Speaking at the opening of the meeting, Minister Dang Quoc Khanh informed that the Party Committee of the Ministry of Natural Resources and Environment was assigned to preside over and prepare the Project to summarize 10 years of implementing Resolution 24-NQ/TW. The Steering Committee for summarizing Resolution 24-NQ/TW has developed a plan and organized the summary seriously, carefully, scientifically and objectively.
The review process has been widely deployed from Party Committees, Party Delegations, Party Executive Committees at the Central level to Provincial and Municipal Party Committees in localities; many seminars, talks, and consultation conferences were organized in the three regions of the North, Central, and South; surveys and work with ministries, branches, and localities.
With the view of deeply absorbing the comments, Minister Dang Quoc Khanh hopes that experts and scientists with a lot of knowledge and experience will give comprehensive and objective assessments of the results of concretizing the viewpoints, implementing the goals, tasks and solutions stated in the Resolution, thereby clarifying which viewpoints, tasks and solutions need to be supplemented and perfected to suit the new context and situation; clarifying the content that has been institutionalized, has not been institutionalized or is not fully institutionalized.
At the same time, highlight the results of implementation in practice, lessons learned, limitations, weaknesses and causes; forecast development trends, propose specific viewpoints, orientations, goals, tasks and solutions for the period up to 2030 and vision to 2050...
At the meeting, experts and scientists highly appreciated the summary report which clarified the successes, limitations, drew lessons and provided directions for the coming time. Scientists all agreed that the viewpoints of Resolution 24 are still basically valid and can be maintained for the upcoming period until 2030 (only 7 years left). However, in the context of great changes in the world, nature is heavily affected by climate change as it is now, it is necessary to issue a new Resolution to replace Resolution No. 24-NQ/TW to orient the country's development strategy to adapt and approach new global trends. In particular, the general goals of Resolution 24 have not been achieved, so the issuance of a new Resolution will provide directions for implementation.
According to Prof. Dr. Vo Khanh Vinh, former Vice President of the Vietnam Academy of Social Sciences, this is the "ripe time" to issue a new Resolution with a new philosophy for the period of proactively responding to climate change and protecting environmental resources to bring the country to rapid and sustainable development.
Prof. Dr. Mai Trong Nhuan, former Director of Hanoi National University, highly appreciated Resolution 24 for guiding the country's development in recent times. However, in the current global context of population explosion, scientific and technological development and environmental conflicts, there needs to be more breakthrough policies on resource mobilization to develop a prosperous, strong and happy Vietnam.
According to Prof. Dr. Truong Quang Hoc, Institute of Natural Resources and Environment, Hanoi National University, the environment is the most important pillar for sustainable development, therefore Prof. Truong Quang Hoc expressed the view that it is necessary to build a new Resolution which must be the highest resolution to lead sustainable economic and social development...
The meeting also heard delegates discuss and develop some major contents and viewpoints of the new Resolution. In particular, prioritizing environmental protection is the top policy in sustainable development, ensuring economic development, and promoting social equity; environmental protection, economic development, and promoting social equity are the three pillars of sustainable development; Prioritizing economic and social development, ensuring against environmental pollution, biodiversity loss, and responding to climate change...
Receiving comments from experts and scientists, Minister Dang Quoc Khanh requested the Editorial Team to supplement the contents developed in the meeting, especially the proposals for the Steering Committee to advise the Central Committee to issue a new Resolution to replace Resolution No. 24-NQ/TW. Therefore, in the coming time, the Ministry of Natural Resources and Environment will continue to consult scientists to be able to build and complete a new Resolution with strategic scope, meeting the development of the country, international integration...
