Provincial departments and agencies have actively and proactively taken on a high sense of responsibility in directing and managing the implementation of ethnic minority programs and policies, and have closely coordinated with the Provincial Ethnic Affairs Committee to effectively carry out assigned tasks. Party committees and local authorities in ethnic minority and mountainous areas have closely followed and implemented directives from higher levels, organizing the implementation of ethnic minority policies in their localities, initially achieving positive results in the socio -economic development of the areas.

During the year, several departments and agencies effectively guided and directed the implementation of ethnic affairs and ethnic policies, including: the Department of Planning and Investment, the Department of Finance, the Department of Labor - Invalids and Social Affairs, the Department of Health , the Department of Culture, Sports and Tourism, the Provincial Women's Union... At the conference, delegates focused on discussing and highly appreciating the achievements in implementing ethnic minority programs and policies. They also pointed out the difficulties and limitations in implementing ethnic minority programs, including the implementation of national target programs in ethnic minority and mountainous areas.

Based on the achievements of 2024, in implementing tasks for 2025, Thanh Hoa province will continue to effectively carry out ethnic affairs, promote the implementation of National Target Programs, focusing on Program 1719 and related ethnic programs and policies. It will strengthen supervision, inspection, and monitoring to address and resolve difficulties and obstacles in the implementation of these programs. It will accelerate the disbursement of public investment capital, ensuring the completion of the 2021-2025 plan, and evaluate the implementation and propose content for the implementation of National Target Programs for the 2026-2030 period. In 2025, Thanh Hoa province aims to reduce the poverty rate among ethnic minority and mountainous households by an average of 3% or more.
