On the morning of April 19, the 2025 Conference of Hospital Directors Club of Northern Provinces was held in Hai Duong with the theme "Smart Hospital and Sustainable Management".
Comrades: Tran Van Thuan, Chairman of the National Medical Council, Deputy Minister of Health; Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Hai Duong province attended.
In his welcoming speech, Standing Deputy Secretary of the Provincial Party Committee Le Van Hieu expressed his joy at welcoming leaders of the Ministry of Health, directors of hospitals, and leaders of medical units in the northern provinces to Hai Duong.

Standing Deputy Secretary of the Provincial Party Committee Le Van Hieu informed that Hai Duong is not only a locality rich in cultural and historical traditions but also the cradle of traditional medicine. Throughout its history of formation and development, the province has always held a special position on the national medical map.
Over the years, the province's health sector has been continuously invested and developed, basically meeting the health care needs of more than 2.1 million people. Medical facilities in the province have also actively applied digital transformation in medical examination and treatment.
Comrade Le Van Hieu noted that in the context of merging administrative units, the role of the Director of the Department of Health, the director of the hospital and the leaders of the medical units is even more important when they must do a good job of professional management, stabilize the team, and ensure the quality of medical examination and treatment. At the same time, they must proactively advise and lead the innovation of the medical model towards streamlining, efficiency, and adapting to new conditions.

Hai Duong always identifies healthcare as an important pillar in the social security system and a key factor in maintaining sustainable socio-economic development. Therefore, the annual conference of the Club of Hospital Directors of Northern Provinces 2025 held in Hai Duong has important and practical significance. This is not only a professional event but also a forum for connecting, exchanging, and sharing experiences in hospital management, responding to changes in institutions, organizational models, etc.

Speaking at the conference, Professor, Dr. Tran Van Thuan, Chairman of the National Medical Council, Deputy Minister of Health acknowledged the achievements that Hai Duong province has made in socio-economic development, especially in the health sector.
The Conference of the Hospital Directors Club of Northern Provinces took place in the context of the health sector facing the need for profound innovation in thinking, organizational models and management methods to meet the increasing demands in people's health care. The theme "Smart Hospitals and Sustainable Management" is completely consistent with the actual situation and closely follows the Central Government's direction on strong and comprehensive digital transformation. In particular, the health sector must take the lead in developing science and technology, innovation, and digital transformation to better care for people's health.
Professor, Dr. Tran Van Thuan said that in recent years, the health sector has made many innovations, but we must frankly and seriously acknowledge the limitations. That is the overload situation at central hospitals while primary medical examination and treatment facilities have not been effectively exploited. Many hospitals face difficulties in human resources, shortage of doctors and differences in medical expertise between regions. The autonomous financial mechanism at hospitals is still inadequate, institutional problems affect bidding for the purchase of drugs and medical equipment. Digital transformation in health has achieved initial results but is not uniform, connectivity and interconnectivity are still limited...

To gradually overcome difficulties and move towards the goal of sustainable development of the health sector, Professor, Dr. Tran Van Thuan suggested that leaders of the departments and divisions of the Ministry of Health and hospital directors thoroughly grasp the instructions of General Secretary To Lam to the health sector. Each unit needs to concretize the instructions into practical programs and action plans. Focus on innovating hospital management thinking and widely applying digital transformation in management and operation. It is necessary to transform the administrative management model into modern management.
Deputy Minister of Health Tran Van Thuan hopes that the 2025 Conference of Hospital Directors Club of Northern Provinces will take place in the spirit of working together for people's health.
Opening the conference, Associate Professor, Dr. Dao Xuan Co, Director of Bach Mai Hospital, Chairman of the Club affirmed that Vietnam's healthcare sector is entering a period of development full of potential but also many challenges. Science, technology and innovation are the key to improving the quality of healthcare services, better meeting the health care needs of the people.

Associate Professor, Dr. Dao Xuan Co affirmed that the Government's Project 06 on digital transformation has urged the entire industry to make breakthroughs in applying information technology to the healthcare sector. From digitalization, medical examination and treatment processes, connecting medical data to applying artificial intelligence in diagnosis and treatment. In particular, Resolution 57 on science - technology development and innovation has created a solid legal corridor, encouraging medical facilities and scientists to research, towards smart healthcare. As an organization that brings together healthcare managers, the Hospital Directors Club of Northern Provinces recognizes the need to strengthen cooperation and share experiences to keep up with new trends, contributing to the sustainable development of Vietnam's healthcare sector.
