Hanoi focuses on starting more key projects
Speaking at the meeting, Chairman of the Hanoi People's Committee Tran Sy Thanh expressed his excitement at the sharp and timely response of the Party, State and Government leaders to the US's decision to impose tariffs. Mr. Thanh said that in the context of the global economy still having many fluctuations, Hanoi has issued a Resolution to strive to achieve 8% growth in 2025 under the direction of the Government.
In the first quarter of 2025, Hanoi's economy grew by 7.35%, exceeding the set scenario (7.21%) and reaching the highest level in the past 5 years. Of which, the service sector increased by 38.34%, industry increased by 5.36%. State budget revenue reached 250,000 billion VND, up nearly 60% over the same period, of which domestic revenue accounted for 96.5%. Total development investment capital of the whole city reached 94,000 billion VND, up 10.5%.
As of March 31, 2025, the City's public investment disbursement reached VND8,000 billion, equivalent to 10% of the annual plan. Many major projects have positive disbursement progress, and the City is focusing on starting more key projects.
Regarding administrative reform, the Chairman of the Hanoi People's Committee said that under the direction of the Government and the Prime Minister on administrative reform and digital transformation, Hanoi is one of the localities that established the Center for Public Administration Reform. This is an important fulcrum in the transition period of the district-level organizational model. The Center has operated 13 transaction points with people and businesses and has been highly appreciated for its service efficiency.
At the meeting, Mr. Tran Sy Thanh said that the Hanoi People's Committee has sent Document No. 1250 to the Prime Minister, proposing the start time of 3 bridge projects across the Red River, including Tu Lien Bridge, Tran Hung Dao Bridge and Ngoc Hoi Bridge. These are key projects in connecting the Northern infrastructure, recommending that the Prime Minister soon finalize the implementation time plan so that the City can tighten the investment process, start the projects soon, creating strong development momentum for the region.
Ho Chi Minh City proposes expanding visa exemption to promote tourism
At the meeting, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that in the first quarter of 2025, the city achieved a growth rate of 7.51%, which is a good start in the context of many challenges. The industrial production index increased by 6.8%; tourism revenue increased by 26.7%; the number of international visitors increased by 18.2%; FDI capital increased by 23.4%; budget revenue reached 152,000 billion VND, an increase of 7.72% over the same period.
The Chairman of the Ho Chi Minh City People's Committee affirmed that the above positive results were thanks to the close leadership of the Party, the flexible management of the Government and the Prime Minister, the effective support of ministries, branches and the solidarity of the entire political system of the City.
To achieve the growth target of 8.5% this year, Ho Chi Minh City has proposed four "accelerations" including: Supporting export enterprises through stimulus programs and loan interest support; promoting domestic consumption; and developing unique tourism products.
Regarding the issue of tourism development - an important driving force for the development of Ho Chi Minh City, Mr. Nguyen Van Duoc recommended that the Government step up negotiations with countries on visa exemption, creating maximum convenience for tourists coming to Vietnam and the City.
Speaking at the meeting, Chairman of the People's Committee of Da Nang City Le Trung Chinh thanked the Government, the Prime Minister, ministries and branches for helping the City overcome difficulties, as well as building mechanisms and policies, creating motivation for the City to develop.
Mr. Chinh said that in the first quarter of 2025, the city's industry and construction sector increased sharply by 17.6%, with construction alone increasing by nearly 40%; services and tourism increased by 10.03%.
Da Nang is coordinating with ministries and branches to complete policies for new driving forces such as Free Trade Zones and Financial Centers with many projects having received comments from the Ministry of Finance. Implementing Resolution 57 of the Politburo, Da Nang has called for many strategic investors in the semiconductor sector, with a committed capital of nearly 7,000 billion VND.
Da Nang is also a pioneer in administrative unit arrangement and is working with Quang Nam province to research merger orientations and create new development zones.
In the coming time, the City will start a series of projects with a total capital of more than 100,000 billion VND, speed up disbursement progress, complete key projects, and strive to achieve growth of over 10% in the second quarter.
Hai Phong proposes decentralization of state-owned enterprise divestment
Chairman of Hai Phong City People's Committee Nguyen Van Tung informed that in the first quarter of 2025, the city's growth reached 11.07%, the highest growth rate in the first quarters of many years. The industrial production index reached 15.06%, aiming to complete the whole year plan of 17%.
Domestic budget revenue is higher than import-export revenue; most economic indicators increased by 5-20% over the same period.
At the meeting, the Chairman of Hai Phong City People's Committee proposed that the Prime Minister soon adjust the Implementation Plan of Power Plan VIII, adding 2,000 MW of wind power and 4,800 MW of gas power.
Regarding divestment from state-owned enterprises, the current capital for joint-stock enterprises is about 2,000 billion VND. The city recommends that the Prime Minister decentralize to localities to proactively decide whether or not to divest from these enterprises.
