On the afternoon of October 11, in Quang Nam, Working Group No. 1 led by Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh had a working session with the provinces and cities of Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, and Binh Dinh on disbursement of public investment capital in 2024.
Disbursement rate of 5 localities is lower than the national average
According to statistics from the Ministry of Planning and Investment, the total state budget capital plan for 2024 assigned by the Prime Minister to localities under Working Group No. 1 is VND 55,718.3 billion.
Estimated payment by September 30 of localities is 25,746.9 billion VND, reaching 46.21% of the plan assigned by the Prime Minister, lower than the average disbursement rate of the whole country (47.29%).
Of which, Thua Thien Hue province disbursed 4,068.4/6,957.9 billion VND assigned, reaching 58.47%; Da Nang city disbursed 3,520/7,291.9 billion VND assigned, reaching 48.27%; Quang Nam province disbursed 2,672.9/6,520.6 billion VND assigned, reaching 40.99%; Quang Ngai province disbursed 2,305.3/6,902.9 billion VND assigned, reaching 33.40%; Binh Dinh province disbursed 5,456.1/7,865.7 billion VND assigned, reaching 69.37%.
At the meeting, localities proposed to amend, supplement and improve the institutions and legal regulations on the Law on Public Investment to promptly resolve existing problems affecting the progress of public investment disbursement. The policy of implementing new projects not yet included in the medium-term capital investment plan for the period 2021-2025 such as national highways and expressways passing through localities, adjusting down the central budget capital investment plan, etc.
According to Mr. Luong Nguyen Minh Triet, Secretary of Quang Nam Provincial Party Committee, the locality will resolutely urge, strengthen direction and management to speed up capital disbursement progress, to achieve the set target by the end of the year.
The Secretary of the Quang Nam Provincial Party Committee also proposed a number of contents, such as promptly announcing the Government's inspection conclusions so that the locality can soon have solutions to overcome them, as well as arranging and perfecting personnel for the upcoming Party Congress...
According to Deputy Minister of Planning and Investment Do Thanh Trung, in general, the difficulties and obstacles in disbursing public investment capital in 2024 of the 5 localities attending the meeting are also common difficulties and obstacles of the whole country.
The reason for slow disbursement is still due to many shortcomings in the organization and implementation of ministries, branches and localities. With the same legal framework, there are still ministries, central agencies and localities with poor disbursement rates. At some points, in some projects, some ministries, branches and localities have not been really determined, the role and responsibility of the head have not been promoted and are not clear.
Removing difficulties to create momentum for 2025
Speaking at the meeting, Deputy Prime Minister Nguyen Hoa Binh acknowledged the recommendations and proposals of the localities. At the same time, he assigned ministries and sectors to receive recommendations in their respective fields to promptly find appropriate solutions.
The Government always accompanies localities in removing obstacles and promoting public investment disbursement, but localities must also further promote the spirit of initiative and creativity.
The Deputy Prime Minister said that increasing revenue from sources to serve disbursement is very difficult, but whatever room remains must be increased and efforts must be made to ensure resources for spending. At the same time, focusing on removing difficulties in site clearance such as price lists, land origin, resettlement, etc. to be able to disburse. In the process of urging disbursement, localities need to closely inspect and supervise.
Deputy Prime Minister Nguyen Hoa Binh asked localities to accompany the Government and be determined to achieve the target of public investment disbursement rate in 2024 reaching over 95% of the plan assigned by the Prime Minister.
According to the Deputy Prime Minister, although this is the rainy and stormy season in the Central region, if we try from now until the end of the year, we can do it. From now until the end of the term, there is not much time left, so we must try to remove all difficulties to create momentum for 2025 to have an outstanding growth rate, ensuring the completion of the growth plan.
