitely win.”
Over the past 75 years, President Ho Chi Minh's patriotic emulation ideology has motivated our entire Party, people and army to unite, promote heroic traditions, patriotism, and self-reliance, overcome all sacrifices and hardships, liberate the country from foreign invasion; build and develop the socio-economy, move towards industrialization and modernization of the country, towards the goal of building a strong and prosperous Vietnam.

Reporter: In response to President Ho Chi Minh's call for patriotic emulation, how have the Provincial People's Committee and the Provincial Emulation and Reward Council directed the implementation and organization of patriotic emulation movements in the past time, sir?

Comrade Nguyen Khac Than: Over the past 75 years, implementing President Ho Chi Minh's call for patriotic emulation, the Party Committee and people of Thai Binh have united, promoted the combined strength of the entire political system and all classes of people, overcome all difficulties and hardships, and achieved glorious victories in the cause of national liberation as well as in the cause of renovation. Throughout the arduous years of resistance, Thai Binh always received the attention of the Party, the Government and President Ho Chi Minh. Uncle Ho visited Thai Binh 5 times, each time he visited, Thai Binh was more innovative, and the cadres and people were more progressive. Uncle Ho regularly followed the emulation movements, wrote articles praising and sent letters praising the achievements that the Party Committee and people of Thai Binh had achieved.

In recent years, implementing the policies and laws of the Party, the State, the Provincial Party Committee and the Provincial People's Committee, in Thai Binh province, emulation and reward work has been gradually innovated and had positive changes. Emulation and reward councils at all levels have been improved, consolidated and operated effectively.

Patriotic emulation movements in various fields have been launched and widely deployed in the Party and the whole society, contributing to the successful implementation of socio-economic development goals and tasks, strengthening national defense and security, building the Party, government, Fatherland Front and socio-political organizations increasingly strong. Along with the implementation of emulation movements launched by superiors, all levels, sectors, agencies, units and localities in the province have launched emulation campaigns in batches, by topic and according to specific tasks. The organization and direction of emulation movements have become increasingly tight, practical and effective. The content of emulation movements is rich, diverse, suitable to the local reality, the activities of agencies and units, close to each sector and each sector. The form of launching emulation movements is concise and practical, creating a vibrant and widespread emulation atmosphere, which is actively responded to by all classes of people.

On the basis of the goal set by the Resolution of the 20th Provincial Party Congress to build Thai Binh into a developed province in the Red River Delta region, specialized emulation movements have been successively launched, focusing on weak links, difficult tasks, and key tasks of the industry, locality, and province. The emulation movements have been closely connected, interwoven, supplemented, and supported to create an overall strength, effectively exploiting economic and political potential and strengths to build policies, strategies, and development plans, and have achieved important and comprehensive results in all fields. In particular, many emulation movements have had a strong influence, such as: "Accelerating the progress of site clearance to serve the implementation of investment projects in the province", "Promoting the development of synchronous and modern infrastructure; "Practicing thrift and fighting waste" in Thai Binh province, "Strengthening investment attraction in industrial clusters in the province", "Excellent production and business enterprises", "Emulating labor, creativity, productivity, quality, efficiency", "Responsibility, discipline, strengthening reform, seizing opportunities, breaking through" in Thai Binh province in 2023, "Joining hands to build advanced new rural areas, model new rural areas"... significantly contributing to the successful implementation of the province's socio-economic development tasks.
In the cultural and social fields, the emulation movement "Prevention and control of Covid-19 epidemic" has created a ripple effect throughout society, helping Thai Binh quickly control the epidemic situation, creating an important premise to stabilize people's lives, effectively carry out the dual task of both preventing and controlling the epidemic and developing the economy - society. The emulation movement "For the poor - leaving no one behind" in the period of 2021 - 2025 in Thai Binh province has created a vibrant atmosphere, contributing to the successful completion of the target program of hunger eradication and poverty reduction.

The emulation movement "Cadres, civil servants and public employees of Thai Binh province compete to implement office culture" in the period of 2019 - 2025, creates a wide spread, creates a strong change in awareness and action, raises awareness and public ethics of cadres, civil servants and public employees, strengthens discipline, administrative discipline, prevents and combats corruption, practices thrift and combats waste, creates a civilized, professional, responsible, transparent and effective working environment, contributes to building a clean and strong political system, gradually building a professional administration, meeting the requirements of serving the people and society.

