During the peak of the rainy season, irrigation works in the province are regulated and operated appropriately by the management unit. Thereby, in order to ensure safety during the rainy season, water has just begun to be stored to meet the needs of daily life and production in the upcoming dry season.
Ensuring crop production
Currently in the rainy season, most of the irrigation reservoirs in the province are basically full of water. Mr. Nguyen Huu Phuoc - Deputy Director of the Department of Agriculture and Rural Development said that the reservoirs are being actively managed by the unit with measures to store and distribute water reasonably. At the same time, taking advantage of the water source to run generators, combining the water supply downstream of Dai Ninh and Ham Thuan - Da Mi hydropower plants to store in reservoirs, ponds, and large canals. The goal is to ensure sufficient supply of raw water for urban water plants, concentrated water supply works in rural areas and water supply for agricultural production.
The leader of the Department of Agriculture and Rural Development added that since the beginning of the year, the water reserves in the irrigation systems and reservoirs in the province have basically ensured crop production. Specifically, the area of irrigation for rice and crops in the irrigation system of the whole province is about 81,554 hectares, reaching 86.8% of the plan. Of which, the area of irrigation for dragon fruit and fruit trees is nearly 19,700 hectares and the area of water supply for aquaculture is 411 hectares. The total amount of raw water supplied for daily life since the beginning of the year has reached 30 million m3.
According to the plan for the last months of the year, the units exploiting irrigation works in the province have been strictly managing the existing water resources. At the same time, they have developed a plan to store water and arrange production for the 2023 winter-spring crop to ensure efficiency. In particular, priority will be given to storing water early in newly invested and repaired and upgraded reservoirs to maximize the amount of water in the reservoirs when the rains end, and reserve water resources to prepare for production and daily life in the 2024 dry season. At the same time, they will continue to effectively implement policies to support small-scale irrigation, in-field irrigation and advanced, water-saving irrigation.
Closely manage existing water resources
In October 2023, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai and the working delegation inspected a number of irrigation works in the North of the province, including Song Quao Lake (Ham Thuan Bac), Ca Giay Lake and Song Luy Lake (Bac Binh). According to Binh Thuan Irrigation Works Exploitation Company Limited, there are currently 49 reservoirs in the province, with a total capacity of 442 million m 3 . The total irrigation area of the current irrigation systems is about 54,000 hectares. Of which, some large reservoirs in the North of the province such as Song Quao Lake currently have a capacity of 78.75 million m 3 / 81.27 million m 3 , reaching 96.8% of the design. The project is providing irrigation water for 12,170 hectares, including direct irrigation of 9,150 hectares and additional irrigation of over 3,000 hectares of rice and dragon fruit. At the same time, it will supply water for domestic and industrial use at 72,000 m3 /day and night. By the end of 2023, this project is expected to supply irrigation water for the 2023 crop for 9,150 hectares of rice and dragon fruit, about 25 million m3 ; and domestic water for 7.2 million m3. In the dry season of 2024, the lake will supply irrigation water for the winter-spring crop for 9,150 hectares of rice and dragon fruit, about 50 million m3; and domestic water for 20 million m3 .
Reporting the situation of reservoirs to the provincial leaders, Binh Thuan Irrigation Works Exploitation Company Limited said that in the past time, the management force of the works met the requirements in terms of quantity as well as professional qualifications, ensuring stable water supply and strictly implementing regulations on dam safety management... Typically, Song Quao reservoir is a newly invested and upgraded project to ensure stable water supply for production and daily life. On the other hand, the Provincial People's Committee has currently had a policy to allocate capital to implement the installation of protective corridor markers for the project and information equipment, safety warning for the dam and the downstream area of the dam, expected to be implemented in December 2023. The company is coordinating well with localities in announcing flood discharge plans, forecasting incoming water and regulating discharge in advance to welcome floods to reduce flooding for the downstream area of the project when floods occur.
Ca Giay Lake alone currently has a capacity of about 32.16 million m3 / design of 37.24 million m3 , reaching 86.3%. The project is performing well, irrigating beyond its design capacity. It is expected that from now until the end of the year, the project will provide irrigation water for the 2023 crop for 6,300 hectares of rice and dragon fruit, about 30 million m3 ; and domestic water supply of 0.02 million m3 . In the dry season of 2024, the project will be supplemented with water from Song Luy Lake, expected to provide irrigation water for the winter-spring crop for 6,300 hectares of rice and dragon fruit, about 88.2 million m3 ; 0.05 million m3 of domestic water supply... Through the actual inspection of irrigation works, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested the operating unit to focus on ensuring the security and safety of the reservoir, especially in stormy weather conditions, storing water for the dry season. At the same time, the company needs to continue to study the procedures, develop plans for exploitation and use of surface water at irrigation works...
