The fact that most industrial clusters (ICs) in Quang Tri province have not yet invested in centralized wastewater collection, drainage and treatment systems and automatic, continuous wastewater monitoring systems for centralized wastewater treatment systems as prescribed by the Law on Environmental Protection has significantly affected the operations of enterprises located in the ICs and the environment in general.

The province currently has 17 industrial parks, of which 16 are in operation, with a total area of over 500 hectares. According to statistics, the industrial parks have attracted 175 projects, with an occupancy rate of 65%. In the period of 2021 - 2024, projects operating in the industrial parks will achieve annual revenue of VND 2,900 - 3,000 billion, creating jobs for 5,000 - 6,000 workers.
Some industrial parks have basically completed traffic infrastructure (Dong Le industrial park, Ai Tu industrial park - phase 1, Dong Ai Tu industrial park, Krong Klang industrial park, Cam Thanh industrial park, Dien Sanh industrial park). However, most industrial parks in the province have not invested in wastewater treatment systems, only Ai Tu industrial park, Huong Tan industrial park and Dong Le industrial park have invested in wastewater treatment systems but they have now degraded and are not in operation. Cua Tung industrial park has invested in a treatment system but it has not ensured treatment efficiency and needs to be upgraded.
Currently, the demand for investment in industrial parks of enterprises is quite large. However, the clean land fund, production premises, and essential infrastructure of industrial parks are still lacking, greatly hindering the investment capacity of enterprises wishing to invest in industrial parks. Due to the difficult budget conditions of localities, currently industrial parks in the area have not invested in wastewater treatment facilities and automatic, continuous wastewater monitoring systems. The capital for investment in building industrial park infrastructure is mainly allocated from the budget. Meanwhile, the socialization of investment in construction and business of industrial park infrastructure in the province still faces many difficulties.
In Official Dispatch No. 2038/SKHĐT-DN dated September 7, 2023, the Department of Planning and Investment proposed that the People's Committees of districts, towns and cities temporarily stop granting policies to receive new projects or increase the capacity of investment projects that generate production wastewater in industrial parks that have not invested in building a centralized wastewater collection, drainage and treatment system according to the provisions of the Law on Environmental Protection.
Prioritize the mobilization and allocation of capital sources to invest in the construction of environmental protection infrastructure for industrial parks in the area according to regulations. For industrial parks that have not completed the construction of technical infrastructure for collecting, draining and treating centralized wastewater, only accept new projects or increase the capacity of projects that do not generate production wastewater.
In order to ensure management as well as attract investment projects to industrial parks, local authorities need to prioritize allocating funding for investment in centralized wastewater treatment systems and automatic and continuous wastewater monitoring stations for industrial parks.
