Households in Duc Phong hamlet, Tien Phong commune have agreed to receive compensation for the Hoa Binh - Moc Chau Expressway project.

Leaders of Da Bac district and local authorities had a dialogue with people of Duc Phong hamlet, Tien Phong commune.

Wrong type of land compensation applied, people are upset

Through investigation, it is known that from around September 2024 to February 13, 2025, the work of counting and measuring to determine the area, land type, assets, crops, and plants on land in the Bua Bu area between the commune cadastral office, the Project Management Board for Investment, Construction and Land Fund Development (DTXD&PTQD) of Da Bac district and households in Duc Phong hamlet, Tien Phong commune has been completed. The relevant parties signed a record to determine the amount of compensation, support, and site clearance (BT, HT, GPMB) and finished posting the list of households receiving compensation and support (BT, HT) at the commune People's Committee headquarters according to regulations. On April 8, 2025, the Da Bac District Construction and Land Acquisition Project Management Board went to Duc Phong hamlet to pay the BT, HT, and GPMB money, but the amount of money listed on the list of households to receive was much lower than the minutes established and signed by the relevant parties on February 13, 2025. In particular, according to the BT, HT, and GPMB plan, after adjustment, some households had their money reduced by up to hundreds of millions of VND. According to statistics, the household with the least reduction of more than 100 million VND was Mr. Bui Van Menh's household, the household with the most reduction of more than 1.4 billion VND was Mrs. Bui Thi Nhan's household, and Mr. Lo Van Yen's family had a reduction of more than 1 billion VND. This change was not previously announced or informed to the relevant households, which caused frustration among the people, and many households refused to receive the BT, HT money.

The cause of this incident was due to the fact that in the process of determining the land type as a basis for determining the value of BT, HT, GPMB for the people, the functional agencies and local authorities made mistakes when determining the type of land that households were entitled to BT, HT as land for growing perennial crops. According to comrade Dinh Quang Long, Deputy Head of the Forest Protection Department of Da Bac district: In fact, after checking and re-determining the land type, the entire land area in the Bua Bu area assigned to households for management and protection was classified as protective forest land, not land for growing perennial crops. According to state regulations, the value of BT, HT when the state reclaims protective forest land assigned to people for management and protection is 12 thousand VND/m2. Meanwhile, according to previous calculations, households are enjoying the BT, HT level for land for growing perennial crops with the BT, HT value when reclaimed being 50 thousand VND/m2. Therefore, after discovering the error, the authorities made adjustments and applied compensation prices to the correct land type, which caused the land compensation amount of the related households to decrease significantly compared to the amount in the minutes established and signed on February 13, 2025.

People agree and agree with the adjustment plan.

Faced with the arising problems, Da Bac district has established a working group led by Mr. Dinh Le Huy, Vice Chairman of the District People's Council, together with representatives of the leaders of the District's Project Management Board for Construction Investment and Development, functional agencies and Tien Phong commune government to contact and propagate information to the people related to the incident. Discussing with us about this issue, Mr. Dinh Le Huy, Vice Chairman of the Da Bac District People's Council said: After being propagated and explained by functional agencies, Party committees and local authorities, the households have grasped the content and nature of the problem. Many households expressed their agreement with the BT, HT plan after adjusting the BT, HT and GPMB unit prices for protective forest land.

Mr. Dinh Van Dai, Secretary of the Duc Phong hamlet Party Cell, is also one of the 15 households whose land was compensated by BT and HT and had to be adjusted to a price lower than the old price by more than 118 million VND. He said: After being propagandized, mobilized, and explained, we have grasped the problem and related errors. We also understand that there is no wrongdoing by the cadres here for personal gain, but only errors in the process of determining the correct land type to apply BT and HT prices. Therefore, I agree with the BT and HT plan after adjusting the land price compensation. The Party Cell and the hamlet management board have propagandized and made it clear for people to understand. Sharing the same view, Ms. Dinh Thi Linh, a household that received the BT, HT, and GPMB amount after the adjustment of 201 million VND less, also expressed her agreement with the BT and HT plan after the adjustment.

For the remaining households, after meeting and having a dialogue with the district working group, being informed and explained clearly, they also understood the nature of the problem and had no unreasonable requests or demands. Regarding these mistakes, comrade Dinh Le Huy, Vice Chairman of the People's Council of Da Bac district said: After meeting, having a dialogue, listening to the opinions, thoughts and aspirations of the people, we will summarize and report to the leaders of the District Party Committee and the District People's Committee. Therein, we will verify, clarify and consider the responsibilities of the relevant officials. At the same time, we will consider and handle officials who have committed violations in the spirit that whoever is wrong must take responsibility and be disciplined.