The movement “All people unite to build a cultural life” was launched and widely deployed. The emulation movements: “Teach well, study well”, “Friendly school, active students”, “Innovation and creativity in management, teaching and learning” associated with the campaigns: “Discipline, love, responsibility”, “Each teacher is a model of self-study and creativity” have contributed to improving the quality of education and the quality of teachers at all levels and grades.

In the field of national defense and security, the "Emulation to Win" movement of the armed forces, the "For National Security" movement, "All People Protect National Security" movement of the People's Public Security force are closely combined with the movement to build residential areas, agencies and enterprises free of crime and social evils, creating a combined strength of all classes of people actively responding to contribute to ensuring security, order and social safety.

In order for emulation movements to be deployed in the right direction, each year or each period, each emulation movement has specific instructions and emulation standards. Periodically at the beginning of the year, the Provincial People's Committee summarizes the emulation and reward work, focusing on timely rewarding direct workers, the masses, and subjects in the non-state economic sector; at the same time, launching emulation movements to well perform socio-economic tasks, ensuring national defense and security. Along with that, the work of discovering, fostering and replicating advanced models, good people and good deeds in various fields has also received attention from sectors and levels; many outstanding collectives and individuals in emulation movements have been commended and set as examples for everyone to learn and follow.

From 2015 to present, the whole province has had 14,550 collectives, individuals and families with outstanding achievements in all fields being commended. Of which, at the State level, 951 collectives, individuals and families were awarded or posthumously awarded medals of all types and ranks, the titles of Labor Hero, People's Artist, Meritorious Artist, People's Physician, Meritorious Physician, Meritorious Teacher, National Emulation Fighter, Government Emulation Flag, Certificate of Merit from the Prime Minister; 383 mothers were awarded or posthumously awarded the honorary title of Vietnamese Heroic Mother; many individuals were awarded medals of resistance and commemorative medals for revolutionary soldiers captured and imprisoned by the enemy. Regarding provincial-level commendations, 13,216 collectives, individuals and families were awarded emulation flags, titles of excellent labor collective, provincial-level emulation fighter, certificates of merit, etc. by the Provincial People's Committee.

Reporter: With such methodical direction and strict and extensive implementation, how have the emulation movements created momentum, contributed to the implementation of the socio-economic development task and raised the position of Thai Binh, comrade?

Comrade Nguyen Khac Than: Thanks to the focus on innovation, improving the quality of emulation and reward work, directing emulation movements towards the goal of effectively solving life's problems, it has always received positive responses from all walks of life, creating a vibrant emulation atmosphere in localities and units. In particular, after more than 2 years of implementing the Resolution of the 13th National Party Congress and the Resolution of the 20th Provincial Party Congress, Thai Binh is facing new opportunities and chances, breaking through to become a developed province in the Red River Delta region. The average economic growth rate (GRDP) in 2021 - 2022 reached 8.37% (in 2021 it increased by 7.23%, ranking 13th nationwide and in 2022 it increased by 9.52%, ranking 18th nationwide). The economic scale in 2022 will reach 110,723 billion VND, an increase of 12.6% compared to 2021 and 2 times higher than in 2016, ranking 8th out of 11 provinces in the Red River Delta and 22nd out of 63 provinces nationwide. GRDP per capita in 2022 will reach 58.9 million VND, an increase of 12% compared to 2021 and 1.9 times higher than in 2016. The economic structure has shifted positively. State budget revenue has achieved good results, especially domestic revenue has grown dramatically for two consecutive years, surpassing the 10,000 billion VND mark. Thai Binh is always in the top of the country in terms of disbursement of public investment capital. The province's investment and business environment and competitiveness have also been positively improved. In 2022, the Provincial Competitiveness Index (PCI) ranked 28/63 provinces and cities nationwide, up 19 places compared to 2021; the index measuring people's satisfaction with the services of state administrative agencies (SIPAS) in 2022 ranked 13/63 provinces and cities, up 27 places compared to 2021; the Public Administration Reform Index (PAR Index) in 2022 ranked 40/63 provinces and cities, up 7 places compared to 2021; the Provincial Governance and Public Administration Performance Index ranked 15/63 provinces and cities.

