According to the bulletin of the National Center for Hydro-Meteorological Forecasting, from October 21-22, 2023, the northern area of the North East Sea will have northeast winds of level 6-7, gusting to level 9; the Gulf of Tonkin and the sea area from Quang Tri to Quang Ngai will have winds of level 5-6, gusting to level 7-8; from Quang Ngai to Kien Giang, there will be scattered showers and thunderstorms, with the possibility of tornadoes and gusts of level 7-8 during thunderstorms.

To proactively respond to strong winds at sea, the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requests the Steering Committee for Natural Disaster Prevention, Search and Rescue of coastal districts and towns and relevant agencies and units to closely monitor information and developments of strong winds at sea; notify captains and owners of vehicles and vessels operating at sea to proactively prevent and have appropriate production plans, ensure safety of people and property, maintain communication to promptly handle bad situations that may occur.
At the same time, prepare forces and means to deploy rescue work when there is a situation; Organize serious on-duty shifts, regularly report to the Provincial Steering Committee for Natural Disaster Prevention - Search and Rescue.
