According to Reuters, Senator Brian Schatz introduced the above document, an amendment to the upcoming security aid bill for Israel. "What will determine the future of Israel and Palestine is whether there is hope and the two-state solution must be that hope," Mr. Schatz said at a press conference.
Amid the tense conflict in the Gaza Strip between Israel and Hamas, Israeli Prime Minister Benjamin Netanyahu this month declared his opposition to the formation of a Palestinian state without ensuring Israel's security.

The statement has caused concern from the international community, including the United States - Israel's biggest ally. Washington believes that a two-state solution is the only viable path to bring lasting peace to the region.
According to the Jewish Insider website, some Democratic senators have said that Mr. Netanyahu's statements, including his rejection of the two-state solution, show that the US needs to condition or limit aid to Israel.
The two Democratic senators who did not sign the amendment were John Fetterman and Joe Manchin. Fetterman is a supporter of the two-state solution, but he wants the destruction of Hamas added to the document as a condition for peace. Manchin did not immediately respond to a request for comment.
Several Democratic lawmakers are pushing US President Joe Biden to do more to stem the rising death toll in the Gaza Strip.