Also from the motivation of the emulation movement, Thai Binh has pioneered in innovation of leadership thinking, thoroughly resolving long-standing "bottlenecks" and "bottlenecks"; prioritizing the implementation of planning, especially provincial planning and important planning to create a foundation and orientation for the province's socio-economic development. The province also mobilized investment resources to build key traffic routes to connect regions, creating momentum for the province's economic development. Total social investment capital by 2022 reached VND 55,895 billion, an increase of 9.5% compared to 2021, 1.4 times higher than in 2016. Thai Binh also drastically and flexibly implemented site clearance work, ensuring the progress of site handover to industrial park infrastructure investors, creating favorable conditions to attract secondary investors. In particular, Lien Ha Thai Industrial Park has basically completed attracting over 730 million USD, some projects have come into operation. Hai Long Industrial Park has been approved by the Prime Minister for investment policy. The province is actively completing the conditions to submit for approval the investment policy of Tan Truong Industrial Park; at the same time, speeding up the completion of zoning plans: urban, tourism, resort areas of Vanh - Thu islet, Tra Xuyen industrial park, Dong Chau coastal town... Now, Thai Binh is known by many domestic and foreign investors, highly appreciated for its potential, advantages and raised the issue of investment research. Investment attraction, especially FDI attraction, has made a breakthrough and ranked high in the country. In 2021, the whole province attracted 89 projects with a total registered capital of 20,041 billion VND, 4.5 times higher than in 2020 (including 8 FDI projects with a registered capital of 545 million USD). In 2022, the province attracted 123 projects with a total registered capital of over VND 33,000 billion, 1.6 times higher than in 2021 (FDI investment capital reached nearly 660 million USD). In the period of 2021 - 2022, the province had 1,965 newly registered enterprises with a total registered capital of over VND 18,100 billion; in particular, 2022 was the first year to surpass the milestone of 1,000 newly established enterprises.

If in 1966, Thai Binh led the North in achieving 5 tons of rice/ha, which was a source of pride and a symbol of the spirit of emulation in agricultural production of the whole North at that time, and was honored to welcome Uncle Ho to visit, now Thai Binh's rice productivity has exceeded 13 tons/ha, with an output of over 1 million tons. Agriculture and new rural areas are given attention. In particular, agriculture is shifting to commodity production associated with land concentration and accumulation and the application of scientific and technical advances, advanced technology, organic agriculture development, and value chain production. Thai Binh is also a bright spot in the country in building new rural areas. By the end of 2020, 100% of communes in the whole province, 7 districts and Thai Binh city were recognized as meeting national standards and completing the task of building new rural areas. Up to now, 25 communes have been recognized as advanced new rural communes, focusing on directing the construction of model new rural areas. Rural clean water is the leading province and is typical nationwide.

It can be seen that the patriotic emulation movements in recent times have not only been clearly effective in socio-economic development, maintaining maritime sovereignty, political security, social order and safety... but also in building, nurturing and expanding typical advanced collectives and individuals in many fields; actively contributing to the industrialization and modernization of the province.

Reporter: To continue implementing President Ho Chi Minh's call for patriotic emulation, creating a wider spread in implementing patriotic emulation movements, in the coming time, what key tasks should Thai Binh's emulation and reward work focus on, comrade?

Comrade Nguyen Khac Than: In order for the patriotic emulation movement to continue to be a driving force to encourage cadres, party members and people of all walks of life to enthusiastically work, study and work, in the coming time, all levels, sectors, agencies and units need to continue to thoroughly grasp President Ho Chi Minh's thoughts on patriotic emulation; the Party's guidelines and policies, the State's policies and laws on emulation and rewards. In particular, it is necessary to continue to pay attention to innovation in both content and form to improve the quality of emulation and rewards. Accordingly, the forms of emulation must be diverse, rich and widespread to all walks of life, taking the grassroots as the main force in implementing the patriotic emulation movement; promoting the spirit of self-awareness, so that each cadre, civil servant, public employee, worker and every citizen is the one who organizes and implements the emulation movement. The content of the emulation must be both closely linked to the general emulation movement of the whole country and focused on the political tasks of the province. Regularly discover new factors, strengthen propaganda work, organize exchanges, meetings, honor and commend advanced models. Promote the position, role and importance of the emulation movement and emulation and reward work, have specific and practical measures and solutions to promote the emulation movement. Promote the pioneering and exemplary spirit of cadres and party members, especially leaders in organizations, agencies and units in emulation movements...

Focus on summarizing, concluding, and evaluating lessons learned after each emulation period. In the immediate future, we must focus on emulating to successfully complete the socio-economic development goals and tasks in 2023, creating an important premise for the determination to successfully complete the socio-economic development goals, tasks, and solutions for the period 2020 - 2025, with a vision to 2045, contributing to the effort to build Thai Binh province into a fairly developed province by 2025, to catch up with the leading group by 2030, and to become a developed province in the Red River Delta region by 2045 as set out in the Resolution of the 20th Provincial Party Congress.
